全(quan)面完成新老農保制度(du)銜接
按(an)照國(guo)家(jia)的(de)統(tong)一部署,江西加快(kuai)完(wan)善(shan)(shan)與(yu)《社會保(bao)(bao)(bao)險(xian)法(fa)》相銜(xian)接的(de)配套政(zheng)策(ce),整合城(cheng)鄉居(ju)民養(yang)老(lao)(lao)保(bao)(bao)(bao)險(xian)制(zhi)(zhi)(zhi)度,制(zhi)(zhi)(zhi)定城(cheng)鄉養(yang)老(lao)(lao)保(bao)(bao)(bao)險(xian)制(zhi)(zhi)(zhi)度銜(xian)接政(zheng)策(ce),實(shi)現(xian)職工(gong)基本(ben)養(yang)老(lao)(lao)保(bao)(bao)(bao)險(xian)與(yu)城(cheng)鄉居(ju)民養(yang)老(lao)(lao)保(bao)(bao)(bao)險(xian)制(zhi)(zhi)(zhi)度之間(jian)有序(xu)銜(xian)接。全(quan)面完(wan)成新老(lao)(lao)農(nong)保(bao)(bao)(bao)制(zhi)(zhi)(zhi)度銜(xian)接。按(an)照基礎養(yang)老(lao)(lao)金全(quan)國(guo)統(tong)籌(chou)(chou)的(de)要(yao)求,完(wan)善(shan)(shan)職工(gong)養(yang)老(lao)(lao)保(bao)(bao)(bao)險(xian)省級統(tong)籌(chou)(chou)制(zhi)(zhi)(zhi)度,統(tong)一參(can)保(bao)(bao)(bao)繳費政(zheng)策(ce),完(wan)善(shan)(shan)基本(ben)養(yang)老(lao)(lao)金計發辦法(fa)。積極推(tui)進(jin)(jin)醫(yi)保(bao)(bao)(bao)支付方式改革(ge),堅持建立完(wan)善(shan)(shan)醫(yi)療(liao)保(bao)(bao)(bao)險(xian)與(yu)醫(yi)療(liao)服務談判機制(zhi)(zhi)(zhi)和(he)協議管理機制(zhi)(zhi)(zhi),實(shi)現(xian)總額控(kong)制(zhi)(zhi)(zhi)。加強(qiang)醫(yi)療(liao)保(bao)(bao)(bao)險(xian)定點機構(gou)監(jian)管,建立健(jian)全(quan)監(jian)督管理機構(gou)和(he)制(zhi)(zhi)(zhi)度措(cuo)施,推(tui)進(jin)(jin)醫(yi)療(liao)保(bao)(bao)(bao)險(xian)監(jian)督管理法(fa)制(zhi)(zhi)(zhi)建設。推(tui)進(jin)(jin)大病醫(yi)療(liao)保(bao)(bao)(bao)險(xian)市級統(tong)籌(chou)(chou),探索建立醫(yi)療(liao)、工(gong)傷保(bao)(bao)(bao)險(xian)省級風險(xian)調劑金制(zhi)(zhi)(zhi)度,完(wan)善(shan)(shan)工(gong)傷保(bao)(bao)(bao)險(xian)補(bu)償政(zheng)策(ce)。加快(kuai)健(jian)全(quan)重特(te)大疾(ji)病醫(yi)療(liao)保(bao)(bao)(bao)險(xian)和(he)救助制(zhi)(zhi)(zhi)度。
建立完善人才(cai)選拔培養制度

事業單(dan)位全(quan)面推行績效工資
按照國(guo)家統(tong)一部署,江(jiang)西將改革(ge)和完(wan)善機關事業單位(wei)(wei)收入分配(pei)(pei)制度,鞏固事業單位(wei)(wei)實施績效工(gong)資(zi)成果(guo),全面完(wan)成事業單位(wei)(wei)實施績效工(gong)資(zi)工(gong)作(zuo)。健全工(gong)資(zi)決定和正常增長機制,完(wan)善最低工(gong)資(zi)和工(gong)資(zi)支付保障(zhang)制度,完(wan)善企業工(gong)資(zi)集體協(xie)商制度。著重保護(hu)勞動所得,提高勞動報酬在初次(ci)分配(pei)(pei)中的比重,合理(li)確(que)定并嚴(yan)格規范國(guo)有企業管理(li)人(ren)員薪(xin)酬水平。
完善基層(ceng)公務(wu)員(yuan)錄用制度
按照(zhao)國家的部(bu)署(shu),江(jiang)西將深化公(gong)務(wu)員(yuan)(yuan)(yuan)分類(lei)改革,逐步建(jian)立健(jian)全(quan)公(gong)務(wu)員(yuan)(yuan)(yuan)公(gong)開遴選制(zhi)度(du)(du)、分類(lei)管(guan)理制(zhi)度(du)(du)、聘(pin)任制(zhi)公(gong)務(wu)員(yuan)(yuan)(yuan)管(guan)理試(shi)點(dian)制(zhi)度(du)(du);加快建(jian)立專業(ye)技術類(lei)、行政執法類(lei)公(gong)務(wu)員(yuan)(yuan)(yuan)和聘(pin)任人員(yuan)(yuan)(yuan)管(guan)理制(zhi)度(du)(du);完(wan)善基層公(gong)務(wu)員(yuan)(yuan)(yuan)錄用(yong)制(zhi)度(du)(du),在艱(jian)苦(ku)邊遠地(di)區適當(dang)降(jiang)低進入門(men)檻。全(quan)面實施事業(ye)單位崗位設置(zhi)(zhi)管(guan)理,探索建(jian)立符合事業(ye)單位管(guan)理工(gong)作(zuo)特(te)點(dian)和規律(lv)的職(zhi)(zhi)員(yuan)(yuan)(yuan)制(zhi)度(du)(du);進一步完(wan)善軍(jun)隊轉業(ye)干部(bu)安置(zhi)(zhi)辦(ban)法,將對(dui)省直和中央駐贛單位接收安置(zhi)(zhi)正(zheng)團(tuan)職(zhi)(zhi)軍(jun)隊轉業(ye)干部(bu)實行量(liang)化考核、積分擇崗的安置(zhi)(zhi)辦(ban)法。
勞動(dong)保障監(jian)察“兩網化”管理
江西將創新職工、企業、政府勞動關系三方協調機制,構建和諧勞動關系。全面推行勞動合同制度,推進勞動用工備案,規范勞務派遣行為。加大農民工權益保障和勞動人事仲裁工作力度,擴大大中型國有企業建立調解中心試點范圍。探索建立事業單位內部人事爭議調處機制。加強勞動監察執法,完善行政司法聯動機制,推進勞動保障監察“兩網化”管理。
