全面完成新老農保制度銜接
按照(zhao)國家的(de)(de)統(tong)(tong)一部署,江西加快(kuai)完(wan)(wan)善與《社(she)會(hui)保(bao)險(xian)(xian)(xian)(xian)法》相(xiang)銜接(jie)的(de)(de)配套政策,整合城(cheng)鄉居民養(yang)(yang)老(lao)保(bao)險(xian)(xian)(xian)(xian)制(zhi)度(du),制(zhi)定城(cheng)鄉養(yang)(yang)老(lao)保(bao)險(xian)(xian)(xian)(xian)制(zhi)度(du)銜接(jie)政策,實(shi)現職工基本(ben)養(yang)(yang)老(lao)保(bao)險(xian)(xian)(xian)(xian)與城(cheng)鄉居民養(yang)(yang)老(lao)保(bao)險(xian)(xian)(xian)(xian)制(zhi)度(du)之間有序(xu)銜接(jie)。全(quan)面完(wan)(wan)成(cheng)新老(lao)農保(bao)制(zhi)度(du)銜接(jie)。按照(zhao)基礎養(yang)(yang)老(lao)金全(quan)國統(tong)(tong)籌(chou)(chou)的(de)(de)要求(qiu),完(wan)(wan)善職工養(yang)(yang)老(lao)保(bao)險(xian)(xian)(xian)(xian)省(sheng)(sheng)級統(tong)(tong)籌(chou)(chou)制(zhi)度(du),統(tong)(tong)一參保(bao)繳費政策,完(wan)(wan)善基本(ben)養(yang)(yang)老(lao)金計發辦法。積極推進醫保(bao)支(zhi)付方式(shi)改革,堅持建立完(wan)(wan)善醫療(liao)(liao)保(bao)險(xian)(xian)(xian)(xian)與醫療(liao)(liao)服務談判機(ji)制(zhi)和協議管理機(ji)制(zhi),實(shi)現總額控(kong)制(zhi)。加強醫療(liao)(liao)保(bao)險(xian)(xian)(xian)(xian)定點機(ji)構監(jian)管,建立健全(quan)監(jian)督管理機(ji)構和制(zhi)度(du)措施,推進醫療(liao)(liao)保(bao)險(xian)(xian)(xian)(xian)監(jian)督管理法制(zhi)建設。推進大(da)病醫療(liao)(liao)保(bao)險(xian)(xian)(xian)(xian)市(shi)級統(tong)(tong)籌(chou)(chou),探索(suo)建立醫療(liao)(liao)、工傷(shang)保(bao)險(xian)(xian)(xian)(xian)省(sheng)(sheng)級風險(xian)(xian)(xian)(xian)調劑(ji)金制(zhi)度(du),完(wan)(wan)善工傷(shang)保(bao)險(xian)(xian)(xian)(xian)補償政策。加快(kuai)健全(quan)重特大(da)疾病醫療(liao)(liao)保(bao)險(xian)(xian)(xian)(xian)和救助制(zhi)度(du)。
建立完善人才選拔培養制度

事業單位全面推行績效工資
按照國家(jia)統一部(bu)署,江西將改革(ge)和(he)完善機關事業(ye)(ye)單位收入(ru)分配(pei)制(zhi)(zhi)度,鞏固(gu)事業(ye)(ye)單位實(shi)施(shi)績效工(gong)資(zi)成果,全面(mian)完成事業(ye)(ye)單位實(shi)施(shi)績效工(gong)資(zi)工(gong)作。健全工(gong)資(zi)決定(ding)和(he)正常增長(chang)機制(zhi)(zhi),完善最低工(gong)資(zi)和(he)工(gong)資(zi)支付保障制(zhi)(zhi)度,完善企業(ye)(ye)工(gong)資(zi)集體(ti)協商制(zhi)(zhi)度。著重保護(hu)勞動(dong)所得(de),提高勞動(dong)報酬在(zai)初次分配(pei)中的比(bi)重,合(he)理確定(ding)并嚴格規范(fan)國有企業(ye)(ye)管理人員薪(xin)酬水平。
完善基層公務員錄用制度
按照國家的部署,江西將深化(hua)公(gong)務(wu)(wu)員(yuan)分(fen)類(lei)改(gai)革,逐(zhu)步建(jian)(jian)立健全公(gong)務(wu)(wu)員(yuan)公(gong)開遴(lin)選制(zhi)度(du)、分(fen)類(lei)管(guan)(guan)理(li)(li)制(zhi)度(du)、聘任制(zhi)公(gong)務(wu)(wu)員(yuan)管(guan)(guan)理(li)(li)試點制(zhi)度(du);加快建(jian)(jian)立專業(ye)技術(shu)類(lei)、行政(zheng)執法類(lei)公(gong)務(wu)(wu)員(yuan)和聘任人員(yuan)管(guan)(guan)理(li)(li)制(zhi)度(du);完善基層公(gong)務(wu)(wu)員(yuan)錄用制(zhi)度(du),在艱苦邊遠地區適當降低進入門檻。全面實施事業(ye)單位(wei)崗位(wei)設(she)置管(guan)(guan)理(li)(li),探索建(jian)(jian)立符(fu)合事業(ye)單位(wei)管(guan)(guan)理(li)(li)工作特點和規(gui)律的職員(yuan)制(zhi)度(du);進一(yi)步完善軍隊(dui)轉(zhuan)(zhuan)業(ye)干部安(an)(an)置辦(ban)法,將對(dui)省直和中央駐贛單位(wei)接收安(an)(an)置正團職軍隊(dui)轉(zhuan)(zhuan)業(ye)干部實行量化(hua)考核、積分(fen)擇崗的安(an)(an)置辦(ban)法。
勞動保障監察“兩網化”管理
江西將(jiang)創新職(zhi)工(gong)(gong)(gong)、企業(ye)、政府勞(lao)(lao)動關系三方協調機(ji)制(zhi)(zhi),構(gou)建和(he)諧勞(lao)(lao)動關系。全面(mian)推(tui)(tui)行(xing)勞(lao)(lao)動合同(tong)制(zhi)(zhi)度(du),推(tui)(tui)進勞(lao)(lao)動用工(gong)(gong)(gong)備案(an),規范(fan)(fan)勞(lao)(lao)務派(pai)遣行(xing)為。加大農民工(gong)(gong)(gong)權益保障(zhang)和(he)勞(lao)(lao)動人事仲裁工(gong)(gong)(gong)作(zuo)力度(du),擴大大中型國有企業(ye)建立調解中心試點范(fan)(fan)圍。探(tan)索建立事業(ye)單(dan)位內部(bu)人事爭議調處機(ji)制(zhi)(zhi)。加強勞(lao)(lao)動監(jian)(jian)察執法,完善行(xing)政司法聯(lian)動機(ji)制(zhi)(zhi),推(tui)(tui)進勞(lao)(lao)動保障(zhang)監(jian)(jian)察“兩網化”管(guan)理。
