必須堅持加強和改善宏觀調控。近兩年來的宏觀調控，是認真落實科學發展觀的重要實踐。宏觀調控與市場機制都是社會主義市場的基礎性作用，同時要搞好宏觀調控。關鍵是要根據經濟運行的變化，把握好調控的方向、重點、時機和力度，改進調控方式方法，主要運用經濟、法律手段，輔之以必要的行政手段，促進經濟平穩運行和持續較快發展。
