  為(wei)貫徹落實(shi)國家關(guan)于(yu)“雙減(jian)”政(zheng)策(ce)、教(jiao)(jiao)育(yu)評價和(he)教(jiao)(jiao)育(yu)教(jiao)(jiao)學改(gai)革(ge)的新要求,進一(yi)步深化(hua)(hua)中考(kao)改(gai)革(ge),推動我(wo)省基礎教(jiao)(jiao)育(yu)高(gao)質量(liang)發(fa)展,在(zai)總結前一(yi)輪中考(kao)改(gai)革(ge)的基礎上,我(wo)廳(ting)將《廣東(dong)省教(jiao)(jiao)育(yu)廳(ting)關(guan)于(yu)進一(yi)步推進高(gao)中階(jie)段學校考(kao)試招生制度改(gai)革(ge)的實(shi)施(shi)意見》(粵(yue)(yue)教(jiao)(jiao)考(kao)〔2017〕15號)和(he)《廣東(dong)省教(jiao)(jiao)育(yu)廳(ting)關(guan)于(yu)印發(fa)初中學業(ye)水平考(kao)試實(shi)施(shi)辦法的通知》(粵(yue)(yue)教(jiao)(jiao)考(kao)〔2018〕12號)修訂(ding)為(wei)《廣東(dong)省教(jiao)(jiao)育(yu)廳(ting)關(guan)于(yu)深化(hua)(hua)高(gao)中階(jie)段學校考(kao)試招生制度改(gai)革(ge)的實(shi)施(shi)意見》。現(xian)印發(fa)給(gei)你們,請認真貫徹執行。

  為深(shen)入(ru)學(xue)習貫(guan)徹(che)黨的二十(shi)大精神,貫(guan)徹(che)落實(shi)黨中央(yang)、國(guo)務院關(guan)(guan)于(yu)(yu)(yu)“雙減”工作的重(zhong)要決策部(bu)署,全(quan)面(mian)落實(shi)立德樹人(ren)根本(ben)任務,全(quan)面(mian)貫(guan)徹(che)黨的教(jiao)育(yu)方針(zhen),深(shen)化教(jiao)育(yu)評(ping)價改(gai)(gai)(gai)革(ge),辦好人(ren)民滿(man)意(yi)的教(jiao)育(yu),培養(yang)德智體美勞(lao)全(quan)面(mian)發展的社(she)會(hui)主(zhu)義(yi)建設者和(he)(he)接班(ban)人(ren),根據《深(shen)化新時代教(jiao)育(yu)評(ping)價改(gai)(gai)(gai)革(ge)總(zong)體方案》(中發〔2020〕19號(hao))、《關(guan)(guan)于(yu)(yu)(yu)深(shen)化教(jiao)育(yu)教(jiao)學(xue)改(gai)(gai)(gai)革(ge)全(quan)面(mian)提(ti)高義(yi)務教(jiao)育(yu)質量的意(yi)見(jian)》(中發〔2019〕26號(hao))、《國(guo)務院關(guan)(guan)于(yu)(yu)(yu)印發國(guo)家(jia)職業教(jiao)育(yu)改(gai)(gai)(gai)革(ge)實(shi)施(shi)方案的通(tong)知(zhi)》(國(guo)發〔2019〕4號(hao)),中共(gong)中央(yang)辦公(gong)廳、國(guo)務院辦公(gong)廳《關(guan)(guan)于(yu)(yu)(yu)進一步減輕(qing)義(yi)務教(jiao)育(yu)階段學(xue)生(sheng)作業負(fu)擔和(he)(he)校外培訓負(fu)擔的意(yi)見(jian)》(中辦發〔2021〕40號(hao))以(yi)及國(guo)家(jia)和(he)(he)省有關(guan)(guan)考試(shi)招生(sheng)制度改(gai)(gai)(gai)革(ge)等文件精神,結合我省實(shi)際,現(xian)就深(shen)化我省高中階段學(xue)校考試(shi)招生(sheng)制度改(gai)(gai)(gai)革(ge),提(ti)出如(ru)下實(shi)施(shi)意(yi)見(jian)。


  一、總體要求


  堅(jian)持育人為本(ben)、全(quan)面(mian)考核,堅(jian)持科(ke)學(xue)規(gui)范、遵循規(gui)律(lv),堅(jian)持統(tong)(tong)籌協調、普職并重,堅(jian)持公(gong)平公(gong)正、強(qiang)化監(jian)督(du),健全(quan)初中學(xue)業水(shui)平考試(下稱學(xue)考)和學(xue)生(sheng)綜合素質(zhi)評(ping)價(jia)制(zhi)度(du),省級負(fu)責統(tong)(tong)籌管理、地級以上(shang)市(以下簡(jian)稱市)負(fu)責具體實(shi)施(shi),注(zhu)重改(gai)革創新,積極探(tan)索實(shi)踐。在前期改(gai)革的(de)(de)基礎上(shang),全(quan)省繼續全(quan)面(mian)實(shi)施(shi)高(gao)(gao)中階(jie)段學(xue)校(xiao)(xiao)考試招(zhao)生(sheng)制(zhi)度(du)改(gai)革工作,到2026年左右建立(li)完善(shan)的(de)(de)基于學(xue)考成績、結合學(xue)生(sheng)綜合素質(zhi)評(ping)價(jia)的(de)(de)高(gao)(gao)中階(jie)段學(xue)校(xiao)(xiao)考試招(zhao)生(sheng)(下稱中考)錄取(qu)模式(shi)和公(gong)平科(ke)學(xue)、規(gui)范有序、監(jian)督(du)有力的(de)(de)管理機制(zhi),推(tui)進(jin)義務教育優(you)質(zhi)均衡(heng)發(fa)(fa)展和高(gao)(gao)中階(jie)段教育高(gao)(gao)水(shui)平高(gao)(gao)質(zhi)量普及(ji)、多樣化有特色發(fa)(fa)展,切(qie)實(shi)減輕(qing)學(xue)生(sheng)過重課業負(fu)擔,促進(jin)學(xue)生(sheng)德(de)智(zhi)體美勞全(quan)面(mian)健康而有個(ge)性地發(fa)(fa)展,維(wei)護(hu)教育公(gong)平。


  二、主要任(ren)務和措施


  (一)建立健全初中學(xue)業(ye)水平考試(shi)(shi)制度。學(xue)考主(zhu)要(yao)衡(heng)量(liang)學(xue)生達到國家(jia)規定學(xue)習要(yao)求的程度,考試(shi)(shi)成績是學(xue)生畢業(ye)和升(sheng)學(xue)的基本依據,是初中教(jiao)育教(jiao)學(xue)質量(liang)監測的基本依據。


  1.考試科(ke)目(mu)。涵蓋國家《義(yi)務(wu)教(jiao)育課(ke)(ke)程方案和(he)(he)課(ke)(ke)程標(biao)準(zhun)》(2022年(nian)版7~9年(nian)級,下稱《課(ke)(ke)程方案和(he)(he)標(biao)準(zhun)》)規定的全部科(ke)目(mu),包括9門文化(hua)科(ke)目(mu):道德與法治、語(yu)文、歷史、數(shu)學(xue)、外(wai)語(yu)(含(han)聽力或聽說,下同(tong)(tong))、地理、物(wu)理(含(han)實驗(yan)操作,下同(tong)(tong))、化(hua)學(xue)(含(han)實驗(yan)操作,下同(tong)(tong))、生(sheng)物(wu)學(xue)(含(han)實驗(yan)操作,下同(tong)(tong))和(he)(he)3門其(qi)它科(ke)目(mu):信(xin)息科(ke)技、體育與健康和(he)(he)藝(yi)術等科(ke)目(mu),引導學(xue)生(sheng)認真學(xue)習每門課(ke)(ke)程,達到合格(ge)要求,確保初中(zhong)教(jiao)育的基本質(zhi)量,促進學(xue)生(sheng)全面發展和(he)(he)健康成長(chang)。


  2.考(kao)試(shi)內容(rong)。嚴格依據《課程方案和標準》命題(ti)(ti)(ti)。科學(xue)確定各學(xue)科考(kao)試(shi)命題(ti)(ti)(ti)內容(rong),優化試(shi)題(ti)(ti)(ti)結(jie)構,提高(gao)命題(ti)(ti)(ti)質量。全面(mian)推進基(ji)于(yu)核(he)心(xin)素養(yang)的(de)考(kao)試(shi),試(shi)題(ti)(ti)(ti)要落實立德樹人根本任(ren)務,全面(mian)貫徹(che)黨的(de)教育(yu)方針(zhen),抓住義務教育(yu)階段(duan)“培(pei)養(yang)學(xue)生正確價值觀、必備(bei)品(pin)格和關(guan)鍵能力”的(de)實質與(yu)核(he)心(xin),以必備(bei)知識(shi)、關(guan)鍵能力、學(xue)科素養(yang)、核(he)心(xin)價值觀為考(kao)試(shi)內容(rong),合理確定基(ji)礎性、綜合性、應用性、探(tan)究(jiu)性、創新(xin)(xin)性和實踐性試(shi)題(ti)(ti)(ti)比例。注重(zhong)加強對學(xue)生理想(xiang)信念(nian)、愛國主義、品(pin)德修養(yang)、知識(shi)見識(shi)、奮斗精神、綜合素質等方面(mian)的(de)考(kao)查,注重(zhong)對學(xue)生思維過(guo)程、創新(xin)(xin)意識(shi)和在真實情境(jing)中分析解決問題(ti)(ti)(ti)能力的(de)考(kao)查。試(shi)題(ti)(ti)(ti)試(shi)卷(juan)整體(ti)難度適當、題(ti)(ti)(ti)量適中,減少單純(chun)記(ji)憶、機(ji)械(xie)訓練性質的(de)試(shi)題(ti)(ti)(ti),杜絕偏題(ti)(ti)(ti)、怪題(ti)(ti)(ti)。


  實(shi)(shi)行道德與(yu)法治、語文(wen)、歷史、數(shu)學、外語、地(di)理、物(wu)理、化(hua)學、生物(wu)學9個(ge)(ge)(ge)科(ke)目(mu)(下稱9個(ge)(ge)(ge)科(ke)目(mu))筆試省級(ji)統(tong)一(yi)命題(ti)。其中,廣州和(he)深(shen)圳2個(ge)(ge)(ge)副省級(ji)城市試行9個(ge)(ge)(ge)科(ke)目(mu)自(zi)主命題(ti),其他市由(you)全省統(tong)一(yi)命題(ti),各市具體組織(zhi)實(shi)(shi)施(shi)。信息科(ke)技、體育與(yu)健康、藝術和(he)小語種科(ke)目(mu)及外語聽說,物(wu)理、化(hua)學和(he)生物(wu)學實(shi)(shi)驗操作(zuo)等,暫(zan)由(you)各市自(zi)行組織(zhi)命題(ti)。


  3.考(kao)試(shi)(shi)方(fang)式。結(jie)(jie)合(he)(he)(he)各學(xue)(xue)科(ke)特(te)點采(cai)用(yong)多樣化考(kao)試(shi)(shi)方(fang)式。注(zhu)重客觀(guan)性(xing)(xing)題目(mu)與(yu)主觀(guan)性(xing)(xing)題目(mu)相(xiang)結(jie)(jie)合(he)(he)(he)、過程性(xing)(xing)評價與(yu)終結(jie)(jie)性(xing)(xing)考(kao)試(shi)(shi)相(xiang)結(jie)(jie)合(he)(he)(he)、閉卷(juan)(juan)考(kao)試(shi)(shi)與(yu)開(kai)卷(juan)(juan)考(kao)試(shi)(shi)相(xiang)結(jie)(jie)合(he)(he)(he)、單項測(ce)(ce)試(shi)(shi)與(yu)整體考(kao)核相(xiang)結(jie)(jie)合(he)(he)(he),筆試(shi)(shi)測(ce)(ce)試(shi)(shi)與(yu)行(xing)(xing)為表達或(huo)實踐/驗(yan)測(ce)(ce)試(shi)(shi)相(xiang)結(jie)(jie)合(he)(he)(he),個人項目(mu)與(yu)團體項目(mu)相(xiang)結(jie)(jie)合(he)(he)(he),全面考(kao)察學(xue)(xue)生(sheng)(sheng)的學(xue)(xue)業成就(jiu)表現。積(ji)極(ji)探(tan)索應(ying)用(yong)計算機進行(xing)(xing)考(kao)試(shi)(shi)。外語科(ke)目(mu)實行(xing)(xing)筆試(shi)(shi)+聽(ting)力(或(huo)聽(ting)說(shuo))考(kao)試(shi)(shi)的方(fang)式;物理、化學(xue)(xue)和生(sheng)(sheng)物學(xue)(xue)科(ke)目(mu)采(cai)用(yong)筆試(shi)(shi)和實驗(yan)操作的方(fang)式。文化科(ke)目(mu)可以采(cai)用(yong)各科(ke)分(fen)卷(juan)(juan)或(huo)相(xiang)近科(ke)目(mu)合(he)(he)(he)卷(juan)(juan)的方(fang)式。信息科(ke)技、體育(yu)與(yu)健康(kang)和藝術科(ke)目(mu)考(kao)試(shi)(shi),以實踐測(ce)(ce)試(shi)(shi)為主,紙筆測(ce)(ce)試(shi)(shi)為輔,采(cai)用(yong)過程性(xing)(xing)與(yu)終結(jie)(jie)性(xing)(xing)考(kao)查相(xiang)結(jie)(jie)合(he)(he)(he)的方(fang)式。體育(yu)與(yu)健康(kang)科(ke)目(mu)考(kao)試(shi)(shi)在初中(zhong)每學(xue)(xue)年(nian)要(yao)進行(xing)(xing)《國家(jia)學(xue)(xue)生(sheng)(sheng)體質(zhi)健康(kang)標(biao)準》測(ce)(ce)試(shi)(shi),并將測(ce)(ce)試(shi)(shi)成績按(an)一(yi)定比例納入中(zhong)考(kao)錄取計分(fen)。


  4.考(kao)試時間。道(dao)德與(yu)法治、語文(wen)、歷史(shi)、數學(xue)(xue)、外(wai)語、物(wu)理(li)(li)、化學(xue)(xue)、地理(li)(li)、生(sheng)物(wu)學(xue)(xue)科目(mu)筆試時間全省統一,其中地理(li)(li)、生(sheng)物(wu)學(xue)(xue)安排在八年級(ji)(ji)第(di)二學(xue)(xue)期(qi)末,其他科目(mu)安排在九(jiu)年級(ji)(ji)第(di)二學(xue)(xue)期(qi)末。信(xin)息(xi)科技科目(mu)一般安排在八年級(ji)(ji)第(di)二學(xue)(xue)期(qi)末,體育與(yu)健(jian)康(kang)和藝術科目(mu)及外(wai)語聽(ting)說、理(li)(li)化實(shi)驗(yan)操作一般安排在九(jiu)年級(ji)(ji)第(di)二學(xue)(xue)期(qi)5月底前(qian),具體時間由各(ge)市自行確定。學(xue)(xue)生(sheng)按《課程方案和標準》修(xiu)完某科目(mu)后,方可取得該(gai)科目(mu)的考(kao)試資格(ge)。


  5.考(kao)試分(fen)(fen)(fen)數與時長。各(ge)(ge)科(ke)(ke)卷面原始分(fen)(fen)(fen)數為:語(yu)文、數學和(he)外(wai)語(yu)科(ke)(ke)目各(ge)(ge)120分(fen)(fen)(fen)(其(qi)中外(wai)語(yu)科(ke)(ke)目含外(wai)語(yu)聽力或聽說(shuo)30分(fen)(fen)(fen)),其(qi)他(ta)科(ke)(ke)目各(ge)(ge)100分(fen)(fen)(fen)。其(qi)中理(li)化生(sheng)實驗(yan)操作(zuo)考(kao)試分(fen)(fen)(fen)數不低(di)于每(mei)門(men)科(ke)(ke)目考(kao)試總分(fen)(fen)(fen)的10%。


  各(ge)(ge)(ge)科(ke)(ke)(ke)考(kao)試(shi)(shi)時(shi)長為(wei):語(yu)文(wen)、數學(xue)(xue)科(ke)(ke)(ke)目各(ge)(ge)(ge)120分(fen)鐘(zhong)、外(wai)(wai)語(yu)科(ke)(ke)(ke)目90分(fen)鐘(zhong)(其中(zhong)外(wai)(wai)語(yu)科(ke)(ke)(ke)目含外(wai)(wai)語(yu)聽力(li)20分(fen)鐘(zhong)左右,不(bu)含外(wai)(wai)語(yu)聽說),物(wu)理(li)(不(bu)含實(shi)驗(yan)操(cao)作)和(he)歷史科(ke)(ke)(ke)目各(ge)(ge)(ge)為(wei)80分(fen)鐘(zhong),道德與法治(zhi)、地理(li)、化(hua)學(xue)(xue)(不(bu)含實(shi)驗(yan)操(cao)作)和(he)生物(wu)學(xue)(xue)(不(bu)含實(shi)驗(yan)操(cao)作)科(ke)(ke)(ke)目各(ge)(ge)(ge)為(wei)60分(fen)鐘(zhong)。體育與健康、藝(yi)術和(he)信(xin)息科(ke)(ke)(ke)技科(ke)(ke)(ke)目及外(wai)(wai)語(yu)聽說、理(li)化(hua)生實(shi)驗(yan)操(cao)作(理(li)化(hua)生各(ge)(ge)(ge)科(ke)(ke)(ke)目可分(fen)別(bie)考(kao)試(shi)(shi),也可合在一起(qi)考(kao)試(shi)(shi))各(ge)(ge)(ge)科(ke)(ke)(ke)(項)滿(man)分(fen)值、考(kao)試(shi)(shi)時(shi)長由各(ge)(ge)(ge)市自定。


  6.成績呈現、成績認定及(ji)有效期。語文、數學、外(wai)語和體育與健康以(yi)分數形式呈現;其他科目(mu)可(ke)以(yi)分數、等級形式或“合格(ge)/不(bu)合格(ge)”呈現。等級劃分及(ji)細(xi)化具體辦法由各市確定。


  用(yong)于初(chu)中畢(bi)業(ye)與學(xue)歷認定的初(chu)中學(xue)考(kao)成(cheng)(cheng)績(ji),長期(qi)有(you)效(xiao)(xiao)。用(yong)于招生錄取計(ji)入(ru)總分的學(xue)考(kao)成(cheng)(cheng)績(ji),應屆生當屆有(you)效(xiao)(xiao),非應屆生當年(nian)有(you)效(xiao)(xiao)。在非本市取得的由市級(ji)以(yi)上教育(yu)(yu)行政部門(men)(men)統(tong)一組織的學(xue)考(kao)成(cheng)(cheng)績(ji),由轉出(chu)地市級(ji)以(yi)上教育(yu)(yu)行政部門(men)(men)出(chu)具成(cheng)(cheng)績(ji)證(zheng)明,可(ke)辦理(li)成(cheng)(cheng)績(ji)轉入(ru)。轉入(ru)成(cheng)(cheng)績(ji)可(ke)以(yi)作為學(xue)生初(chu)中畢(bi)業(ye)的依據。


  (二)健全初中學生(sheng)綜(zong)(zong)合素質(zhi)(zhi)評(ping)(ping)價制度。綜(zong)(zong)合素質(zhi)(zhi)評(ping)(ping)價是(shi)(shi)對學生(sheng)全面發展狀況的觀(guan)察、記錄和(he)(he)分析,是(shi)(shi)培育學生(sheng)良好(hao)品行、發展個性特(te)長(chang)的重要(yao)(yao)手段。要(yao)(yao)根據(ju)廣東省教育廳關于實施初中學生(sheng)綜(zong)(zong)合素質(zhi)(zhi)評(ping)(ping)價的文件要(yao)(yao)求,科(ke)學確定評(ping)(ping)價內容,完善評(ping)(ping)價程序和(he)(he)辦法,切實做好(hao)評(ping)(ping)價工作。


  (三)完(wan)善(shan)招生(sheng)(sheng)錄(lu)(lu)取模式(shi)。建立(li)健全(quan)基于學考(kao)成績、結合學生(sheng)(sheng)綜(zong)合素質評(ping)價的招生(sheng)(sheng)錄(lu)(lu)取模式(shi)。根據學校辦學定位和辦學特色制訂(ding)學校招生(sheng)(sheng)章程,完(wan)善(shan)統一招生(sheng)(sheng)、名額分(fen)配和自(zi)主招生(sheng)(sheng)相結合的多(duo)元錄(lu)(lu)取機制。克服唯分(fen)數論,促進學生(sheng)(sheng)全(quan)面發展。


  1.改(gai)革招(zhao)(zhao)生(sheng)(sheng)錄(lu)取(qu)(qu)(qu)辦法(fa)。各(ge)(ge)市要(yao)根據夯(hang)實基礎、文理兼顧、學(xue)科課(ke)(ke)程(cheng)(cheng)與(yu)(yu)活動課(ke)(ke)程(cheng)(cheng)平衡、負擔適(shi)度(du)、穩妥推進(jin)(jin)的(de)(de)(de)原則,確定(ding)納(na)(na)入(ru)中(zhong)考錄(lu)取(qu)(qu)(qu)科目(mu)(mu)(mu)及(ji)其計(ji)(ji)分(fen)(fen)比(bi)例。要(yao)以(yi)(yi)《課(ke)(ke)程(cheng)(cheng)方(fang)案和標準》規定(ding)的(de)(de)(de)每門課(ke)(ke)程(cheng)(cheng)的(de)(de)(de)課(ke)(ke)時、課(ke)(ke)程(cheng)(cheng)容量等為主(zhu)(zhu)要(yao)依據,將納(na)(na)入(ru)招(zhao)(zhao)生(sheng)(sheng)錄(lu)取(qu)(qu)(qu)科目(mu)(mu)(mu)的(de)(de)(de)各(ge)(ge)科目(mu)(mu)(mu)卷(juan)面原始分(fen)(fen)滿(man)分(fen)(fen)值按一(yi)定(ding)比(bi)例折算,設定(ding)納(na)(na)入(ru)招(zhao)(zhao)生(sheng)(sheng)錄(lu)取(qu)(qu)(qu)計(ji)(ji)分(fen)(fen)科目(mu)(mu)(mu)的(de)(de)(de)分(fen)(fen)值。要(yao)避免個別科目(mu)(mu)(mu)分(fen)(fen)值過低(di),科目(mu)(mu)(mu)之(zhi)間分(fen)(fen)值差距過大。除語(yu)文、數(shu)學(xue)、外語(yu)和體育(yu)與(yu)(yu)健康4門科目(mu)(mu)(mu)外,至少將道德與(yu)(yu)法(fa)治、歷史、物理和化學(xue)納(na)(na)入(ru)中(zhong)考招(zhao)(zhao)生(sheng)(sheng)錄(lu)取(qu)(qu)(qu)計(ji)(ji)分(fen)(fen)科目(mu)(mu)(mu),鼓勵將地理和生(sheng)(sheng)物學(xue)納(na)(na)入(ru)錄(lu)取(qu)(qu)(qu)計(ji)(ji)分(fen)(fen)科目(mu)(mu)(mu),探(tan)索(suo)將藝(yi)術科目(mu)(mu)(mu)納(na)(na)入(ru)錄(lu)取(qu)(qu)(qu)計(ji)(ji)分(fen)(fen)科目(mu)(mu)(mu)。體育(yu)與(yu)(yu)健康考試計(ji)(ji)分(fen)(fen)權重(zhong)不低(di)于錄(lu)取(qu)(qu)(qu)總分(fen)(fen)的(de)(de)(de)8%。鼓勵采用(yong)(yong)分(fen)(fen)數(shu)+等級或僅用(yong)(yong)等級的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)錄(lu)取(qu)(qu)(qu)辦法(fa)。有條件的(de)(de)(de)市,可以(yi)(yi)探(tan)索(suo)在學(xue)考各(ge)(ge)門科目(mu)(mu)(mu)成績(ji)合格的(de)(de)(de)前(qian)提下,給予(yu)學(xue)生(sheng)(sheng)一(yi)定(ding)的(de)(de)(de)自(zi)主(zhu)(zhu)選擇錄(lu)取(qu)(qu)(qu)科目(mu)(mu)(mu)的(de)(de)(de)機會,發揮學(xue)科優勢,促(cu)進(jin)(jin)學(xue)生(sheng)(sheng)發展興趣愛好(hao)。


  要把學(xue)(xue)生(sheng)(sheng)綜(zong)合素(su)(su)質(zhi)評(ping)價作為(wei)招生(sheng)(sheng)錄取(qu)依據或(huo)參考。初(chu)中(zhong)學(xue)(xue)校(xiao)要將(jiang)用(yong)于招生(sheng)(sheng)使(shi)用(yong)的活動記錄和事(shi)實材料進行公(gong)示、審核,提(ti)供(gong)給招生(sheng)(sheng)學(xue)(xue)校(xiao)使(shi)用(yong)。各市各招生(sheng)(sheng)學(xue)(xue)校(xiao)要根據自身辦學(xue)(xue)特色(se)制訂具體的學(xue)(xue)生(sheng)(sheng)綜(zong)合素(su)(su)質(zhi)評(ping)價結果使(shi)用(yong)辦法,報經主(zhu)管教育部(bu)門批準后,至少(shao)提(ti)前2年向社會(hui)公(gong)布。各市各校(xiao)在綜(zong)合素(su)(su)質(zhi)思想品德、學(xue)(xue)業水平、身心健康、藝術素(su)(su)養和社會(hui)實踐5個(ge)方面評(ping)價的基礎上(shang),可(ke)以突(tu)出學(xue)(xue)生(sheng)(sheng)某(mou)方面的發(fa)展情(qing)況作為(wei)招生(sheng)(sheng)錄取(qu)依據,使(shi)綜(zong)合素(su)(su)質(zhi)評(ping)價在高中(zhong)階段學(xue)(xue)校(xiao)招生(sheng)(sheng)錄取(qu)中(zhong)真正發(fa)揮作用(yong)。


  2.健全招生錄取(qu)機(ji)制(zhi)。進一步(bu)健全全省中(zhong)考錄取(qu)工作平臺,嚴格規范招生辦(ban)法(fa)和(he)程(cheng)序。招生學(xue)(xue)校(xiao)(xiao)錄取(qu)均須由(you)各市教育行(xing)政部(bu)門統(tong)籌(chou),通過招生錄取(qu)平臺,按照考生網上自主(zhu)填報的(de)志愿,在規定(ding)的(de)時間內在網上統(tong)一錄取(qu)。高中(zhong)階段學(xue)(xue)校(xiao)(xiao)依(yi)據學(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)目(mu)標、定(ding)位和(he)特色,制(zhi)訂本校(xiao)(xiao)具體的(de)依(yi)據學(xue)(xue)考成績(ji)和(he)學(xue)(xue)生綜合(he)素質評價的(de)招生標準(zhun)和(he)辦(ban)法(fa)。相(xiang)關標準(zhun)和(he)辦(ban)法(fa)經(jing)學(xue)(xue)校(xiao)(xiao)主(zhu)管部(bu)門批(pi)準(zhun)并提前向社會公布后方可(ke)實施。


  3.規范招(zhao)生(sheng)(sheng)(sheng)錄取(qu)(qu)批次設置。優化錄取(qu)(qu)批次設置,采取(qu)(qu)中(zhong)職學(xue)校(xiao)(含三(san)二分(fen)(fen)段(duan)及五年一(yi)貫制高職和中(zhong)等(deng)職業學(xue)校(xiao),下同)和普(pu)通高中(zhong)同批次并行招(zhao)生(sheng)(sheng)(sheng)等(deng)措施,穩定中(zhong)職學(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)規模。原則上分(fen)(fen)為(wei)自主招(zhao)生(sheng)(sheng)(sheng)、名額分(fen)(fen)配招(zhao)生(sheng)(sheng)(sheng)、統(tong)一(yi)招(zhao)生(sheng)(sheng)(sheng)3個類別(bie)。各(ge)(ge)市結合本(ben)地實際確定各(ge)(ge)類學(xue)校(xiao)各(ge)(ge)批次的志愿(yuan)(yuan)數(shu)和錄取(qu)(qu)資格分(fen)(fen)數(shu)線(xian),并制定具體實施方案(an),結合考生(sheng)(sheng)(sheng)學(xue)考成績(ji)、綜(zong)合素質評價結果及志愿(yuan)(yuan)填(tian)報(bao)實際進行錄取(qu)(qu)。各(ge)(ge)市和招(zhao)生(sheng)(sheng)(sheng)學(xue)校(xiao)要(yao)進一(yi)步加強和規范中(zhong)考志愿(yuan)(yuan)填(tian)報(bao)咨詢服(fu)務(wu)工作,正確指導(dao)學(xue)生(sheng)(sheng)(sheng)進行志愿(yuan)(yuan)填(tian)報(bao)。


  4.加強(qiang)中(zhong)(zhong)等職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技術學(xue)(xue)(xue)(xue)校(xiao)(下稱(cheng)中(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao))招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取(qu)工作。完善(shan)中(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)機(ji)制,優(you)(you)質中(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)可實(shi)行綜合(he)評價、擇優(you)(you)錄取(qu)。加大職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育(yu)(yu)方針(zhen)政策、辦學(xue)(xue)(xue)(xue)情(qing)況、教育(yu)(yu)成果等方面的(de)宣(xuan)傳力(li)度,讓(rang)社(she)會更全面了(le)解職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育(yu)(yu),引(yin)導學(xue)(xue)(xue)(xue)生(sheng)(sheng)發現職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)樂趣,感(gan)受(shou)(shou)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育(yu)(yu)特色與魅力(li)。合(he)理引(yin)導初(chu)(chu)中(zhong)(zhong)畢(bi)業(ye)(ye)(ye)生(sheng)(sheng)有(you)序分(fen)流,鼓勵和引(yin)導動(dong)手(shou)能力(li)強(qiang)、職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)傾向明顯(xian)的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)接受(shou)(shou)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育(yu)(yu),確保(bao)普(pu)職(zhi)(zhi)(zhi)(zhi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)協調。進一(yi)(yi)步擴(kuo)大面向初(chu)(chu)中(zhong)(zhong)畢(bi)業(ye)(ye)(ye)生(sheng)(sheng)中(zhong)(zhong)高職(zhi)(zhi)(zhi)(zhi)貫(guan)通(含五(wu)年一(yi)(yi)貫(guan)制、三二(er)分(fen)段)試點院校(xiao)的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)規模(mo),不斷(duan)優(you)(you)化(hua)專(zhuan)業(ye)(ye)(ye)結(jie)構,增強(qiang)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)吸(xi)引(yin)力(li)。積極拓寬生(sheng)(sheng)源渠(qu)道,廣泛(fan)招(zhao)(zhao)(zhao)(zhao)(zhao)收應往(wang)屆初(chu)(chu)高中(zhong)(zhong)畢(bi)業(ye)(ye)(ye)未升學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)(sheng)、進城務工人員(yuan)及其隨遷(qian)子女、港澳居民或其隨遷(qian)子女、退役(yi)軍(jun)人、退役(yi)運動(dong)員(yuan)、下崗職(zhi)(zhi)(zhi)(zhi)工、返鄉(xiang)農民工等城鄉(xiang)勞(lao)動(dong)者就讀中(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)。中(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)收有(you)實(shi)踐(jian)經(jing)歷(li)人員(yuan),可實(shi)行注(zhu)冊入學(xue)(xue)(xue)(xue)的(de)辦法,由招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)學(xue)(xue)(xue)(xue)校(xiao)自主(zhu)組(zu)織生(sheng)(sheng)源,招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)部門通過(guo)統(tong)(tong)一(yi)(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)平臺備案。要根據學(xue)(xue)(xue)(xue)校(xiao)專(zhuan)業(ye)(ye)(ye)設置(zhi)和區(qu)域產(chan)業(ye)(ye)(ye)結(jie)構,統(tong)(tong)籌安排珠三角中(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)跨市招(zhao)(zhao)(zhao)(zhao)(zhao)收粵東西北地區(qu)學(xue)(xue)(xue)(xue)生(sheng)(sheng),加大優(you)(you)質中(zhong)(zhong)等職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)收粵東西北地區(qu)學(xue)(xue)(xue)(xue)生(sheng)(sheng)的(de)比例。


  5.完善優質高(gao)(gao)中(zhong)招(zhao)生名(ming)額按(an)比例合理分(fen)(fen)配到(dao)(dao)區(qu)域內初(chu)(chu)(chu)中(zhong)學校的(de)(de)辦法。每(mei)所公辦優質普通高(gao)(gao)中(zhong)學校(含外語、體育和(he)藝(yi)術類學校)要(yao)安排不(bu)低于50%的(de)(de)招(zhao)生名(ming)額,按(an)中(zhong)考報(bao)名(ming)學生總數(shu)(除不(bu)符合條(tiao)件的(de)(de)隨遷子(zi)女數(shu)),直接(jie)分(fen)(fen)配到(dao)(dao)區(qu)域內各(ge)初(chu)(chu)(chu)中(zhong)學校(含民辦),并(bing)向薄弱初(chu)(chu)(chu)中(zhong)、農村初(chu)(chu)(chu)中(zhong)傾斜,促進義務教育均(jun)衡發展和(he)初(chu)(chu)(chu)中(zhong)教育質量全(quan)面提高(gao)(gao)。名(ming)額分(fen)(fen)配招(zhao)生采用單獨批次、單獨錄取的(de)(de)招(zhao)生辦法。要(yao)積(ji)極采取有效措施,確保名(ming)額分(fen)(fen)配實(shi)際錄取比例不(bu)低于總招(zhao)生數(shu)的(de)(de)50%。從2023年秋季入(ru)學的(de)(de)初(chu)(chu)(chu)一新生開始,除因(yin)戶(hu)籍轉(zhuan)移或其他原因(yin)按(an)規定辦理外市轉(zhuan)入(ru)本市就讀的(de)(de)學生外,報(bao)考“名(ming)額分(fen)(fen)配”的(de)(de)考生,應(ying)是符合本市中(zhong)考報(bao)考條(tiao)件且具有該初(chu)(chu)(chu)中(zhong)學校連續(xu)3年學籍并(bing)實(shi)際就讀的(de)(de)應(ying)屆(jie)初(chu)(chu)(chu)中(zhong)畢業(ye)生。


  6.進一(yi)(yi)步(bu)完善和(he)(he)(he)(he)規范自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。有(you)條(tiao)件的(de)學(xue)(xue)(xue)(xue)校(xiao)(xiao)可以(yi)(yi)自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)收區域(yu)內初中(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)在籍在讀具有(you)創新潛質和(he)(he)(he)(he)學(xue)(xue)(xue)(xue)科特(te)長的(de)應(ying)屆畢業學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng),進一(yi)(yi)步(bu)擴大招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)校(xiao)(xiao)自(zi)(zi)(zi)主(zhu)權,增加學(xue)(xue)(xue)(xue)校(xiao)(xiao)和(he)(he)(he)(he)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)雙(shuang)向選擇機會(hui),促進高中(zhong)階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)多樣化、特(te)色化發展,滿足(zu)不同(tong)潛質學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)發展需要(yao)。公辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)比例控制在學(xue)(xue)(xue)(xue)校(xiao)(xiao)年度招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃的(de)10%。體(ti)(ti)育(yu)、藝術(shu)和(he)(he)(he)(he)科技(ji)(ji)等(deng)特(te)長班均納入自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍(wei),可將(jiang)(jiang)體(ti)(ti)育(yu)、藝術(shu)和(he)(he)(he)(he)信息科技(ji)(ji)科目(mu)等(deng)納入中(zhong)考自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取(qu)計(ji)分(fen)科目(mu)。自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方案(an)要(yao)根據自(zi)(zi)(zi)身辦學(xue)(xue)(xue)(xue)目(mu)標、定位和(he)(he)(he)(he)特(te)色制訂,包括(kuo)學(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍(wei)、計(ji)劃、標準、辦法和(he)(he)(he)(he)程序(xu)等(deng)內容,報主(zhu)管部(bu)門備案(an)后,提前(qian)主(zhu)動公開。自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)應(ying)安排在學(xue)(xue)(xue)(xue)考成績公布以(yi)(yi)后根據學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)學(xue)(xue)(xue)(xue)考成績和(he)(he)(he)(he)綜合素(su)質評價結果等(deng)進行。學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)主(zhu)動及時向社(she)會(hui)公開招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取(qu)的(de)各(ge)環節(jie)和(he)(he)(he)(he)錄取(qu)結果。嚴禁(jin)(jin)將(jiang)(jiang)義(yi)務(wu)教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)科競(jing)賽成績作為自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)資格前(qian)置條(tiao)件和(he)(he)(he)(he)錄取(qu)依據,嚴禁(jin)(jin)以(yi)(yi)自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)名(ming)義(yi)變相“掐尖”、提前(qian)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)等(deng)。各(ge)市要(yao)嚴格審核學(xue)(xue)(xue)(xue)校(xiao)(xiao)自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)章程,規范自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)辦法與(yu)程序(xu)。加強對自(zi)(zi)(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)各(ge)環節(jie)的(de)監(jian)督,做(zuo)到規范有(you)序(xu)、公開透明。


  7.做好(hao)隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)升(sheng)(sheng)學考(kao)試工作。進一(yi)步做好(hao)進城務工人員隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)在我(wo)省參加(jia)(jia)中考(kao)的(de)工作。各市要統籌考(kao)慮隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)升(sheng)(sheng)學考(kao)試需(xu)求和教育(yu)資(zi)源承載能力,積極創造條(tiao)件,探索(suo)從(cong)2023年(nian)秋季入學的(de)初一(yi)新生(sheng)開始實施(shi)符合條(tiao)件的(de)隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)在當地參加(jia)(jia)考(kao)試招(zhao)生(sheng)享受(shou)(shou)與當地戶(hu)籍學生(sheng)同等待遇的(de)辦法(fa),保障隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)公(gong)平享受(shou)(shou)教育(yu)權利和升(sheng)(sheng)學機(ji)會。持(chi)有香港、澳(ao)(ao)門和臺(tai)灣居民居住證的(de)港澳(ao)(ao)臺(tai)居民或其(qi)隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)來我(wo)省參加(jia)(jia)升(sheng)(sheng)學考(kao)試,平等享受(shou)(shou)當地隨遷(qian)(qian)(qian)子(zi)女(nv)(nv)(nv)等升(sheng)(sheng)學相關政策。


  8.做好殘(can)疾人(ren)中考(kao)工作。招生(sheng)學校要積極創造條件招收符合錄取標(biao)準的殘(can)疾考(kao)生(sheng)隨(sui)班(ban)就讀,不得因(yin)其殘(can)疾而拒絕招收。


  (四)加強考(kao)(kao)試(shi)(shi)招生(sheng)管理。健全學校考(kao)(kao)試(shi)(shi)招生(sheng)管理制度,保(bao)(bao)障考(kao)(kao)試(shi)(shi)招生(sheng)工作(zuo)規(gui)范有(you)序,確保(bao)(bao)考(kao)(kao)試(shi)(shi)安全和考(kao)(kao)試(shi)(shi)誠信。

)償招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),維(wei)護正常的招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)秩序。要(yao)通(tong)(tong)(tong)過全(quan)國中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)信(xin)息管(guan)理(li)(li)系統和(he)全(quan)國中(zhong)(zhong)等(deng)職(zhi)業(ye)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)信(xin)息管(guan)理(li)(li)系統加(jia)強(qiang)對(dui)高(gao)(gao)(gao)(gao)中(zhong)(zhong)階(jie)段(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的監控和(he)管(guan)理(li)(li),對(dui)違(wei)反(fan)規(gui)定(ding)招(zhao)(zhao)(zhao)(zhao)收(shou)(shou)的學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)予以(yi)(yi)通(tong)(tong)(tong)報、取(qu)消(xiao)榮(rong)譽稱號,對(dui)有(you)關責任(ren)人(ren)(ren)(ren)(ren)按(an)有(you)關規(gui)定(ding)予以(yi)(yi)處理(li)(li);對(dui)違(wei)規(gui)的民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)除給予以(yi)(yi)上處理(li)(li)外(wai),視違(wei)規(gui)情節(jie)嚴(yan)(yan)重程度開展聯合督查(cha),并(bing)依法作出行(xing)(xing)政(zheng)處罰。


  3.嚴格(ge)(ge)控制加(jia)分項(xiang)目及分值(zhi)(zhi)(zhi)。全面清(qing)理(li)加(jia)分項(xiang)目,取消國家規定(ding)(ding)以外的所有(you)加(jia)分項(xiang)目,嚴格(ge)(ge)控制加(jia)分分值(zhi)(zhi)(zhi)。規范執行國家規定(ding)(ding)的特殊群體等(deng)加(jia)分或(huo)(huo)優待(dai)政策(ce),嚴禁以任何方式(shi)擴大(da)范圍(wei)。加(jia)強考(kao)生(sheng)加(jia)分或(huo)(huo)優待(dai)資(zi)格(ge)(ge)審核,嚴格(ge)(ge)資(zi)格(ge)(ge)認(ren)定(ding)(ding)程(cheng)序。根據(ju)國家有(you)關規定(ding)(ding)享受(shou)加(jia)分或(huo)(huo)優待(dai)的考(kao)生(sheng),由相關部門嚴格(ge)(ge)審核。實(shi)行加(jia)分或(huo)(huo)優待(dai)項(xiang)目、分值(zhi)(zhi)(zhi)、資(zi)格(ge)(ge)和名單(dan)公(gong)示制度,強化監督管理(li),確保(bao)公(gong)平公(gong)正。每年招生(sheng)前,各市應將本(ben)地加(jia)分項(xiang)目、分值(zhi)(zhi)(zhi)、范圍(wei)等(deng)送省(sheng)教育廳備案,并向(xiang)社會(hui)公(gong)開。


  4.加(jia)強招(zhao)(zhao)生(sheng)信(xin)(xin)息(xi)監(jian)管。建(jian)立健全考試(shi)招(zhao)(zhao)生(sheng)信(xin)(xin)息(xi)公(gong)開制度(du),深入實施招(zhao)(zhao)生(sheng)“陽光工程(cheng)(cheng)”。及(ji)(ji)時向社會公(gong)布招(zhao)(zhao)生(sheng)政策、招(zhao)(zhao)生(sheng)計(ji)劃、招(zhao)(zhao)生(sheng)范圍、錄取條件、考生(sheng)資格(ge)、加(jia)分或(huo)(huo)優待(dai)項(xiang)目、錄取辦法和程(cheng)(cheng)序(xu)、自主招(zhao)(zhao)生(sheng)及(ji)(ji)加(jia)分或(huo)(huo)優待(dai)學(xue)生(sheng)名單(dan)、重大(da)違規(gui)事件及(ji)(ji)處理(li)結果等(deng)招(zhao)(zhao)生(sheng)信(xin)(xin)息(xi)。既要(yao)保障學(xue)生(sheng)合法權益(yi)與(yu)個人隱私信(xin)(xin)息(xi),也要(yao)確保招(zhao)(zhao)生(sheng)過(guo)程(cheng)(cheng)公(gong)開透明,結果公(gong)平公(gong)正。嚴格(ge)規(gui)范成(cheng)績發布,嚴禁公(gong)布、宣傳、炒作中考“狀元(yuan)”和升學(xue)率,嚴禁以中考成(cheng)績或(huo)(huo)升學(xue)率排(pai)名排(pai)隊、表彰獎勵。


  5.健全(quan)管(guan)(guan)理監(jian)督(du)(du)機制(zhi)(zhi)。建立健全(quan)管(guan)(guan)理監(jian)督(du)(du)、考(kao)核評估(gu)、誠信責(ze)任(ren)追究制(zhi)(zhi)度。加強(qiang)考(kao)生誠信教育和(he)(he)誠信檔案建設(she),加大學(xue)校誠信機制(zhi)(zhi)建設(she)。構建科學(xue)、規范(fan)和(he)(he)嚴密的考(kao)試(shi)安全(quan)體系,提高考(kao)試(shi)招生法治化水平(ping)。加強(qiang)監(jian)督(du)(du)檢查,建立完善違紀舉報和(he)(he)申訴受(shou)理機制(zhi)(zhi),暢通咨詢、申訴和(he)(he)舉報渠(qu)道(dao),公布(bu)監(jian)督(du)(du)舉報電話和(he)(he)郵箱,主動接受(shou)社(she)會監(jian)督(du)(du)。按國(guo)家規定嚴肅查處各種徇(xun)私舞弊、弄虛作假、違規違紀行為。健全(quan)學(xue)生權(quan)利救(jiu)濟機制(zhi)(zhi),切(qie)實保障學(xue)生合法權(quan)益。


  三、組織保障


  (一)加強組織領導。中(zhong)考制(zhi)(zhi)度(du)改(gai)革由省級統(tong)籌(chou)規劃,各市(shi)組織實(shi)施(shi)。各市(shi)要高度(du)重視(shi),建立有效(xiao)工作機制(zhi)(zhi),因地(di)制(zhi)(zhi)宜(yi)制(zhi)(zhi)訂本地(di)實(shi)施(shi)辦(ban)法,報省教育廳備案,并(bing)及時向社會(hui)公布(bu),確保改(gai)革積極穩妥推進。


  (二)深(shen)化(hua)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)(xue)(xue)和(he)(he)(he)命(ming)(ming)題(ti)(ti)改革。落實(shi)《課程方案和(he)(he)(he)標準》,嚴格執(zhi)行校歷,合理(li)安排教(jiao)(jiao)學(xue)(xue)(xue)(xue)進度,開齊開足國家規(gui)定的(de)(de)各門(men)課程,嚴禁壓(ya)縮道德與法治、信息(xi)科(ke)技、體育(yu)(yu)與健康、藝術、勞動(dong)和(he)(he)(he)綜(zong)合實(shi)踐活動(dong)等(deng)課程及理(li)化(hua)生(sheng)(sheng)實(shi)驗操作(zuo)等(deng)的(de)(de)課時(shi)。加強學(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)業生(sheng)(sheng)涯規(gui)劃(hua)的(de)(de)指導,培(pei)(pei)養學(xue)(xue)(xue)(xue)生(sheng)(sheng)自主發展(zhan)能力(li)。加強初中學(xue)(xue)(xue)(xue)校校長和(he)(he)(he)教(jiao)(jiao)師隊(dui)伍(wu)、命(ming)(ming)題(ti)(ti)隊(dui)伍(wu)的(de)(de)培(pei)(pei)養和(he)(he)(he)培(pei)(pei)訓,轉(zhuan)變人(ren)才(cai)培(pei)(pei)養觀念,創新人(ren)才(cai)培(pei)(pei)養模式和(he)(he)(he)教(jiao)(jiao)學(xue)(xue)(xue)(xue)方法,提升教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)(xue)(xue)質(zhi)量,切實(shi)實(shi)施素質(zhi)教(jiao)(jiao)育(yu)(yu),減輕學(xue)(xue)(xue)(xue)生(sheng)(sheng)過重(zhong)的(de)(de)課業負(fu)擔和(he)(he)(he)學(xue)(xue)(xue)(xue)習壓(ya)力(li),確(que)保考試(shi)招(zhao)生(sheng)(sheng)和(he)(he)(he)綜(zong)合素質(zhi)評價工(gong)作(zuo)客觀公正(zheng)、科(ke)學(xue)(xue)(xue)(xue)有效。建立和(he)(he)(he)完(wan)善(shan)命(ming)(ming)題(ti)(ti)組織保障(zhang)和(he)(he)(he)審查(cha)制(zhi)度,建立并(bing)完(wan)善(shan)命(ming)(ming)題(ti)(ti)專(zhuan)家人(ren)才(cai)庫,明(ming)確(que)“入庫”標準,實(shi)行動(dong)態管理(li)。優化(hua)評卷和(he)(he)(he)數據統計工(gong)作(zuo),加強試(shi)卷質(zhi)量評估(gu)監(jian)測和(he)(he)(he)分析,提高(gao)考試(shi)命(ming)(ming)題(ti)(ti)的(de)(de)科(ke)學(xue)(xue)(xue)(xue)化(hua)和(he)(he)(he)專(zhuan)業化(hua)水平。


  (三(san))提升保(bao)障能力。加強初中(zhong)學校師資、實(shi)驗室、計算機教室、體育和藝術器材等設(she)施設(she)備(bei)方(fang)面的條件(jian)(jian)保(bao)障。開(kai)(kai)展標(biao)準化考(kao)點建(jian)設(she),改(gai)善考(kao)試(shi)條件(jian)(jian)。加強考(kao)試(shi)機構及(ji)其考(kao)務組(zu)織、招生錄取等工作(zuo)的基本能力建(jian)設(she),提高考(kao)試(shi)工作(zuo)規范化水(shui)平。確保(bao)學考(kao)所需經費,招生考(kao)試(shi)部門和學校要(yao)把(ba)考(kao)試(shi)工作(zuo)經費列(lie)入年度預算,保(bao)證工作(zuo)正(zheng)常開(kai)(kai)展。


  (四)加強督(du)導(dao)(dao)。定期對高(gao)中(zhong)(zhong)階(jie)段(duan)(duan)學(xue)(xue)校考(kao)(kao)試(shi)招(zhao)(zhao)生工(gong)作(zuo)(zuo)進行(xing)督(du)導(dao)(dao)評(ping)估,將推進中(zhong)(zhong)考(kao)(kao)改革和(he)考(kao)(kao)試(shi)招(zhao)(zhao)生管(guan)(guan)理(li)情況作(zuo)(zuo)為評(ping)估各(ge)地和(he)學(xue)(xue)校工(gong)作(zuo)(zuo)的重要內容。積極發揮學(xue)(xue)考(kao)(kao)和(he)學(xue)(xue)生綜(zong)合素質評(ping)價對初(chu)中(zhong)(zhong)教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)質量(liang)(liang)監(jian)測(ce)和(he)診斷的功能,把參加中(zhong)(zhong)考(kao)(kao)的人數(shu)(除不符合條(tiao)件的隨遷子(zi)女(nv)(nv)數(shu))占該年(nian)級3年(nian)前在校生總數(shu)(除不符合條(tiao)件的隨遷子(zi)女(nv)(nv)數(shu))比率、初(chu)中(zhong)(zhong)學(xue)(xue)生各(ge)科考(kao)(kao)試(shi)及增(zeng)值情況等(deng)進行(xing)認(ren)真(zhen)、全面、客觀分(fen)析和(he)研究,形成(cheng)診斷和(he)指(zhi)導(dao)(dao)各(ge)科教(jiao)(jiao)學(xue)(xue)的報告,作(zuo)(zuo)為進行(xing)初(chu)中(zhong)(zhong)課程管(guan)(guan)理(li)、教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)質量(liang)(liang)監(jian)測(ce)和(he)教(jiao)(jiao)學(xue)(xue)指(zhi)導(dao)(dao)的重要手段(duan)(duan)之一,但不得(de)以(yi)中(zhong)(zhong)考(kao)(kao)成(cheng)績(ji)或(huo)升學(xue)(xue)率片面評(ping)價學(xue)(xue)校和(he)教(jiao)(jiao)師。


  (五)做好(hao)(hao)宣傳(chuan)引(yin)導工作(zuo)。堅持(chi)正(zheng)確的(de)(de)輿(yu)論導向,認真做好(hao)(hao)考試招生(sheng)改革政策的(de)(de)宣傳(chuan)解(jie)讀工作(zuo),引(yin)導學(xue)(xue)(xue)生(sheng)家(jia)長(chang)和(he)(he)社會(hui)(hui)樹立正(zheng)確的(de)(de)教育觀和(he)(he)成才(cai)觀,更(geng)加關注學(xue)(xue)(xue)生(sheng)的(de)(de)全面健康成長(chang)。加強家(jia)庭(ting)經(jing)濟(ji)困難學(xue)(xue)(xue)生(sheng)資(zi)助和(he)(he)中(zhong)職學(xue)(xue)(xue)校免(mian)學(xue)(xue)(xue)費等惠民政策的(de)(de)宣傳(chuan)。積(ji)極爭取社會(hui)(hui)各界的(de)(de)理解(jie)與支(zhi)持(chi),及時回應學(xue)(xue)(xue)生(sheng)、家(jia)長(chang)和(he)(he)社會(hui)(hui)關切,合理引(yin)導社會(hui)(hui)預期,營造良好(hao)(hao)的(de)(de)輿(yu)論氛(fen)圍和(he)(he)社會(hui)(hui)環境。


  進(jin)城(cheng)務工(gong)人員隨遷子女(nv)及港澳臺居民或其隨遷子女(nv)參(can)加中考的(de)辦法,由各市根(gen)據國家和省的(de)有關規(gui)定、結合本地實際(ji)自行制定。殘(can)疾(ji)考生(sheng)(sheng)參(can)加體育與健康、藝術和信息技(ji)術科目及理化生(sheng)(sheng)實驗(yan)操(cao)作的(de)考試辦法,由各市根(gen)據國家和省的(de)有關規(gui)定制定。殘(can)疾(ji)考生(sheng)(sheng)參(can)加筆試考試,由各市根(gen)據國家和省的(de)有關規(gui)定提供必要的(de)合理便利(li)。
