  根據(ju)《自治區教育廳(ting)關于做(zuo)好2024年普通(tong)中小學(xue)(幼兒園)招(zhao)生入學(xue)工作的(de)通(tong)知(zhi)》(寧(ning)教基〔2024〕55號)和《自治區教育廳(ting)關于做(zuo)好2024年初中學(xue)業水平考試工作的(de)通(tong)知(zhi)》(寧(ning)教基〔2024〕54號)精神,為切實(shi)做(zuo)好2024年全市(shi)普通(tong)中小學(xue)招(zhao)生入學(xue)工作,結合我(wo)市(shi)實(shi)際,制定本方案(an)。

  一(yi)、義務教育招生工作(zuo)

  (一)切實(shi)保(bao)(bao)障學(xue)(xue)(xue)位(wei)(wei)供(gong)(gong)給。各縣(xian)(市)區教(jiao)育行政(zheng)部門(men)要積(ji)極應對(dui)學(xue)(xue)(xue)齡(ling)兒童數(shu)量變化(hua)趨勢,扎(zha)實(shi)開展義務教(jiao)育階段(duan)常住人口適(shi)齡(ling)兒童少(shao)年摸底調(diao)查(cha),針(zhen)對(dui)學(xue)(xue)(xue)位(wei)(wei)資(zi)源(yuan)緊缺(que)地區采取有力措施,積(ji)極挖潛(qian),保(bao)(bao)障學(xue)(xue)(xue)位(wei)(wei)供(gong)(gong)給。在不(bu)產生大(da)(da)班額的前提下(xia),要加強(qiang)優(you)質資(zi)源(yuan)供(gong)(gong)給,進一步(bu)擴大(da)(da)優(you)質學(xue)(xue)(xue)校學(xue)(xue)(xue)位(wei)(wei)供(gong)(gong)給。要認真落實(shi)控輟保(bao)(bao)學(xue)(xue)(xue)長效機制,持續鞏固拓展義務教(jiao)育控輟保(bao)(bao)學(xue)(xue)(xue)成果,堅決守住不(bu)讓(rang)適(shi)齡(ling)兒童少(shao)年失學(xue)(xue)(xue)輟學(xue)(xue)(xue)的底線(xian)。

  (二)科學(xue)(xue)合理(li)劃(hua)(hua)(hua)定(ding)(ding)片(pian)(pian)區(qu)(qu)。堅持(chi)義務教(jiao)育(yu)(yu)(yu)屬地(di)管理(li)原則(ze),各縣(市)區(qu)(qu)教(jiao)育(yu)(yu)(yu)行(xing)(xing)政部門具體負責(ze)轄區(qu)(qu)內(nei)義務教(jiao)育(yu)(yu)(yu)階(jie)段(duan)(duan)學(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)工(gong)作,劃(hua)(hua)(hua)分(fen)調(diao)(diao)整招(zhao)(zhao)生(sheng)(sheng)區(qu)(qu)域,制(zhi)定(ding)(ding)招(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)(hua)(hua)和(he)招(zhao)(zhao)生(sheng)(sheng)方(fang)案。要全面實行(xing)(xing)劃(hua)(hua)(hua)片(pian)(pian)就(jiu)近(jin)入(ru)(ru)(ru)學(xue)(xue),建立義務教(jiao)育(yu)(yu)(yu)階(jie)段(duan)(duan)常住人口(kou)學(xue)(xue)齡(ling)兒童摸底調(diao)(diao)查制(zhi)度,加強生(sheng)(sheng)源分(fen)布情況(kuang)分(fen)析(xi),按照“學(xue)(xue)校劃(hua)(hua)(hua)片(pian)(pian)招(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源就(jiu)近(jin)入(ru)(ru)(ru)學(xue)(xue)”的(de)原則(ze),為(wei)每(mei)所(suo)義務教(jiao)育(yu)(yu)(yu)階(jie)段(duan)(duan)學(xue)(xue)校科學(xue)(xue)劃(hua)(hua)(hua)定(ding)(ding)招(zhao)(zhao)生(sheng)(sheng)片(pian)(pian)區(qu)(qu)范(fan)圍,片(pian)(pian)區(qu)(qu)劃(hua)(hua)(hua)定(ding)(ding)后在一段(duan)(duan)時期內(nei)保持(chi)相(xiang)對(dui)穩(wen)(wen)定(ding)(ding)。教(jiao)育(yu)(yu)(yu)資源相(xiang)對(dui)均衡(heng)的(de)地(di)方(fang)實行(xing)(xing)單校劃(hua)(hua)(hua)片(pian)(pian),教(jiao)育(yu)(yu)(yu)資源不(bu)夠均衡(heng)的(de)地(di)方(fang)可穩(wen)(wen)妥(tuo)推(tui)進多校劃(hua)(hua)(hua)片(pian)(pian)。對(dui)出現學(xue)(xue)校布局調(diao)(diao)整、學(xue)(xue)齡(ling)人口(kou)變化較(jiao)大等情況(kuang)的(de),要在科學(xue)(xue)評估(gu)、廣泛征求意見的(de)基礎上適當調(diao)(diao)整片(pian)(pian)區(qu)(qu)范(fan)圍和(he)招(zhao)(zhao)生(sheng)(sheng)政策,并(bing)提(ti)前(qian)向(xiang)社會公(gong)布,深入(ru)(ru)(ru)細致做好(hao)宣(xuan)傳(chuan)解釋(shi)工(gong)作。完(wan)善招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)工(gong)作預警機制(zhi),對(dui)出現常住人口(kou)中適齡(ling)兒童逐年增加、學(xue)(xue)位供給緊張的(de)情況(kuang),要提(ti)前(qian)向(xiang)社會發布預警提(ti)示,及早引導家長預期。

  (三)規(gui)范報(bao)(bao)名(ming)信(xin)息(xi)采(cai)(cai)集(ji)(ji)(ji)。各縣(xian)(市)區教育行政部(bu)門(men)要健全(quan)義(yi)務(wu)教育入學報(bao)(bao)名(ming)登(deng)記(ji)制度(du),落實自治(zhi)區《高效辦(ban)(ban)成教育入學“一件事(shi)”工作方(fang)案(an)》要求,按照(zhao)材料(liao)非必要不(bu)提(ti)供、信(xin)息(xi)非必要不(bu)采(cai)(cai)集(ji)(ji)(ji)原(yuan)則,提(ti)前明確、廣泛宣傳報(bao)(bao)名(ming)登(deng)記(ji)所(suo)需(xu)材料(liao)、報(bao)(bao)名(ming)時間和(he)辦(ban)(ban)理方(fang)式(shi)(shi)。進一步完善義(yi)務(wu)教育招生(sheng)(sheng)入學服務(wu)平臺,加快推(tui)進區域內戶籍、房產、社(she)保等入學相(xiang)關信(xin)息(xi)共享(xiang),優化網(wang)上報(bao)(bao)名(ming)、材料(liao)審核和(he)錄取程序。全(quan)面(mian)清理取消學前教育經歷、超過正常入學年齡證明等無謂證明材料(liao);預防(fang)接種證明不(bu)作為(wei)入學報(bao)(bao)名(ming)前置條件,可在(zai)開(kai)學后及時要求學生(sheng)(sheng)提(ti)供。應(ying)當采(cai)(cai)集(ji)(ji)(ji)學生(sheng)(sheng)基(ji)本信(xin)息(xi)、家(jia)(jia)庭住址(zhi)及家(jia)(jia)長(chang)姓(xing)名(ming)、聯系方(fang)式(shi)(shi)等必要信(xin)息(xi),嚴禁(jin)采(cai)(cai)集(ji)(ji)(ji)學生(sheng)(sheng)家(jia)(jia)長(chang)職務(wu)和(he)收入信(xin)息(xi)。信(xin)息(xi)采(cai)(cai)集(ji)(ji)(ji)工作應(ying)在(zai)招生(sheng)(sheng)入學時性采(cai)(cai)集(ji)(ji)(ji),不(bu)得(de)利(li)用各類APP、小程序隨意反(fan)復采(cai)(cai)集(ji)(ji)(ji)學生(sheng)(sheng)相(xiang)關信(xin)息(xi)。

  (四(si))健全有(you)序(xu)錄(lu)(lu)取機(ji)制。各縣(xian)(市)區教(jiao)育(yu)(yu)行政(zheng)部門(men)(men)(men)要按(an)照(zhao)義(yi)務(wu)教(jiao)育(yu)(yu)免試就近入(ru)學(xue)(xue)(xue)(xue)總體要求(qiu),分(fen)別(bie)明(ming)確(que)(que)小(xiao)學(xue)(xue)(xue)(xue)、初中學(xue)(xue)(xue)(xue)生(sheng)錄(lu)(lu)取的(de)(de)具體方式和(he)規則,切實(shi)保(bao)障(zhang)入(ru)學(xue)(xue)(xue)(xue)機(ji)會(hui)公平。原則上,2024年(nian)(nian)城(cheng)市小(xiao)學(xue)(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)(xue)年(nian)(nian)齡截至2018年(nian)(nian)8月(yue)31日,農村小(xiao)學(xue)(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)(xue)年(nian)(nian)齡截至2018年(nian)(nian)2月(yue)28日,各縣(xian)(市)區教(jiao)育(yu)(yu)行政(zheng)部門(men)(men)(men)可根據(ju)轄區招生(sheng)工作實(shi)際確(que)(que)定是否統(tong)一(yi)城(cheng)鄉(xiang)適齡兒童入(ru)學(xue)(xue)(xue)(xue)年(nian)(nian)齡。小(xiao)學(xue)(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)(xue)一(yi)般(ban)采取登(deng)(deng)記(ji)入(ru)學(xue)(xue)(xue)(xue),初中入(ru)學(xue)(xue)(xue)(xue)一(yi)般(ban)采取登(deng)(deng)記(ji)或(huo)對口直升(sheng)方式入(ru)學(xue)(xue)(xue)(xue)。片區內登(deng)(deng)記(ji)報(bao)名人數少于學(xue)(xue)(xue)(xue)校(xiao)(xiao)招生(sheng)計劃的(de)(de),學(xue)(xue)(xue)(xue)校(xiao)(xiao)應全部錄(lu)(lu)取;公辦、民辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)空余學(xue)(xue)(xue)(xue)位由屬地(di)教(jiao)育(yu)(yu)行政(zheng)部門(men)(men)(men)統(tong)籌安(an)排,優先解決(jue)政(zheng)策(ce)優先類學(xue)(xue)(xue)(xue)生(sheng)和(he)特殊群(qun)體子(zi)女(nv)入(ru)學(xue)(xue)(xue)(xue)。超過學(xue)(xue)(xue)(xue)校(xiao)(xiao)招生(sheng)計劃,按(an)照(zhao)已明(ming)確(que)(que)的(de)(de)規則落實(shi)。其余未錄(lu)(lu)取學(xue)(xue)(xue)(xue)生(sheng)由縣(xian)級教(jiao)育(yu)(yu)行政(zheng)部門(men)(men)(men)在相鄰片區就近協(xie)調安(an)排入(ru)學(xue)(xue)(xue)(xue)。對學(xue)(xue)(xue)(xue)生(sheng)逐年(nian)(nian)增加的(de)(de)初中學(xue)(xue)(xue)(xue)校(xiao)(xiao),應結合生(sheng)源變化實(shi)際,逐步(bu)將學(xue)(xue)(xue)(xue)籍納入(ru)招生(sheng)條(tiao)件。

  (五)全面(mian)落實公民(min)同(tong)招(zhao)。各縣(xian)(xian)(市(shi))區(qu)教(jiao)(jiao)(jiao)育(yu)行政(zheng)部門(men)要(yao)認真落實規(gui)范民(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)發展和公、民(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)同(tong)步招(zhao)生(sheng)的(de)要(yao)求,對(dui)(dui)基本辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)條件(jian)不(bu)達標的(de)民(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao),“一(yi)校(xiao)一(yi)策(ce)”建立(li)整(zheng)改臺(tai)賬,經(jing)整(zheng)改仍不(bu)合(he)格的(de),逐年核(he)減招(zhao)生(sheng)計劃。對(dui)(dui)報名人數超過招(zhao)生(sheng)計劃的(de)民(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao),實行電腦隨機(ji)錄(lu)取(qu)(qu);被錄(lu)取(qu)(qu)的(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)不(bu)得放(fang)(fang)棄錄(lu)取(qu)(qu),未(wei)被錄(lu)取(qu)(qu)的(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)由所在地教(jiao)(jiao)(jiao)育(yu)行政(zheng)部門(men)根據區(qu)域(yu)內公辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)位(wei)情況統(tong)籌(chou)安排入學(xue)(xue)(xue)(xue)(xue),對(dui)(dui)放(fang)(fang)棄錄(lu)取(qu)(qu)的(de)初(chu)中(zhong)學(xue)(xue)(xue)(xue)(xue)生(sheng),中(zhong)考(kao)不(bu)得享受“指(zhi)標到校(xiao)”政(zheng)策(ce)。民(min)辦(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)納入屬地統(tong)一(yi)管(guan)理并公布招(zhao)生(sheng)計劃,須優(you)先滿足(zu)所在縣(xian)(xian)(區(qu))學(xue)(xue)(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)(xue)(xue)需求,生(sheng)源不(bu)足(zu)時經(jing)市(shi)教(jiao)(jiao)(jiao)育(yu)局(ju)審定(ding)同(tong)意后可適當跨縣(xian)(xian)(市(shi))區(qu)招(zhao)生(sheng),不(bu)得面(mian)向銀川市(shi)以(yi)外招(zhao)生(sheng)。

  二、普通(tong)高中招生工作

  (一)積極(ji)擴大(da)招生(sheng)規模。區(qu)(qu)屬、市屬各高(gao)中(zhong)學(xue)校(xiao)(xiao)及各縣(市)區(qu)(qu)教育行政部門要結合區(qu)(qu)域(yu)內普通(tong)(tong)高(gao)中(zhong)生(sheng)源情況,通(tong)(tong)過現有普通(tong)(tong)高(gao)中(zhong)校(xiao)(xiao)舍挖潛、改擴建等(deng)方式(shi),擴大(da)優質普通(tong)(tong)高(gao)中(zhong)學(xue)位(wei)(wei)供給(gei)。普通(tong)(tong)高(gao)中(zhong)資源緊缺的縣(市)區(qu)(qu),可依托本地公辦(ban)中(zhong)等(deng)職業學(xue)校(xiao)(xiao)通(tong)(tong)過與(yu)普通(tong)(tong)高(gao)中(zhong)聯合舉辦(ban)普通(tong)(tong)高(gao)中(zhong)班(ban)的方式(shi),增加學(xue)位(wei)(wei)供給(gei),努力擴大(da)普通(tong)(tong)高(gao)中(zhong)招生(sheng)規模。

  (二)規范(fan)(fan)(fan)(fan)招(zhao)(zhao)(zhao)生(sheng)錄(lu)取范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)。自(zi)(zi)2024年(nian)秋季招(zhao)(zhao)(zhao)生(sheng)起,自(zi)(zi)治(zhi)區(qu)屬(shu)(含高(gao)校附屬(shu)中(zhong)學)、市屬(shu)、興慶區(qu)屬(shu)普(pu)通高(gao)中(zhong)全部在(zai)市轄(xia)(xia)三區(qu)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)內(nei)(nei)(nei)招(zhao)(zhao)(zhao)生(sheng);兩縣一市所屬(shu)普(pu)通高(gao)中(zhong)在(zai)縣域(yu)內(nei)(nei)(nei)招(zhao)(zhao)(zhao)生(sheng),不得跨縣域(yu)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)招(zhao)(zhao)(zhao)生(sheng)。經自(zi)(zi)治(zhi)區(qu)教育廳核準的自(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)一類(lei)(lei)學校,全部在(zai)市轄(xia)(xia)三區(qu)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)內(nei)(nei)(nei)招(zhao)(zhao)(zhao)生(sheng);自(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)二類(lei)(lei)學校招(zhao)(zhao)(zhao)生(sheng)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)保持不變(bian);自(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)三類(lei)(lei)學校招(zhao)(zhao)(zhao)生(sheng)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)統一調(diao)整(zheng)為銀川(chuan)市范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)內(nei)(nei)(nei)招(zhao)(zhao)(zhao)生(sheng)。民辦普(pu)通高(gao)中(zhong)招(zhao)(zhao)(zhao)生(sheng)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)與公辦普(pu)通高(gao)中(zhong)保持一致,生(sheng)源(yuan)不足的,由市教育局(ju)在(zai)轄(xia)(xia)區(qu)內(nei)(nei)(nei)適(shi)當(dang)統籌調(diao)劑,不得面向銀川(chuan)市以外招(zhao)(zhao)(zhao)生(sheng)。

  (三)優化招生(sheng)錄取方式

  1.公辦普通高中招生(sheng)

  (1)“自主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)”批(pi)次錄取。具(ju)有(you)自主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)資格(ge)的普通(tong)高(gao)中(zhong)學(xue)校(xiao),要按照自主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)有(you)關政策制(zhi)定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方案,報招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)主(zhu)管教育(yu)行政部門(men)審定(ding)后(hou)向社會公布,在規定(ding)的時間內完成招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工作。加強藝術(shu)、體(ti)育(yu)特(te)長生(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理,銀(yin)川(chuan)市(shi)(shi)三(san)區普通(tong)高(gao)中(zhong)藝術(shu)、體(ti)育(yu)特(te)長生(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)報名、專業(ye)測試(shi)工作由銀(yin)川(chuan)市(shi)(shi)中(zhong)小(xiao)學(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)領導小(xiao)組統一組織實施。

  (2)“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”批次(ci)錄(lu)(lu)取(qu)(qu)。2024年秋(qiu)季招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),優質(zhi)公辦(ban)普(pu)通(tong)高中(zhong)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)指(zhi)(zhi)標(biao)(biao)(biao)60%分(fen)配到(dao)(dao)(dao)區域內初(chu)中(zhong)學校(xiao)政(zheng)策(簡稱“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”),其(qi)余40%的(de)(de)(de)統招(zhao)計劃實(shi)行擇優錄(lu)(lu)取(qu)(qu);自(zi)2025年秋(qiu)季招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)起,優質(zhi)公辦(ban)普(pu)通(tong)高中(zhong)“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”比例為70%;自(zi)2026年秋(qiu)季招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)起,逐年提(ti)升“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”比例。享受“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”的(de)(de)(de)考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng)必須具有銀川市三(san)區戶(hu)籍(ji)(戶(hu)籍(ji)動遷認(ren)定時間為中(zhong)考(kao)(kao)(kao)報(bao)名(ming)前),且在享受指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)政(zheng)策的(de)(de)(de)學校(xiao)有兩年學籍(ji)并(bing)實(shi)際(ji)就讀(du)兩年,凡弄虛作假者(zhe)將被取(qu)(qu)消“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”資格(ge)(ge);當年放棄(qi)民辦(ban)初(chu)中(zhong)錄(lu)(lu)取(qu)(qu)資格(ge)(ge)的(de)(de)(de)學生(sheng)(sheng)(sheng)(sheng)(sheng)不得享受指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)。考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng)根據自(zi)己的(de)(de)(de)中(zhong)考(kao)(kao)(kao)成(cheng)績(ji)和意愿在網(wang)上填報(bao)錄(lu)(lu)取(qu)(qu)志愿,每名(ming)考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng)只能填報(bao)一個志愿。銀川市中(zhong)小(xiao)(xiao)學招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)領導小(xiao)(xiao)組(zu)依據考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)中(zhong)考(kao)(kao)(kao)成(cheng)績(ji)(成(cheng)績(ji)相同者(zhe)以小(xiao)(xiao)分(fen)即語文、數(shu)學、英語三(san)科總成(cheng)績(ji)高者(zhe)優先(xian)錄(lu)(lu)取(qu)(qu),再(zai)有相同則增加體育成(cheng)績(ji)比對)由(you)高到(dao)(dao)(dao)低進行錄(lu)(lu)取(qu)(qu)。對享受“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”資格(ge)(ge)的(de)(de)(de)銀川市三(san)區農(nong)村(cun)初(chu)中(zhong)學校(xiao)考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng),可降(jiang)低分(fen)數(shu)段參(can)加錄(lu)(lu)取(qu)(qu)。其(qi)中(zhong),具有農(nong)村(cun)初(chu)中(zhong)畢(bi)業(ye)學校(xiao)所(suo)在市轄(xia)區鄉(鎮)、村(cun)戶(hu)籍(ji),且戶(hu)籍(ji)、學籍(ji)均(jun)滿兩年的(de)(de)(de),可按銀川市三(san)區民辦(ban)普(pu)通(tong)高中(zhong)學校(xiao)錄(lu)(lu)取(qu)(qu)低控制線參(can)加“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”錄(lu)(lu)取(qu)(qu)。已經被“指(zhi)(zhi)標(biao)(biao)(biao)到(dao)(dao)(dao)校(xiao)”批次(ci)錄(lu)(lu)取(qu)(qu)的(de)(de)(de)考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng),不再(zai)參(can)加后續的(de)(de)(de)錄(lu)(lu)取(qu)(qu),被錄(lu)(lu)取(qu)(qu)的(de)(de)(de)考(kao)(kao)(kao)生(sheng)(sheng)(sheng)(sheng)(sheng)在規定的(de)(de)(de)時間到(dao)(dao)(dao)初(chu)中(zhong)畢(bi)業(ye)學校(xiao)領取(qu)(qu)錄(lu)(lu)取(qu)(qu)通(tong)知(zhi)書。

  (3)“擇優錄(lu)取(qu)”批次(ci)錄(lu)取(qu)。銀川市中(zhong)(zhong)(zhong)小(xiao)學(xue)招生領(ling)導小(xiao)組設立中(zhong)(zhong)(zhong)考(kao)(kao)網上(shang)錄(lu)取(qu)控制(zhi)中(zhong)(zhong)(zhong)心,各初中(zhong)(zhong)(zhong)學(xue)校設置錄(lu)取(qu)工作室。網上(shang)錄(lu)取(qu)開始(shi)后,考(kao)(kao)生根(gen)據預(yu)先安排(pai)好(hao)的入場(chang)場(chang)次(ci)和入場(chang)時段(根(gen)據預(yu)先劃(hua)定(ding)的分數段確定(ding))分批進入錄(lu)取(qu)工作室填報并(bing)提交報考(kao)(kao)志愿(yuan)。銀川市中(zhong)(zhong)(zhong)小(xiao)學(xue)招生領(ling)導小(xiao)組將依據考(kao)(kao)生志愿(yuan)、中(zhong)(zhong)(zhong)考(kao)(kao)成績(ji)(成績(ji)相(xiang)同者以小(xiao)分即語文、數學(xue)、英語三(san)科總成績(ji)高者優先錄(lu)取(qu),再有相(xiang)同則增(zeng)加體育成績(ji)比對)由高到(dao)低進行錄(lu)取(qu),被(bei)錄(lu)取(qu)的考(kao)(kao)生現場(chang)領(ling)取(qu)錄(lu)取(qu)通知(zhi)書,未被(bei)錄(lu)取(qu)的考(kao)(kao)生可繼續參加下一場(chang)次(ci)的投檔錄(lu)取(qu)。對于(yu)未完成招生計(ji)劃(hua)的高中(zhong)(zhong)(zhong)學(xue)校,采取(qu)集中(zhong)(zhong)(zhong)征集志愿(yuan)的方式進行補錄(lu)。被(bei)錄(lu)取(qu)的考(kao)(kao)生須在規定(ding)的時間到(dao)初中(zhong)(zhong)(zhong)畢(bi)業學(xue)校領(ling)取(qu)錄(lu)取(qu)通知(zhi)書。

  2.民辦普通高中招生

  民辦(ban)(ban)(ban)普通(tong)高(gao)中與(yu)公辦(ban)(ban)(ban)普通(tong)高(gao)中同步(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)。公辦(ban)(ban)(ban)普通(tong)高(gao)中“指標到校”錄(lu)取(qu)時,民辦(ban)(ban)(ban)普通(tong)高(gao)中按(an)照不超過招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃60%的比例招(zhao)(zhao)(zhao)生(sheng)(sheng),考生(sheng)(sheng)必(bi)須統一在網上填報志愿(yuan),由銀(yin)川(chuan)市(shi)(shi)(shi)中小學招(zhao)(zhao)(zhao)生(sheng)(sheng)領導(dao)小組進行錄(lu)取(qu);剩余(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃與(yu)公辦(ban)(ban)(ban)普通(tong)高(gao)中進行“擇優錄(lu)取(qu)”。對(dui)于未完(wan)成招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)(ji)劃的民辦(ban)(ban)(ban)高(gao)中學校,采取(qu)集中征集志愿(yuan)的方式進行補錄(lu)。縣域內民辦(ban)(ban)(ban)普通(tong)高(gao)中必(bi)須優先滿足(zu)所在縣(市(shi)(shi)(shi))學生(sheng)(sheng)入學需求,生(sheng)(sheng)源(yuan)不足(zu)時經市(shi)(shi)(shi)教育局審定同意后可適當跨縣(市(shi)(shi)(shi))區招(zhao)(zhao)(zhao)生(sheng)(sheng),不得面(mian)向銀(yin)川(chuan)市(shi)(shi)(shi)以外(wai)招(zhao)(zhao)(zhao)生(sheng)(sheng)。

  三、特殊群(qun)體(ti)招生工(gong)作

  (一)保障(zhang)隨(sui)(sui)遷(qian)(qian)子女入(ru)(ru)學。各(ge)縣(市(shi))區教(jiao)育(yu)(yu)行政部(bu)(bu)門(men)要深入(ru)(ru)推(tui)進“兩(liang)為(wei)主、兩(liang)納入(ru)(ru)、以居住證(zheng)為(wei)主要依據(ju)”的隨(sui)(sui)遷(qian)(qian)子女義務教(jiao)育(yu)(yu)入(ru)(ru)學政策,認真落實隨(sui)(sui)遷(qian)(qian)子女接受義務教(jiao)育(yu)(yu)后在流(liu)入(ru)(ru)地(di)參(can)加中考(kao)政策。對回戶(hu)籍地(di)參(can)加中考(kao)的隨(sui)(sui)遷(qian)(qian)子女,戶(hu)籍地(di)和(he)流(liu)入(ru)(ru)地(di)教(jiao)育(yu)(yu)行政部(bu)(bu)門(men)要妥善做好考(kao)試招生報名(ming)服務工(gong)作,保障(zhang)隨(sui)(sui)遷(qian)(qian)子女能在戶(hu)籍地(di)順利(li)參(can)加中考(kao)。

  (二)保障殘(can)(can)疾(ji)兒(er)(er)童(tong)(tong)入學。各縣(市(shi))區教(jiao)(jiao)育(yu)行政部門(men)要按(an)照(zhao)“全覆蓋(gai)、零(ling)拒絕”的要求(qiu),根據殘(can)(can)疾(ji)兒(er)(er)童(tong)(tong)的實際(ji)制(zhi)定(ding)教(jiao)(jiao)育(yu)安置方案,“一人一案”做好(hao)適(shi)齡(ling)殘(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年的入學安置工(gong)作。對(dui)具備接(jie)受教(jiao)(jiao)育(yu)能(neng)力的殘(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年,優先就(jiu)近(jin)安排到(dao)普通義(yi)務教(jiao)(jiao)育(yu)學校(xiao)隨班(ban)就(jiu)讀(du)(du)(du);對(dui)不具備接(jie)受普通教(jiao)(jiao)育(yu)的殘(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年,統籌(chou)安排到(dao)特殊教(jiao)(jiao)育(yu)學校(xiao)就(jiu)讀(du)(du)(du);因殘(can)(can)疾(ji)程(cheng)度較重,不能(neng)進入學校(xiao)就(jiu)讀(du)(du)(du)的殘(can)(can)疾(ji)兒(er)(er)童(tong)(tong)少(shao)年,采(cai)取送(song)教(jiao)(jiao)上門(men)的方式實施義(yi)務教(jiao)(jiao)育(yu)。

  (三)落(luo)實(shi)(shi)教(jiao)(jiao)育(yu)優(you)撫政策。各(ge)縣(市(shi))區(qu)教(jiao)(jiao)育(yu)行(xing)政部門要按照國家和(he)自治區(qu)有(you)關規定(ding),切實(shi)(shi)落(luo)實(shi)(shi)好符合(he)條(tiao)件(jian)的(de)(de)烈士子(zi)(zi)(zi)女(nv)(nv)、現役(yi)軍(jun)人子(zi)(zi)(zi)女(nv)(nv)(含(han)在職國家綜合(he)性消(xiao)防(fang)救援隊伍(wu)人員(yuan)子(zi)(zi)(zi)女(nv)(nv))、公安英模和(he)因公犧牲(sheng)傷殘(can)警察子(zi)(zi)(zi)女(nv)(nv)、外籍華僑子(zi)(zi)(zi)女(nv)(nv)、高層次人才子(zi)(zi)(zi)女(nv)(nv)等各(ge)類優(you)撫對象的(de)(de)教(jiao)(jiao)育(yu)優(you)待政策,探(tan)索實(shi)(shi)施多孩家庭子(zi)(zi)(zi)女(nv)(nv)同校(xiao)就(jiu)讀(du)辦法。

  四、工作要求

  (一)加強(qiang)招生組(zu)織(zhi)領導(dao)。銀川市中小學招生工作(zuo)由銀川市中小學招生領導(dao)小組(zu)統一組(zu)織(zhi)實(shi)(shi)施,各縣(市)區教(jiao)(jiao)育(yu)行政部門要嚴格落(luo)實(shi)(shi)《義務(wu)教(jiao)(jiao)育(yu)法(fa)(fa)(fa)》《未成年人保護'法(fa)(fa)(fa)》等(deng)法(fa)(fa)(fa)律規定(ding),切實(shi)(shi)加強(qiang)對(dui)中小學招生入學工作(zuo)的(de)組(zu)織(zhi)領導(dao),細化本(ben)轄區招生工作(zuo)方(fang)案(an)(an),切實(shi)(shi)保障區域內所有適齡(ling)兒童少(shao)年接受義務(wu)教(jiao)(jiao)育(yu)的(de)權(quan)利。各縣(市)區義務(wu)教(jiao)(jiao)育(yu)招生方(fang)案(an)(an)和片區劃分辦法(fa)(fa)(fa)報市教(jiao)(jiao)育(yu)局審定(ding)備案(an)(an)后,于2024年6月30日前向社會公布。

  (二)嚴(yan)(yan)肅招生工作(zuo)紀律。各縣(xian)(市)區教(jiao)(jiao)育行(xing)政部門要嚴(yan)(yan)格落實(shi)(shi)教(jiao)(jiao)育部中(zhong)小學招生入(ru)學“十項嚴(yan)(yan)禁(jin)”和《自治區義務教(jiao)(jiao)育陽光招生專項行(xing)動方(fang)案(an)》有關(guan)規定。各中(zhong)小學校(xiao)須結(jie)合實(shi)(shi)際(ji)制定本校(xiao)“陽光分(fen)班”實(shi)(shi)施方(fang)案(an),并主動向家長公開。

  (三(san))完(wan)善控輟(chuo)(chuo)保學(xue)(xue)(xue)(xue)(xue)機制。各縣(xian)(xian)(市)區教育行(xing)(xing)政部(bu)門要按照教育部(bu)辦公廳(ting)《關于建立健全義務(wu)教育控輟(chuo)(chuo)保學(xue)(xue)(xue)(xue)(xue)常態化報告工(gong)作機制的通知》要求,完(wan)善一(yi)縣(xian)(xian)一(yi)案(an)、一(yi)校一(yi)案(an)控輟(chuo)(chuo)保學(xue)(xue)(xue)(xue)(xue)方(fang)案(an),建立適(shi)齡兒童(含隨遷子(zi)女)、疑(yi)似(si)輟(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)(含失學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng))、輟(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)“三(san)本臺賬”,認真落實部(bu)門聯控聯保工(gong)作機制,嚴防學(xue)(xue)(xue)(xue)(xue)生(sheng)“名在(zai)人(ren)不在(zai)”,脫離學(xue)(xue)(xue)(xue)(xue)校教育與管理;對無正當理由拒不送子(zi)女入學(xue)(xue)(xue)(xue)(xue)的父母或(huo)者(zhe)(zhe)其他法定(ding)監(jian)護人(ren),要加大(da)行(xing)(xing)政和司法勸返力度,切實保障適(shi)齡兒童少年接受義務(wu)教育。對適(shi)齡兒童少年因身體狀況需(xu)要延緩(huan)入學(xue)(xue)(xue)(xue)(xue)或(huo)者(zhe)(zhe)休(xiu)學(xue)(xue)(xue)(xue)(xue)的,其父母或(huo)者(zhe)(zhe)其他法定(ding)監(jian)護人(ren)應當提出申請,報所在(zai)縣(xian)(xian)(市)區教育行(xing)(xing)政部(bu)門備案(an)。

  (四(si))加強招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)工作監督(du)(du)。各縣(市)區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政(zheng)部門要(yao)主動會同派駐(zhu)紀檢監察組加強學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)(xue)全過程監督(du)(du),暢(chang)通舉報渠(qu)道,認真核實(shi)群眾(zhong)信(xin)訪(fang)投(tou)訴(su),及時(shi)解決招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)工作過程中出(chu)現(xian)的突出(chu)問題,對存在(zai)違(wei)(wei)(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)行(xing)為的學(xue)(xue)(xue)校,要(yao)落(luo)實(shi)處罰措(cuo)施,嚴肅查處頂(ding)風違(wei)(wei)(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)、跨區域(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)及亂(luan)收費行(xing)為;暢(chang)通舉報申(shen)訴(su)受理(li)渠(qu)道,認真排查社會培訓機(ji)構等(deng)以“國(guo)學(xue)(xue)(xue)班”“私塾”等(deng)形式替代義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)的非法行(xing)為,嚴肅查處各類違(wei)(wei)(wei)法違(wei)(wei)(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。各級教(jiao)(jiao)育(yu)(yu)(yu)督(du)(du)導部門要(yao)將中小學(xue)(xue)(xue)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)(xue)工作納入(ru)責任(ren)督(du)(du)學(xue)(xue)(xue)日常督(du)(du)導范圍(wei),適時(shi)對轄區內招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)(xue)政(zheng)策(ce)落(luo)實(shi)情(qing)況開展督(du)(du)導。對存在(zai)違(wei)(wei)(wei)規(gui)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)行(xing)為、違(wei)(wei)(wei)反學(xue)(xue)(xue)籍管理(li)規(gui)定(ding)以及義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)未(wei)均衡分班的學(xue)(xue)(xue)校,進行(xing)中高考(kao)成績排名、宣傳中高考(kao)狀元和升學(xue)(xue)(xue)率的,視情(qing)節輕(qing)重給(gei)予(yu)(yu)約(yue)談、通報批評、責令(ling)整改(gai)等(deng)處罰。對公(gong)辦學(xue)(xue)(xue)校,應(ying)依(yi)(yi)規(gui)追究(jiu)相關人(ren)員(yuan)和領導的責任(ren);對民辦學(xue)(xue)(xue)校,應(ying)依(yi)(yi)法依(yi)(yi)規(gui)給(gei)予(yu)(yu)縮減下一年度招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計劃、停止(zhi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)直至(zhi)吊銷辦學(xue)(xue)(xue)許可(ke)證的處罰,切(qie)實(shi)營造規(gui)范有序、令(ling)行(xing)禁止(zhi)的良好教(jiao)(jiao)育(yu)(yu)(yu)生(sheng)態。

  (五)加強招生宣傳引導。各縣(市)區教育行政部門要大力推進“陽光招生”“陽光分班”,嚴格執行《全區中高考宣傳工作“八個嚴禁”》規定,充分利用電視、廣播、報紙、校園網及“兩微一端”等媒體,加大中小學招生入學政策的宣傳力度,及時主動向社會、家長和學生公開各中小學校招生片區、招生計劃、招生程序、報名條件、錄取結果和咨詢方式等。要在招生入學關鍵環節和關鍵時段,就群眾關心的熱點問題做好宣傳釋疑工作,引導家長形成合理預期,切實發揮社會監督作用,確保招生工作公平、公正、公開。
