勞(lao)(lao)動(dong)關系(xi)就(jiu)是勞(lao)(lao)動(dong)者(zhe)在運用勞(lao)(lao)動(dong)能(neng)力、實現勞(lao)(lao)動(dong)過程中與用人(ren)單(dan)位(wei)產生的一種社會關系(xi)。勞(lao)(lao)動(dong)關系(xi)和諧了,員(yuan)工(gong)的根本利益就(jiu)有保障,員(yuan)工(gong)的積極(ji)性就(jiu)會充分發揮出來,企業(ye)才(cai)能(neng)健康發展。
一、我縣勞動(dong)關系現狀
自(zi)1995年1月實(shi)施《勞動(dong)法(fa)》、今(jin)年1月實(shi)施《勞動(dong)合同法(fa)》以來,我縣(xian)企(qi)(qi)業(ye)勞動(dong)關系逐步走向規(gui)范,員工基本穩定、企(qi)(qi)業(ye)快速發展。根據企(qi)(qi)業(ye)不斷發展的(de)需要(yao),我縣(xian)企(qi)(qi)業(ye)勞動(dong)關系還有(you)不少需要(yao)加強的(de)地方。
1、勞動合同(tong)(tong)(tong)沒有完全規(gui)(gui)范。《勞動合同(tong)(tong)(tong)法》實施兩個多月以來,大部(bu)分企業(ye)勞動合同(tong)(tong)(tong)形(xing)式和簽(qian)(qian)(qian)訂程序已(yi)經規(gui)(gui)范,但(dan)規(gui)(gui)模以下工(gong)業(ye)企業(ye)和服務行(xing)業(ye)依然存(cun)在合同(tong)(tong)(tong)簽(qian)(qian)(qian)訂面少、續簽(qian)(qian)(qian)率低等問題。
2、勞動工(gong)資支付不盡人意(yi)。全縣實(shi)行(xing)低勞動工(gong)資制度總(zong)體是比較好,但(dan)還有(you)少(shao)數(shu)企(qi)業沒有(you)認真(zhen)執行(xing),有(you)的(de)企(qi)業雖然執行(xing),往(wang)往(wang)用加(jia)班加(jia)點(dian)付少(shao)量(liang)加(jia)班費來減少(shao)員(yuan)工(gong)的(de)實(shi)際收入;拖欠工(gong)資的(de)現(xian)象還時有(you)發生(sheng);不少(shao)企(qi)業員(yuan)工(gong)工(gong)資與經濟效益不掛鉤。
3、社會保險(xian)制度(du)落實沒有到位。從20xx年開始,我縣實行養老、失(shi)業、醫療、工(gong)傷和生育保險(xian)“五費合征”。有的企業沒有按(an)規定(ding)落實這項制度(du),五項保險(xian)面(mian)達(da)不到要求。
4、勞(lao)動(dong)安(an)(an)全(quan)(quan)衛生(sheng)保(bao)護(hu)(hu)不足。有(you)的(de)企(qi)業安(an)(an)全(quan)(quan)制度不健全(quan)(quan),存在不少安(an)(an)全(quan)(quan)隱患;有(you)的(de)企(qi)業生(sheng)產條件(jian)比較差,影響員工(gong)的(de)身(shen)心健康、增加不安(an)(an)全(quan)(quan)因(yin)素;有(you)的(de)企(qi)業勞(lao)動(dong)保(bao)護(hu)(hu)特別(bie)是女(nv)員工(gong)“四期”特殊保(bao)護(hu)(hu)落實不到位(wei)。
5、部分員(yuan)工綜合素質不高(gao)。為(wei)一己私利(li)(li)泄漏企業(ye)(ye)商業(ye)(ye)秘密、因(yin)責任心(xin)不強造(zao)成生產損失等損害企業(ye)(ye)利(li)(li)益的現象還有不同程度(du)存在。
二、影(ying)響當前(qian)勞動關系(xi)和諧(xie)的因素
1、社(she)會歷史因素。隨著公有制(zhi)(zhi)(zhi)企(qi)業(ye)(ye)的(de)改(gai)制(zhi)(zhi)(zhi)、非(fei)公有制(zhi)(zhi)(zhi)企(qi)業(ye)(ye)的(de)迅速發(fa)展,員工(gong)流動(dong)加快、領(ling)域加寬、層次(ci)加深,非(fei)正規就業(ye)(ye)、靈活就業(ye)(ye)、自(zi)我就業(ye)(ye)的(de)比重日益增大(da)。這種就業(ye)(ye)形式的(de)多(duo)樣(yang)化(hua)帶來了(le)勞(lao)動(dong)關系的(de)多(duo)樣(yang)化(hua),勞(lao)動(dong)關系和諧難度增大(da)。
2、企業(ye)因素。有的(de)企業(ye)追求(qiu)低成本(ben),在勞(lao)(lao)動(dong)報酬、保險(xian)福(fu)利和(he)(he)勞(lao)(lao)動(dong)保護(hu)方面的(de)投(tou)入不(bu)足。有的(de)企業(ye)經營者法(fa)制(zhi)觀念(nian)淡薄(bo),利用自身在資本(ben)和(he)(he)管理等(deng)要素上的(de)優勢和(he)(he)勞(lao)(lao)動(dong)力相(xiang)對過剩的(de)狀況,損害勞(lao)(lao)動(dong)者合法(fa)權益,影響勞(lao)(lao)動(dong)關系和(he)(he)諧。
3、勞(lao)(lao)動(dong)者因素。不(bu)少勞(lao)(lao)動(dong)者的(de)自身(shen)素質與新型勞(lao)(lao)動(dong)關系不(bu)相適應。特(te)別是來自落后地區的(de)農民工,思想(xiang)落后、文化低、觀念(nian)舊、習慣差(cha),比較缺(que)(que)乏勞(lao)(lao)動(dong)技(ji)能、缺(que)(que)乏法律知識(shi)、缺(que)(que)乏主人翁意(yi)識(shi),不(bu)利(li)于建立和諧勞(lao)(lao)動(dong)關系。
三(san)、構建和諧勞動關系的對(dui)策
1、認真貫徹實施《勞(lao)(lao)動(dong)(dong)法》、《勞(lao)(lao)動(dong)(dong)合同(tong)法》。《勞(lao)(lao)動(dong)(dong)法》、《勞(lao)(lao)動(dong)(dong)合同(tong)法》是我國規(gui)范勞(lao)(lao)動(dong)(dong)關系(xi)的重要(yao)法律。實施《勞(lao)(lao)動(dong)(dong)法》、《勞(lao)(lao)動(dong)(dong)合同(tong)法》不僅能(neng)夠進一步提高我們(men)廣大企業(ye)主的法律意(yi)識(shi)和管理水平,也能(neng)夠在一定(ding)程度上提高勞(lao)(lao)動(dong)(dong)者的責任感和綜(zong)合素質(zhi),達到(dao)企業(ye)和勞(lao)(lao)動(dong)(dong)者共同(tong)受(shou)益的雙(shuang)贏局(ju)面(mian)。
2、加強勞(lao)(lao)資雙方教(jiao)育培(pei)訓。要研究(jiu)建立(li)科學有(you)效的企(qi)(qi)業(ye)主和(he)勞(lao)(lao)動者的系(xi)統教(jiao)育培(pei)訓機制。通過培(pei)訓,不斷提升(sheng)企(qi)(qi)業(ye)主的經(jing)營管(guan)理(li)水平和(he)員工的整體素質,全面優化企(qi)(qi)業(ye)人力(li)資源,促進勞(lao)(lao)動關系(xi)和(he)諧。
3、建立健全員工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)保(bao)(bao)障(zhang)制(zhi)(zhi)度。要(yao)制(zhi)(zhi)定(ding)和發(fa)布不同行(xing)業(ye)的工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)指導標(biao)準,保(bao)(bao)證員工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)正常(chang)增長(chang);依(yi)照《勞動法》規定(ding)支付加班工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi),保(bao)(bao)障(zhang)員工(gong)(gong)(gong)(gong)(gong)(gong)的權益;實行(xing)員工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)與(yu)企(qi)業(ye)經(jing)濟效益同步增長(chang);建立完善員工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)保(bao)(bao)障(zhang)金(jin)制(zhi)(zhi)度;規范企(qi)業(ye)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付行(xing)為,落實企(qi)業(ye)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付信用等制(zhi)(zhi)度。
4、重視構筑員工社會(hui)保(bao)(bao)障線。要(yao)(yao)全(quan)面(mian)(mian)推進社會(hui)保(bao)(bao)險“五(wu)費(fei)合征”工作(zuo),進一步擴大社會(hui)保(bao)(bao)險覆蓋面(mian)(mian),逐(zhu)步提高員工參保(bao)(bao)率。要(yao)(yao)完善現行的(de)社會(hui)保(bao)(bao)障制度,建立起(qi)符(fu)合農民(min)工特點的(de)社會(hui)保(bao)(bao)障體系(xi)。
5、全面開展“雙愛雙評”活動。通過評比“關愛企業的員工和關愛員工的企業家”的“雙愛雙評”活動,促使企業樹立以人為本的經營理念,狠抓安全生產,加強企業勞動保護,切實改善員工的生產生活條件,為員工創造良好的成長空間;促使員工心系企業,自覺維護企業利益,保證企業健康快速發展。

進(jin)一步促進(jin)農(nong)村勞動(dong)力向非(fei)農(nong)產業(ye)和城(cheng)鎮轉移,提高(gao)農(nong)民(min)工素質和就業(ye)能力,是我(wo)國建設現代農(nong)業(ye)、解(jie)決“三農(nong)”問題(ti)的重(zhong)要(yao)途徑,也是推動(dong)城(cheng)鄉經濟協調發(fa)展的有效措施。面對當前農(nong)村富余勞動(dong)力增多、農(nong)民(min)收(shou)(shou)入(ru)(ru)結構單一等(deng)諸(zhu)多問題(ti),切實加強農(nong)村勞動(dong)力的轉移培(pei)訓工作,對于加快(kuai)富余勞動(dong)力的有序流動(dong)和轉移、增加農(nong)民(min)收(shou)(shou)入(ru)(ru)、促進(jin)全縣(xian)經濟發(fa)展具有重(zhong)要(yao)的現實意義(yi)。
一、我縣農村勞(lao)動力隊伍現狀
據(ju)統計,我縣(xian)農(nong)村勞(lao)動力總(zong)數為156342人(ren),占農(nong)村人(ren)口總(zong)數的52.1%。按年齡結構分:16周(zhou)歲(sui)以(yi)上(shang)35周(zhou)歲(sui)以(yi)下(xia)(xia)65243人(ren),35周(zhou)歲(sui)至55周(zhou)歲(sui)68022人(ren),55周(zhou)歲(sui)以(yi)上(shang)23077人(ren);按文化程度(du)分:初(chu)中(zhong)(zhong)以(yi)下(xia)(xia)63814人(ren),初(chu)中(zhong)(zhong)75300人(ren),高中(zhong)(zhong)(中(zhong)(zhong)專、中(zhong)(zhong)技)17035人(ren),大專以(yi)上(shang)193人(ren)。農(nong)村勞(lao)動力中(zhong)(zhong)掌握專業技能的有23740人(ren),占總(zong)數的15.2%,其中(zhong)(zhong):高級(ji)工100人(ren),中(zhong)(zhong)級(ji)工2100人(ren),初(chu)級(ji)工21540人(ren)。
二、存(cun)在的(de)主要(yao)問題(ti)
1、整體(ti)素質偏低,思想觀念保守。一(yi)是(shi)(shi)農(nong)(nong)村勞動力(li)(li)(li)文(wen)化結構不(bu)合理,初中及以下比例偏高,掌握(wo)勞動技能(neng)的(de)程度(du)較(jiao)低。二(er)是(shi)(shi)農(nong)(nong)村勞動力(li)(li)(li)普遍存(cun)在小農(nong)(nong)意(yi)識強的(de)問(wen)題,小富即滿、小進即安思想較(jiao)重(zhong),只圖眼前利益,缺乏長(chang)遠發(fa)(fa)展眼光。三是(shi)(shi)由(you)于農(nong)(nong)村勞動力(li)(li)(li)受自(zi)身素質限制,加之政府對技能(neng)培訓宣(xuan)傳力(li)(li)(li)度(du)不(bu)夠,致(zhi)使農(nong)(nong)民對技能(neng)開(kai)發(fa)(fa)的(de)現實作用和(he)長(chang)遠意(yi)義認識不(bu)足。
2、培(pei)(pei)(pei)訓(xun)(xun)難(nan)度(du)較大,培(pei)(pei)(pei)訓(xun)(xun)效果不(bu)(bu)理(li)想。一(yi)是目前農村勞動(dong)(dong)力(li)人(ren)群(qun)情況復雜、流(liu)動(dong)(dong)加(jia)劇,工(gong)學矛盾較為突出,組織培(pei)(pei)(pei)訓(xun)(xun)的(de)(de)難(nan)度(du)較大。二是培(pei)(pei)(pei)訓(xun)(xun)專業設(she)置與(yu)農村實際和勞動(dong)(dong)力(li)市場(chang)(chang)需求(qiu)不(bu)(bu)對(dui)口,加(jia)之對(dui)市場(chang)(chang)需求(qiu)預測手段落(luo)后,培(pei)(pei)(pei)訓(xun)(xun)專業設(she)置缺乏市場(chang)(chang)調(diao)查的(de)(de)基礎,存(cun)在較大盲目性,影響了培(pei)(pei)(pei)訓(xun)(xun)的(de)(de)實施效果。三是從勞動(dong)(dong)力(li)供需總(zong)量來(lai)看,供大于(yu)求(qiu)的(de)(de)現(xian)象依然(ran)十分突出,造成培(pei)(pei)(pei)訓(xun)(xun)后沒有就業崗位,也已(yi)成為限制農村勞動(dong)(dong)力(li)轉移(yi)培(pei)(pei)(pei)訓(xun)(xun)工(gong)作開展(zhan)的(de)(de)一(yi)個(ge)重要原(yuan)因。
3、缺乏完整的(de)協調(diao)運行(xing)機(ji)制(zhi)。農(nong)村(cun)勞動力轉移培訓(xun)工(gong)作(zuo)是(shi)一(yi)項系統工(gong)程,單憑勞動部(bu)門一(yi)家的(de)力量難以實現,為加強此項工(gong)作(zuo),亟(ji)待(dai)建(jian)立有關部(bu)門共(gong)同參與、協調(diao)聯動的(de)工(gong)作(zuo)機(ji)制(zhi)。
4、資(zi)金籌(chou)措(cuo)難(nan)(nan)度大(da)。農村勞動力培訓(xun)工作涉及面廣,需要足夠的(de)經費保障,但目前培訓(xun)所(suo)需相關費用籌(chou)措(cuo)難(nan)(nan)度較(jiao)大(da),影響了(le)轉移培訓(xun)工作的(de)有效開(kai)展。
三、幾點建議
(一)加大宣傳(chuan)力度(du),營造(zao)良好氛圍
要(yao)充分(fen)(fen)利用廣播、電視、報刊等(deng)(deng)新聞(wen)媒(mei)介(jie),通過(guo)設立職業技能開發(fa)專欄,印(yin)刷發(fa)送宣傳(chuan)標語(yu)、宣傳(chuan)材料,開展職業技能宣傳(chuan)周、宣傳(chuan)日,組織職業技能鑒定(ding)、技術比(bi)武等(deng)(deng)活動形式,大力(li)宣傳(chuan)以市場為導(dao)向的就(jiu)業機制(zhi)和國家實行勞動預備(bei)制(zhi)度、就(jiu)業準入制(zhi)度以及(ji)職業資格證書制(zhi)度的內容和要(yao)求,鼓勵技能人才(cai)發(fa)揮重要(yao)作用,以宣傳(chuan)各行業技能人才(cai)的突出事(shi)跡為重點,發(fa)揮典型的示范帶動作用,充分(fen)(fen)調動農村勞動力(li)參加培(pei)(pei)訓的積極(ji)性,努力(li)營造職業培(pei)(pei)訓所(suo)需要(yao)的良好社會氛圍(wei)。
(二)明確(que)責任,建立協調配(pei)合機(ji)制(zhi)
首先,要成(cheng)立(li)以(yi)(yi)主(zhu)管縣領(ling)(ling)導為(wei)(wei)(wei)組長,勞(lao)(lao)動(dong)(dong)(dong)(dong)、計(ji)(ji)劃(hua)、財政、教育、林業(ye)(ye)、農業(ye)(ye)、科技及(ji)鄉鎮政府(fu)主(zhu)要領(ling)(ling)導為(wei)(wei)(wei)成(cheng)員(yuan)的(de)(de)(de)縣農村(cun)(cun)(cun)勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)轉移(yi)培(pei)訓(xun)(xun)工(gong)(gong)作(zuo)(zuo)(zuo)領(ling)(ling)導組織。建(jian)立(li)農民(min)工(gong)(gong)培(pei)訓(xun)(xun)工(gong)(gong)作(zuo)(zuo)(zuo)聯席會(hui)議制(zhi)度(du),研究解(jie)決培(pei)訓(xun)(xun)工(gong)(gong)作(zuo)(zuo)(zuo)中的(de)(de)(de)具體(ti)(ti)問題(ti),編制(zhi)培(pei)訓(xun)(xun)計(ji)(ji)劃(hua),落實(shi)扶持政策,統籌規(gui)劃(hua)、綜合協調農民(min)工(gong)(gong)的(de)(de)(de)培(pei)訓(xun)(xun)工(gong)(gong)作(zuo)(zuo)(zuo)。在此基礎上(shang)以(yi)(yi)縣鄉勞(lao)(lao)動(dong)(dong)(dong)(dong)服務(wu)站、村(cun)(cun)(cun)勞(lao)(lao)動(dong)(dong)(dong)(dong)服務(wu)所為(wei)(wei)(wei)依托,成(cheng)立(li)鄉鎮職(zhi)業(ye)(ye)技術培(pei)訓(xun)(xun)中心,健全完善農村(cun)(cun)(cun)勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)培(pei)訓(xun)(xun)服務(wu)網絡,重(zhong)點(dian)做好農村(cun)(cun)(cun)勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)轉移(yi)人員(yuan)和農業(ye)(ye)實(shi)用技術的(de)(de)(de)培(pei)訓(xun)(xun)工(gong)(gong)作(zuo)(zuo)(zuo)。其(qi)次(ci),要把農村(cun)(cun)(cun)勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)轉移(yi)培(pei)訓(xun)(xun)工(gong)(gong)作(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)為(wei)(wei)(wei)促進(jin)縣域(yu)經(jing)濟發展的(de)(de)(de)大事來抓,將此項工(gong)(gong)作(zuo)(zuo)(zuo)納入全縣經(jing)濟和社會(hui)發展總體(ti)(ti)規(gui)劃(hua),加強勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)市場建(jian)設與管理,要開展專題(ti)調研活動(dong)(dong)(dong)(dong),繪制(zhi)以(yi)(yi)鄉鎮為(wei)(wei)(wei)主(zhu)體(ti)(ti)的(de)(de)(de)勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)資源分布圖,同時制(zhi)定(ding)詳(xiang)細的(de)(de)(de)農村(cun)(cun)(cun)勞(lao)(lao)動(dong)(dong)(dong)(dong)力(li)(li)培(pei)訓(xun)(xun)計(ji)(ji)劃(hua),為(wei)(wei)(wei)轉移(yi)就(jiu)業(ye)(ye)創造條件。
(三)制定相關(guan)政策(ce)措(cuo)施,促(cu)進培訓(xun)工作開展
一是取消崗位(wei)和戶籍限制,統一發放《就業失業登記(ji)證》,用(yong)工(gong)單位(wei)在使用(yong)農(nong)民(min)(min)(min)工(gong)和城(cheng)鎮居民(min)(min)(min)時要(yao)一視同仁。二是積極探索用(yong)工(gong)單位(wei)招(zhao)用(yong)農(nong)民(min)(min)(min)工(gong)要(yao)參加醫療保險的具(ju)體辦(ban)法(fa),保證農(nong)民(min)(min)(min)工(gong)依法(fa)享有(you)工(gong)傷(shang)保險待遇。三是在辦(ban)理農(nong)民(min)(min)(min)工(gong)進城(cheng)務(wu)工(gong)手(shou)續(xu)時,除國務(wu)院(yuan)、省規定收(shou)取的費用(yong)外,不收(shou)取其它任(ren)何費用(yong)。四是為返鄉(xiang)創業人(ren)員提(ti)供扶持,享受我縣招(zhao)商引資優惠政策。五是對參加培訓的農(nong)民(min)(min)(min)工(gong)實行補貼或獎勵。
(四)擴大輸出渠(qu)道,發展勞務經濟(ji)
一方面有(you)計劃(hua)地深入京(jing)津等經濟發達地區,直接(jie)與用(yong)工單位(wei)見面,根據市場對勞(lao)(lao)動(dong)力的(de)需求,制定培訓和勞(lao)(lao)務(wu)輸出(chu)計劃(hua),實現(xian)培訓基地與輸出(chu)單位(wei)對接(jie),建立(li)勞(lao)(lao)務(wu)輸出(chu)聯合體,另(ling)一方面在北京(jing)、天津等大中城(cheng)市設立(li)辦事處,聘(pin)請(qing)信(xin)息員,通(tong)過原協作單位(wei)發展新的(de)用(yong)工單位(wei),挖掘新的(de)招聘(pin)信(xin)息和用(yong)工渠道,使勞(lao)(lao)務(wu)輸出(chu)規模不(bu)斷(duan)擴(kuo)大,減輕就業壓(ya)力,實現(xian)農村富余勞(lao)(lao)動(dong)力的(de)有(you)序合理流(liu)轉。
(五)整合培訓資源,全方位開展(zhan)農村(cun)職業技術培訓工(gong)作
以(yi)縣職教中心為龍頭,以(yi)鄉鎮職業技(ji)(ji)術(shu)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)中心為基(ji)(ji)礎,以(yi)各社會力(li)量(liang)(liang)辦學機構(gou)為補充(chong),建(jian)設一批能(neng)起示范帶動作用的(de)農村(cun)勞動力(li)轉(zhuan)移培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)基(ji)(ji)地,完(wan)善教學培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)條件,整合(he)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)資源,增加(jia)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)項目(mu),擴(kuo)大培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)規模,創造整體效(xiao)應。加(jia)強(qiang)勞動力(li)需求總量(liang)(liang)和結構(gou)預測,根據經(jing)濟(ji)發展需要(yao),在培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)內容(rong)上(shang)突(tu)出專用性與實(shi)(shi)效(xiao)性,加(jia)強(qiang)以(yi)產業化為重(zhong)點的(de)農村(cun)勞動力(li)就地轉(zhuan)移和以(yi)“綠色(se)證書”為重(zhong)點的(de)農業實(shi)(shi)用技(ji)(ji)術(shu)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)工(gong)作,搞好就地就近轉(zhuan)移前(qian)的(de)職業培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)工(gong)作,有針(zhen)對性地開展林果(guo)、食用菌、時差大棚蔬菜等(deng)種植技(ji)(ji)術(shu)和水產、畜牧、家禽等(deng)養(yang)殖(zhi)技(ji)(ji)術(shu)的(de)實(shi)(shi)用技(ji)(ji)術(shu)培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun),切(qie)實(shi)(shi)提高培(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)(xun)的(de)質量(liang)(liang)和效(xiao)益。
(六)實行(xing)勞動預備制度(du)(du)與就(jiu)業準入制度(du)(du)
穩步推進勞(lao)動(dong)預備(bei)(bei)制度,組織(zhi)農村未能(neng)繼(ji)續(xu)升學并準(zhun)備(bei)(bei)進入(ru)非農產業(ye)或(huo)(huo)進城務工的(de)(de)初、高(gao)中(zhong)畢(bi)業(ye)生參加必(bi)要的(de)(de)轉移(yi)就業(ye)培(pei)訓(xun),使其掌握一定的(de)(de)職(zhi)(zhi)(zhi)業(ye)技(ji)能(neng)并取(qu)得(de)相(xiang)(xiang)應(ying)的(de)(de)培(pei)訓(xun)證(zheng)書或(huo)(huo)職(zhi)(zhi)(zhi)業(ye)資(zi)格(ge)證(zheng)書。凡是國家規定實行(xing)就業(ye)準(zhun)入(ru)控制的(de)(de)職(zhi)(zhi)(zhi)業(ye),新(xin)增勞(lao)動(dong)力必(bi)須(xu)持證(zheng)上崗。未取(qu)得(de)相(xiang)(xiang)應(ying)職(zhi)(zhi)(zhi)業(ye)資(zi)格(ge)證(zheng)書者,縣職(zhi)(zhi)(zhi)業(ye)介紹機構不(bu)(bu)得(de)介紹就業(ye),勞(lao)動(dong)保(bao)(bao)障(zhang)部(bu)門(men)(men)不(bu)(bu)予辦理用工備(bei)(bei)案、合同鑒證(zheng)和各種社會保(bao)(bao)險(xian),用人(ren)單位不(bu)(bu)得(de)招收(shou)錄(lu)用;擬(ni)從(cong)事(shi)個體經營的(de)(de),工商(shang)行(xing)政管理部(bu)門(men)(men)不(bu)(bu)予辦理開業(ye)、登(deng)記手續(xu);擬(ni)從(cong)事(shi)汽車駕駛、汽車修理、摩托(tuo)車修理的(de)(de),交(jiao)警、運(yun)管部(bu)門(men)(men)不(bu)(bu)予辦理相(xiang)(xiang)關手續(xu);對(dui)用人(ren)單位因特殊情(qing)況急(ji)需(xu)招用的(de)(de),須(xu)經勞(lao)動(dong)保(bao)(bao)障(zhang)部(bu)門(men)(men)批準(zhun),可先招收(shou)再培(pei)訓(xun),取(qu)得(de)相(xiang)(xiang)應(ying)職(zhi)(zhi)(zhi)業(ye)資(zi)格(ge)證(zheng)書后上崗。
(七)加大勞動(dong)監察力度(du),維護勞動(dong)者的合法(fa)權益(yi)
勞動和社會保障部門要認真貫徹實施《河北省勞動和社會保障監察條例》,把企業用工作為勞動保障監察工作的重要內容,采取向社會公開舉報電話、聘請監督員等方式,加強監督檢查,依法查處并及時糾正違反就業準入控制、拖欠農民工工資等違法、違規行為,促進和保證農村勞動力培訓工作的良性健康開展。

一、班組勞動保護存在的問題:
為了進(jin)一步搞好班(ban)組(zu)勞(lao)動保護(hu)工作,保證(zheng)職工在(zai)生(sheng)產過程中(zhong)的(de)安全健(jian)康。班(ban)組(zu)勞(lao)動保護(hu)主要存在(zai)的(de)問題(ti)表(biao)現在(zai):
1、勞動(dong)保(bao)護職(zhi)責(ze)不(bu)明確。班組(zu)(zu)勞動(dong)保(bao)護職(zhi)責(ze)具體可分班組(zu)(zu)長、工(gong)會小組(zu)(zu)長和班組(zu)(zu)職(zhi)工(gong)的(de)勞動(dong)保(bao)護職(zhi)責(ze),在(zai)調查中發現班組(zu)(zu)長和工(gong)會小組(zu)(zu)長的(de)勞動(dong)保(bao)護職(zhi)責(ze)知道一些,但(dan)是也不(bu)全(quan)面(mian),職(zhi)工(gong)對班組(zu)(zu)勞動(dong)保(bao)護方面(mian)的(de)職(zhi)責(ze)的(de)知識(shi)知道的(de)就很可憐了(le)。
2、開(kai)展班組(zu)(zu)(zu)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)不夠(gou)。班組(zu)(zu)(zu)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)的(de)(de)(de)形式很多,一(yi)(yi)般有:班組(zu)(zu)(zu)崗(gang)位(wei)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)、經(jing)常性安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)、各種寓教于(yu)樂的(de)(de)(de)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)和特(te)種作業人(ren)員的(de)(de)(de)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)等(deng)(deng)。班組(zu)(zu)(zu)崗(gang)位(wei)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)是(shi)(shi)企業“三級(ji)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)”的(de)(de)(de)一(yi)(yi)個組(zu)(zu)(zu)成部分。班組(zu)(zu)(zu)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)不夠(gou)主要是(shi)(shi)班組(zu)(zu)(zu)崗(gang)位(wei)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)不能(neng)很好(hao)的(de)(de)(de)執(zhi)行,主要表現為:新工(gong)人(ren)或換(huan)崗(gang)工(gong)在(zai)廠(chang)里和分場(chang)(chang)的(de)(de)(de)兩級(ji)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)執(zhi)行的(de)(de)(de)不錯,可是(shi)(shi)到班組(zu)(zu)(zu)這一(yi)(yi)級(ji)的(de)(de)(de)班組(zu)(zu)(zu)崗(gang)位(wei)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)就不能(neng)很好(hao)的(de)(de)(de)執(zhi)行,尤其是(shi)(shi)班組(zu)(zu)(zu)之(zhi)間換(huan)崗(gang)人(ren)員表現的(de)(de)(de)尤為突出,如去年(nian)鍋爐分場(chang)(chang)9.15人(ren)身(shen)事故就是(shi)(shi)一(yi)(yi)個突出的(de)(de)(de)事例。各種寓教于(yu)樂的(de)(de)(de)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)(yu)活動(dong)不夠(gou)豐富多彩(cai),在(zai)班組(zu)(zu)(zu)缺少班組(zu)(zu)(zu)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)知(zhi)識競賽(sai)、班組(zu)(zu)(zu)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)合理化建議等(deng)(deng)活動(dong),搞的(de)(de)(de)一(yi)(yi)些(xie)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)方(fang)面(mian)的(de)(de)(de)活動(dong)也(ye)是(shi)(shi)分場(chang)(chang)及廠(chang)部搞的(de)(de)(de)一(yi)(yi)些(xie)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)活動(dong),缺少適(shi)合自己班組(zu)(zu)(zu)實(shi)際的(de)(de)(de)安(an)(an)(an)(an)(an)全(quan)(quan)(quan)(quan)活動(dong)。
3、用好、管好勞保(bao)(bao)用品(pin)(pin)(pin)做的(de)不(bu)好。勞保(bao)(bao)用品(pin)(pin)(pin)是預防(fang)職工(gong)生(sheng)產(chan)中發生(sheng)事故和職業病的(de)一(yi)種(zhong)措(cuo)施,班組是個(ge)(ge)人(ren)防(fang)護用品(pin)(pin)(pin)直接使用的(de)場所,用好、管好勞保(bao)(bao)用品(pin)(pin)(pin),是班組勞動保(bao)(bao)護工(gong)作的(de)重要內容之一(yi)。在檢查和調(diao)查中發現,職工(gong)發的(de)勞保(bao)(bao)用品(pin)(pin)(pin)幾乎(hu)都拿回(hui)(hui)家,留在班組的(de)勞保(bao)(bao)用品(pin)(pin)(pin)幾乎(hu)很(hen)少。如口罩(zhao)是用來防(fang)塵的(de),可是在工(gong)作中,我們有(you)幾個(ge)(ge)職工(gong)把(ba)它戴(dai)(dai)(dai)上,一(yi)問:為什么不(bu)戴(dai)(dai)(dai)口罩(zhao)?幾乎(hu)是一(yi)致回(hui)(hui)答:怕麻煩(fan),有(you)個(ge)(ge)別職工(gong)開始也(ye)(ye)帶口罩(zhao),經過大家的(de)譏(ji)諷,也(ye)(ye)就不(bu)戴(dai)(dai)(dai)了(le)。
4、職(zhi)(zhi)工特殊保(bao)護(hu)工作(zuo)(zuo)(zuo)上還欠缺(que)。女職(zhi)(zhi)工在(zai)孕期(qi)、生育期(qi)、哺乳(ru)期(qi)這三(san)個期(qi)間(jian)還能很好的(de)執行,但是(shi)(shi)女職(zhi)(zhi)工在(zai)經期(qi)的(de)特殊保(bao)護(hu)上執行就(jiu)有些不(bu)足,一是(shi)(shi)女職(zhi)(zhi)工愛面(mian)子(zi),不(bu)好意思說,班(ban)(ban)(ban)長(chang)讓其工作(zuo)(zuo)(zuo)也就(jiu)將(jiang)就(jiu)的(de)干(gan)了;二是(shi)(shi)班(ban)(ban)(ban)長(chang)在(zai)班(ban)(ban)(ban)組人手缺(que)少、工作(zuo)(zuo)(zuo)任務重的(de)情況(kuang)下,讓其從事重體(ti)力工作(zuo)(zuo)(zuo)和(he)接觸(chu)涼水(shui)的(de)工作(zuo)(zuo)(zuo),明知班(ban)(ban)(ban)組長(chang)是(shi)(shi)違(wei)反婦女保(bao)護(hu) 法的(de),不(bu)好意思與班(ban)(ban)(ban)長(chang)角質,也就(jiu)算了,將(jiang)錯(cuo)就(jiu)錯(cuo)。
5、在做好(hao)班(ban)組(zu)(zu)職業病(bing)防(fang)治工(gong)作中表(biao)(biao)現(xian)不力。主(zhu)要表(biao)(biao)現(xian)在平時宣(xuan)傳職業病(bing)防(fang)治上(shang)不夠,不能很好(hao)的(de)督促班(ban)組(zu)(zu)職工(gong)定期(qi)參加健康檢查,對(dui)班(ban)組(zu)(zu)勞動(dong)過(guo)程中防(fang)治職業病(bing)的(de)措施(shi)執(zhi)行不力。
二、進(jin)一步(bu)搞好班組(zu)勞動保護的對策和途徑
班(ban)組(zu)(zu)(zu)是企業生產一線的戰斗集(ji)體,班(ban)組(zu)(zu)(zu)的一切工(gong)作要靠全班(ban)職(zhi)工(gong)團(tuan)結(jie)協作、齊心(xin)(xin)協力去完成。班(ban)組(zu)(zu)(zu)勞動(dong)(dong)保護工(gong)作同樣如此,只有把班(ban)組(zu)(zu)(zu)內部各(ge)方面的積極因素調動(dong)(dong)起來,動(dong)(dong)員和(he)組(zu)(zu)(zu)織全班(ban)職(zhi)工(gong)共同關(guan)心(xin)(xin)、參與,才(cai)能搞好(hao)班(ban)組(zu)(zu)(zu)的勞動(dong)(dong)保護工(gong)作。
1、進一步明(ming)確班長(chang)(chang)(chang)、工(gong)會小組(zu)(zu)長(chang)(chang)(chang)和班組(zu)(zu)職(zhi)(zhi)工(gong)的勞(lao)動(dong)保(bao)(bao)護職(zhi)(zhi)責(ze),進一步教育班員(yuan)對班組(zu)(zu)勞(lao)動(dong)保(bao)(bao)護重要意義的認(ren)識。使他們了解自己(ji)的職(zhi)(zhi)責(ze),職(zhi)(zhi)責(ze)明(ming)確。使他們知道勞(lao)動(dong)保(bao)(bao)護是他們權益的表現。班長(chang)(chang)(chang)要注意發揮(hui)工(gong)會小組(zu)(zu)長(chang)(chang)(chang)檢查監督(du)員(yuan)和其他五大員(yuan)的作(zuo)(zuo)用,協(xie)助做好(hao)班組(zu)(zu)勞(lao)動(dong)保(bao)(bao)護工(gong)作(zuo)(zuo)。
2、加強班(ban)(ban)組(zu)(zu)(zu)(zu)的安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu),尤其是加強班(ban)(ban)組(zu)(zu)(zu)(zu)的崗(gang)位(wei)(wei)安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)。對于新工(gong)(gong)、換(huan)崗(gang)工(gong)(gong)也要進行(xing)新崗(gang)位(wei)(wei)安(an)(an)(an)全(quan)(quan)(quan)(quan)技術教育(yu),其中班(ban)(ban)組(zu)(zu)(zu)(zu)崗(gang)位(wei)(wei)安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu),由班(ban)(ban)長(chang)組(zu)(zu)(zu)(zu)織實施(shi)。內容包括:本(ben)(ben)班(ban)(ban)組(zu)(zu)(zu)(zu)崗(gang)位(wei)(wei)安(an)(an)(an)全(quan)(quan)(quan)(quan)狀況,規章(zhang)制度、工(gong)(gong)作(zuo)性質(zhi)及職責(ze)范圍;機(ji)械、電器等設備的安(an)(an)(an)全(quan)(quan)(quan)(quan)防護性能,使(shi)用(yong)(yong)方(fang)(fang)法的操作(zuo)規程;本(ben)(ben)班(ban)(ban)組(zu)(zu)(zu)(zu)本(ben)(ben)崗(gang)位(wei)(wei)曾發生的事故教訓(xun)(xun),勞動(dong)條件,危險機(ji)件、危險物及控制方(fang)(fang)法,勞動(dong)保護用(yong)(yong)品(pin)的正確使(shi)用(yong)(yong)和(he)保管(guan)。在教育(yu)方(fang)(fang)法上,一般采(cai)取以老帶新或以師(shi)帶徒,并(bing)經過一段時間的熟悉、訓(xun)(xun)練(lian)、考核(he)合格準予獨立上崗(gang),考試成績(ji)記入安(an)(an)(an)全(quan)(quan)(quan)(quan)卡。待“三級安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)”完(wan)畢(bi)后,建立檔(dang)案,并(bing)做為今后繼續教育(yu)的考核(he)依(yi)據。寓教于樂活(huo)動(dong)的安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)形式靈活(huo)多樣(yang),很受職工(gong)(gong)歡迎,為了豐富(fu)安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)活(huo)動(dong),可(ke)以根據班(ban)(ban)組(zu)(zu)(zu)(zu)的實際情況,開(kai)展班(ban)(ban)組(zu)(zu)(zu)(zu)勞動(dong)保護、安(an)(an)(an)全(quan)(quan)(quan)(quan)知識(shi)競(jing)賽,班(ban)(ban)組(zu)(zu)(zu)(zu)百日(ri)安(an)(an)(an)全(quan)(quan)(quan)(quan)無事故競(jing)賽,班(ban)(ban)組(zu)(zu)(zu)(zu)“反三違”活(huo)動(dong),班(ban)(ban)組(zu)(zu)(zu)(zu)安(an)(an)(an)全(quan)(quan)(quan)(quan)合理(li)化(hua)建議活(huo)動(dong),班(ban)(ban)組(zu)(zu)(zu)(zu)安(an)(an)(an)全(quan)(quan)(quan)(quan)影視教育(yu),班(ban)(ban)組(zu)(zu)(zu)(zu)事故暴光圖片展覽會等活(huo)動(dong),豐富(fu)大家的安(an)(an)(an)全(quan)(quan)(quan)(quan)教育(yu)活(huo)動(dong)。

4、把女(nv)(nv)工(gong)特殊保護工(gong)作做細,對(dui)女(nv)(nv)工(gong)實行“四期保護”中要充分對(dui)“經期”的(de)(de)保護,女(nv)(nv)職(zhi)(zhi)工(gong)要及時告之所在的(de)(de)班組長(chang),以(yi)婉轉(zhuan)的(de)(de)說法告之。如:“今(jin)天老姨媽來拉”,“今(jin)天紅小(xiao)弟回家了”之類的(de)(de)話(hua)語,班長(chang)一聽之后就明白,在工(gong)作中照顧你(ni),盡(jin)量不(bu)分配過于笨(ben)重的(de)(de)體力勞動(dong)及接觸冷水(shui)的(de)(de)工(gong)作,如非要下冷水(shui),必須戴橡皮手套,從生(sheng)理(li)上真正保護女(nv)(nv)職(zhi)(zhi)工(gong)的(de)(de)合法權益(yi)。
5、加(jia)大對班(ban)組職(zhi)業病(bing)(bing)防(fang)治(zhi)的(de)(de)(de)(de)宣傳工(gong)(gong)作(zuo)。利用工(gong)(gong)作(zuo)學習(xi)日,宣傳職(zhi)業病(bing)(bing)防(fang)治(zhi)的(de)(de)(de)(de)意(yi)義,學習(xi)本班(ban)組有關(guan)的(de)(de)(de)(de)工(gong)(gong)業衛生(sheng)標(biao)準和職(zhi)業病(bing)(bing)防(fang)治(zhi)辦法,做好通風(feng)除塵(chen)等防(fang)護設備的(de)(de)(de)(de)保養(yang)工(gong)(gong)作(zuo),努力使(shi)班(ban)組勞動過程中達到衛生(sheng)標(biao)準要(yao)求。改變他們在工(gong)(gong)作(zuo)中的(de)(de)(de)(de)陋習(xi),用班(ban)員(yuan)好的(de)(de)(de)(de)實(shi)際(ji)行動維護自己的(de)(de)(de)(de)身體健康(kang)。落實(shi)防(fang)護、急救、治(zhi)療措施,落實(shi)對廢(fei)氣、廢(fei)水(shui)、廢(fei)渣(zha)和噪聲的(de)(de)(de)(de)治(zhi)理措施等。
三、搞好班組勞動保(bao)護工作的途徑
綜合目前電(dian)力(li)行業班(ban)組勞動保護(hu)、安全生產(chan)工作(zuo)的經驗(yan),搞好班(ban)組勞動保護(hu)工作(zuo)的途徑主(zhu)要有:
1、堅持(chi)“管生產必(bi)須(xu)同(tong)時管安(an)全(quan),”這是每一班組(zu)長和(he)職工必(bi)須(xu)樹立(li)的基本指導(dao)思想(xiang)。具體地說(shuo),班組(zu)長對生產與(yu)安(an)全(quan)實(shi)行(xing)全(quan)面負責制,堅決執行(xing)“五同(tong)時”制度,對班組(zu)的生產和(he)安(an)全(quan)工作,必(bi)須(xu)做到同(tong)時計劃(hua)、部署、檢(jian)查、總結、評比。
2、堅持行(xing)(xing)政(zheng)(zheng)管(guan)(guan)(guan)(guan)理(li)與(yu)群眾(zhong)監督(du)(du)相結(jie)合(he)(he),根據“三(san)結(jie)合(he)(he)”的勞(lao)(lao)動(dong)保護管(guan)(guan)(guan)(guan)理(li)體(ti)(ti)制,目(mu)前(qian)在(zai)電力企業(ye)內部(bu)基本(ben)形成(cheng)(cheng)了“專(zhuan)(zhuan)管(guan)(guan)(guan)(guan)成(cheng)(cheng)線(xian)、群管(guan)(guan)(guan)(guan)成(cheng)(cheng)網、專(zhuan)(zhuan)群結(jie)合(he)(he)”的勞(lao)(lao)動(dong)保護管(guan)(guan)(guan)(guan)理(li)和(he)監督(du)(du)體(ti)(ti)系。即一(yi)方(fang)面建立行(xing)(xing)政(zheng)(zheng)一(yi)把手全面負(fu)(fu)責(ze)(ze),各科室、車(che)間、班組(zu)主(zhu)要負(fu)(fu)責(ze)(ze)人具體(ti)(ti)負(fu)(fu)責(ze)(ze)的勞(lao)(lao)動(dong)保護、安全生產管(guan)(guan)(guan)(guan)理(li)系統,確上而下的行(xing)(xing)政(zheng)(zheng)指揮系統暢通(tong)無阻。另一(yi)方(fang)面建立班組(zu)工會、車(che)間工會、企業(ye)工會三(san)級(ji)群眾(zhong)監督(du)(du)系統,并履(lv)行(xing)(xing)參(can)與(yu)、協助、教育、監督(du)(du)職能,配合(he)(he)行(xing)(xing)政(zheng)(zheng)做(zuo)(zuo)好群眾(zhong)勞(lao)(lao)動(dong)保護工作(zuo)(zuo)。因此,在(zai)班組(zu)勞(lao)(lao)動(dong)保護工作(zuo)(zuo)中(zhong),班組(zu)長要充(chong)分發揮班組(zu)五大員和(he)工會小(xiao)組(zu)長的作(zuo)(zuo)用,支(zhi)持他們各司其(qi)職,各負(fu)(fu)其(qi)責(ze)(ze),團結(jie)協作(zuo)(zuo)做(zuo)(zuo)好班組(zu)勞(lao)(lao)動(dong)保護工作(zuo)(zuo)。
3、堅持(chi)班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)勞(lao)動保護、安(an)全(quan)(quan)生(sheng)產(chan)責(ze)任制與班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)經(jing)濟(ji)責(ze)任制掛鉤(gou),運用經(jing)濟(ji)激勵手段來增強(qiang)班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)職工的安(an)全(quan)(quan)生(sheng)產(chan)責(ze)任性,是行(xing)之(zhi)有效的方法之(zhi)一(yi),企業在制定班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)勞(lao)動保護、安(an)全(quan)(quan)生(sheng)產(chan)責(ze)任制時,要在明(ming)確(que)班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)崗(gang)位安(an)全(quan)(quan)生(sheng)產(chan)職責(ze)、目(mu)標,完善各個崗(gang)位安(an)全(quan)(quan)操作(zuo)規程的.同時,把主(zhu)要內容列入班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)崗(gang)位經(jing)濟(ji)責(ze)任制的考核范圍,使班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)職工履(lv)行(xing)安(an)全(quan)(quan)責(ze)任的好(hao)壞與利(li)益分(fen)配掛鉤(gou),從(cong)而(er)打破班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)間、崗(gang)位間的安(an)全(quan)(quan)生(sheng)產(chan)“大鍋飯”,調動班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)職工的積極性,強(qiang)化班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)勞(lao)動保護工作(zuo),確(que)保班(ban)(ban)(ban)(ban)(ban)組(zu)(zu)安(an)全(quan)(quan)生(sheng)產(chan)。
4、堅持(chi)處(chu)罰(fa)與教(jiao)育(yu)(yu)、關心相結合,班組職工(gong)(gong)(gong)違章作業(ye),必(bi)須(xu)(xu)(xu)受到應有(you)的(de)(de)(de)處(chu)罰(fa),這是(shi)強化職工(gong)(gong)(gong)安(an)全意識(shi)(shi)的(de)(de)(de)重要手(shou)段(duan)之(zhi)一。因此(ci),必(bi)須(xu)(xu)(xu)打破一切面(mian)子觀念,堅持(chi)“三(san)(san)鐵”(鐵心腸、鐵手(shou)腕(wan)、鐵面(mian)孔),照(zhao)章辦事(shi)。但是(shi)處(chu)罰(fa)僅僅是(shi)一種手(shou)段(duan),并(bing)不是(shi)終目(mu)(mu)的(de)(de)(de)。我(wo)(wo)們的(de)(de)(de)目(mu)(mu)的(de)(de)(de)是(shi)要讓職工(gong)(gong)(gong)樹立較強的(de)(de)(de)安(an)全意識(shi)(shi)和(he)自我(wo)(wo)保護意識(shi)(shi),自覺的(de)(de)(de)執行(xing)勞(lao)(lao)動(dong)保護 法(fa)規(gui)和(he)企業(ye)安(an)全生(sheng)產各項(xiang)規(gui)章制度。因此(ci)在方(fang)法(fa)上還(huan)(huan)必(bi)須(xu)(xu)(xu)與教(jiao)育(yu)(yu)緊(jin)密結合。一方(fang)面(mian)要組織班組學(xue)習勞(lao)(lao)動(dong)保護 法(fa)規(gui)、制度,實行(xing)“三(san)(san)級安(an)全教(jiao)育(yu)(yu)”,使職工(gong)(gong)(gong)對企業(ye)、班組、本崗(gang)位的(de)(de)(de)工(gong)(gong)(gong)藝、安(an)全、衛生(sheng)、技術、操作規(gui)程會講會背。另一方(fang)面(mian)在教(jiao)育(yu)(yu)方(fang)法(fa)上還(huan)(huan)必(bi)須(xu)(xu)(xu)以“情”感人。特別是(shi)對受到“工(gong)(gong)(gong)傷(shang)(shang)”的(de)(de)(de)職工(gong)(gong)(gong),即要著章辦事(shi),根(gen)據(ju)責任大小給予必(bi)要的(de)(de)(de)行(xing)政(zheng)處(chu)理,又(you)要熱情關心,幫助(zhu)總(zong)結教(jiao)訓(xun),同時還(huan)(huan)必(bi)須(xu)(xu)(xu)保證工(gong)(gong)(gong)傷(shang)(shang)職工(gong)(gong)(gong)享(xiang)受勞(lao)(lao)動(dong)保險政(zheng)策(ce)規(gui)定(ding)的(de)(de)(de)工(gong)(gong)(gong)傷(shang)(shang)待遇。
5、堅持班(ban)(ban)(ban)(ban)組(zu)安(an)全(quan)管(guan)(guan)理與班(ban)(ban)(ban)(ban)組(zu)安(an)全(quan)競(jing)賽(sai)(sai)活動相結合(he)方法,在班(ban)(ban)(ban)(ban)組(zu)勞動保(bao)(bao)護(hu)與安(an)全(quan)生產管(guan)(guan)理中(zhong),除了采(cai)用必要的行(xing)政(zheng)管(guan)(guan)理方法和(he)(he)手段,強(qiang)化班(ban)(ban)(ban)(ban)組(zu)安(an)全(quan)基(ji)礎管(guan)(guan)理工(gong)作外,行(xing)政(zheng)和(he)(he)工(gong)會還要密切配合(he),開(kai)展(zhan)以安(an)全(quan)為(wei)中(zhong)心內容的多種形式(shi)的競(jing)賽(sai)(sai)活動。如開(kai)展(zhan)“安(an)全(quan)合(he)格(ge)班(ban)(ban)(ban)(ban)組(zu)達標賽(sai)(sai)”、“班(ban)(ban)(ban)(ban)組(zu)升級賽(sai)(sai)”、“班(ban)(ban)(ban)(ban)組(zu)百日無(wu)事故(gu)競(jing)賽(sai)(sai)”、“班(ban)(ban)(ban)(ban)組(zu)安(an)全(quan)技術比(bi)武”、“班(ban)(ban)(ban)(ban)組(zu)勞動保(bao)(bao)護(hu)知識(shi)競(jing)賽(sai)(sai)”“班(ban)(ban)(ban)(ban)組(zu)互保(bao)(bao)活動”等(deng)(deng)等(deng)(deng),有效地促進了班(ban)(ban)(ban)(ban)組(zu)勞動保(bao)(bao)護(hu)和(he)(he)安(an)全(quan)生產基(ji)礎管(guan)(guan)理工(gong)作的加強(qiang),提高班(ban)(ban)(ban)(ban)組(zu)整體安(an)全(quan)素質。
6、持搞好班組勞動保護與加強班組安全基礎建設相結合的方法。搞好班組安全建設,是強化企業基礎管理的重要內容之一,也是搞好企業勞動保護,減少職工傷亡事故,實現安全生產切實、有效的方法。

石蓋(gai)塘鎮(zhen)位(wei)于郴(chen)州市(shi)南(nan)郊,是北湖區“城(cheng)郊新鎮(zhen)、工業重(zhong)鎮(zhen)、經(jing)濟(ji)(ji)強(qiang)鎮(zhen)”,鎮(zhen)域經(jing)濟(ji)(ji)基本競爭力(li)進(jin)入全市(shi)經(jing)濟(ji)(ji)十(shi)強(qiang)鄉(xiang)鎮(zhen)行列。全鎮(zhen)下(xia)轄8個行政村,1個居(ju)委(wei)會,共有總(zong)人(ren)(ren)(ren)(ren)(ren)(ren)口(kou)11950人(ren)(ren)(ren)(ren)(ren)(ren),其(qi)中農(nong)村人(ren)(ren)(ren)(ren)(ren)(ren)口(kou)9406人(ren)(ren)(ren)(ren)(ren)(ren),城(cheng)鎮(zhen)人(ren)(ren)(ren)(ren)(ren)(ren)口(kou)2544人(ren)(ren)(ren)(ren)(ren)(ren),有農(nong)村富余勞動力(li)(16至60周歲)2343人(ren)(ren)(ren)(ren)(ren)(ren);勞動力(li)年齡結構(gou)為:16-20歲之(zhi)間(jian)的(de)勞動力(li)180人(ren)(ren)(ren)(ren)(ren)(ren),占7.6%;21-40歲之(zhi)間(jian)的(de)勞動力(li)1506人(ren)(ren)(ren)(ren)(ren)(ren),占64.2%;41-60歲之(zhi)間(jian)的(de)勞動力(li)657人(ren)(ren)(ren)(ren)(ren)(ren),占28.0%。知(zhi)識結構(gou)為:初中及以(yi)下(xia)文化1533人(ren)(ren)(ren)(ren)(ren)(ren),占65.4%;高(gao)中、中專以(yi)上(shang)文化800人(ren)(ren)(ren)(ren)(ren)(ren),占34.1%。
一(yi)、當前農(nong)村(cun)勞(lao)動力轉移(yi)就(jiu)業的幾個特點
1、具有較(jiao)強的裙帶性。經親朋好友介(jie)紹或引路而實(shi)現就業(ye)的農(nong)村(cun)勞動(dong)力(li)占(zhan)大多(duo)數,通過(guo)政(zheng)府(fu)或職業(ye)中介(jie)機構組織(zhi)勞務(wu)輸出(chu)實(shi)現轉(zhuan)移的人數相(xiang)對較(jiao)少。特(te)別是青(qing)年(nian)勞動(dong)力(li)流動(dong)周期(qi)長(chang),有的農(nong)村(cun)青(qing)年(nian)已完全擺脫了農(nong)業(ye)生產(chan)而長(chang)期(qi)在(zai)外(wai)從事流動(dong)就業(ye),流動(dong)時(shi)間在(zai)5年(nian)以上的占(zhan)外(wai)出(chu)務(wu)工人員總數的3%左右。
2、流動區(qu)域相(xiang)對(dui)集中(zhong)。北湖區(qu)石蓋(gai)塘(tang)鎮農村外出務工人員(yuan)遍及全國各地(di),但是(shi),流動區(qu)域相(xiang)對(dui)集中(zhong)珠江三角洲及郴州市(shi)區(qu)等地(di)區(qu)。隨著北湖區(qu)石蓋(gai)塘(tang)鎮鎮域經濟的(de)加強,宇騰化工、裕湘面業(ye)(ye)等企業(ye)(ye)擴產,在鎮區(qu)就業(ye)(ye)的(de)農民工有(you)增加趨(qu)勢。
3、具有明顯的(de)兼業性。隨著二、三產(chan)業的(de)發展和(he)農(nong)(nong)業生(sheng)產(chan)率的(de)提高,相當一(yi)部(bu)分農(nong)(nong)民(min)既保留(liu)著土地(di)(di)的(de)承(cheng)包(bao)權(quan),又加(jia)入了(le)外出(chu)務工大潮,農(nong)(nong)忙時種(zhong)地(di)(di),農(nong)(nong)閑時外出(chu)做工經商,屬亦工亦農(nong)(nong)性轉移。
4、依然(ran)以(yi)從事(shi)純(chun)體力勞(lao)(lao)(lao)動(dong)為主。外出務工的(de)農(nong)村(cun)勞(lao)(lao)(lao)動(dong)力初中(zhong)以(yi)下文化程度(du)占65.4%,由于他們普遍素質(zhi)偏低,技(ji)能(neng)單一,這與(yu)就業市場要求高素質(zhi)、高技(ji)能(neng)人才形成反差,他們外出就業的(de)空(kong)間逐漸縮減,大(da)部分只能(neng)從事(shi)勞(lao)(lao)(lao)動(dong)技(ji)能(neng)低、勞(lao)(lao)(lao)動(dong)強度(du)大(da)、危險性高的(de)行(xing)業。
5、由(you)單純的(de)(de)打工(gong)者向個體私營業主(zhu)轉變。一(yi)部分(fen)外出務工(gong)人(ren)員通過自己(ji)多年在(zai)外打工(gong)單位從事管理或技術工(gong)種等工(gong)作,掌(zhang)握(wo)了(le)一(yi)定的(de)(de)技能,積(ji)蓄了(le)一(yi)定資(zi)金(jin),積(ji)累了(le)一(yi)定的(de)(de)實踐經(jing)驗,拓寬了(le)視野(ye),增長(chang)了(le)知(zhi)識(shi),他(ta)們便充(chong)分(fen)利(li)(li)用自己(ji)的(de)(de)有利(li)(li)條件,紛紛返鄉創(chuang)辦經(jing)濟實體,從而真正發家致富。
二、農(nong)村勞動力轉移中存在(zai)的一些問(wen)題
1、農(nong)(nong)村(cun)(cun)富余勞動力(li)(li)(li)的(de)轉移(yi)方(fang)式仍存(cun)在盲目性(xing)。改革開放以來(lai),自發性(xing)轉移(yi)一直(zhi)是農(nong)(nong)村(cun)(cun)勞動力(li)(li)(li)外出主(zhu)要的(de)方(fang)式,同(tong)時由于基層就業(ye)(ye)信息網(wang)絡尚未(wei)健(jian)全,使(shi)農(nong)(nong)村(cun)(cun)富余勞動力(li)(li)(li)轉移(yi)就業(ye)(ye)缺乏足夠的(de)信息渠(qu)道和就業(ye)(ye)指導,導致盲目性(xing)很大。農(nong)(nong)村(cun)(cun)勞動力(li)(li)(li)無序化流動給各級政府及相關職能部(bu)門進行勞動力(li)(li)(li)宏觀調控(kong)、開展有組(zu)織勞務輸出和城鄉統籌就業(ye)(ye)等(deng)(deng)工作增加了(le)難度,降低了(le)勞動力(li)(li)(li)資(zi)源利用率,同(tong)時也給輸入地的(de)社會治(zhi)安、城市(shi)交通(tong)、住房建設、計(ji)劃生育(yu)等(deng)(deng)方(fang)面帶來(lai)了(le)一些負(fu)面影響。
2、農村勞動(dong)力(li)轉移就業收入(ru)(ru)(ru)相對偏低(di)。據調(diao)查,外出務工勞動(dong)力(li)整體(ti)收入(ru)(ru)(ru)偏低(di),其中月收入(ru)(ru)(ru)800元(yuan)以(yi)下的(de)有572人(ren),占(zhan)外出務工總(zong)人(ren)數的(de)24.4%;800-1500元(yuan)的(de)有1480人(ren),占(zhan)63.1%;1500元(yuan)以(yi)上(shang)的(de)有284人(ren),占(zhan)12.1%。同時,他們工作(zuo)存(cun)在不穩定性,據調(diao)查,長期在一個地(di)方(fang)務工的(de)占(zhan)外出務工總(zong)人(ren)數的(de)38%,兩(liang)個以(yi)上(shang)地(di)方(fang)的(de)占(zhan)62%。
3、農村(cun)(cun)勞(lao)動力(li)就(jiu)業(ye)(ye)尚沒有完全可靠的(de)保(bao)障(zhang)。由于(yu)長(chang)期存在的(de)城鄉二元經濟(ji)結構,使農村(cun)(cun)勞(lao)動力(li)在向二、三產業(ye)(ye)轉移過程中(zhong)(zhong)(zhong)面臨諸多體制性、政(zheng)策(ce)性障(zhang)礙(ai)。如在就(jiu)業(ye)(ye)機(ji)會上,與城市(shi)勞(lao)動力(li)相比(bi),農村(cun)(cun)勞(lao)動力(li)在就(jiu)業(ye)(ye)機(ji)會方面受到更多的(de)限制;在社會保(bao)障(zhang)和(he)勞(lao)保(bao)福(fu)利方面,由于(yu)缺乏(fa)相應的(de)政(zheng)策(ce)和(he)法律保(bao)護及有效監督,使農民(min)工(gong)(gong)(gong)(gong)在社會保(bao)障(zhang)和(he)勞(lao)保(bao)福(fu)利方面不(bu)僅大大低(di)于(yu)城市(shi)職(zhi)工(gong)(gong)(gong)(gong),而且沒有保(bao)障(zhang),外出務工(gong)(gong)(gong)(gong)人(ren)員(yuan)中(zhong)(zhong)(zhong)與企業(ye)(ye)簽(qian)訂(ding)勞(lao)動合(he)同的(de)占外出務工(gong)(gong)(gong)(gong)總人(ren)數(shu)的(de)88.6%,其中(zhong)(zhong)(zhong)一部分合(he)同簽(qian)訂(ding)不(bu)規范;參加養(yang)老保(bao)險人(ren)員(yuan)64%,少數(shu)參加了(le)工(gong)(gong)(gong)(gong)傷保(bao)險。近幾年,盡(jin)管(guan)中(zhong)(zhong)(zhong)央出臺了(le)一系列保(bao)護農民(min)工(gong)(gong)(gong)(gong)權(quan)益的(de)政(zheng)策(ce)和(he)法律法規,但完全落實到位仍需要一段時間。
4、較(jiao)低(di)的(de)(de)素(su)質制約了剩(sheng)(sheng)余(yu)勞(lao)(lao)動(dong)力(li)的(de)(de)轉移(yi)領域。農(nong)村(cun)勞(lao)(lao)動(dong)力(li)素(su)質低(di)是制約農(nong)村(cun)剩(sheng)(sheng)余(yu)勞(lao)(lao)動(dong)力(li)轉移(yi)數量(liang)特別是轉移(yi)層次(ci)提高(gao)的(de)(de)重(zhong)要因(yin)素(su),突出表現(xian)在(zai)低(di)學歷的(de)(de)偏多(duo),高(gao)學歷的(de)(de)極少(shao);體力(li)型的(de)(de)偏多(duo),經(jing)過專(zhuan)業培訓的(de)(de)較(jiao)少(shao)。受農(nong)村(cun)勞(lao)(lao)動(dong)力(li)素(su)質、技能(neng)低(di)的(de)(de)客觀條件影(ying)響,農(nong)村(cun)勞(lao)(lao)動(dong)力(li)難以進入較(jiao)高(gao)層次(ci)的(de)(de)產業,轉移(yi)領域也越來越窄(zhai)。
三、加(jia)快農村(cun)勞動力轉移的對策和建議
1、健全(quan)體系,不斷(duan)完(wan)(wan)(wan)善(shan)城鄉(xiang)(xiang)一體的(de)(de)勞(lao)(lao)動力市(shi)場(chang)。要采(cai)取有(you)(you)效措施,增加投入(ru),加強城鄉(xiang)(xiang)溝(gou)通的(de)(de)勞(lao)(lao)動力市(shi)場(chang)硬件、軟件建設和(he)(he)鄉(xiang)(xiang)鎮勞(lao)(lao)動保(bao)(bao)障(zhang)平臺(tai)及村(cun)級信息聯絡員隊伍建設,著力構筑完(wan)(wan)(wan)善(shan)以(yi)政府(fu)為(wei)主導(dao),以(yi)社(she)會(hui)(hui)化服(fu)務為(wei)依托,以(yi)市(shi)場(chang)為(wei)導(dao)向的(de)(de)農(nong)(nong)(nong)村(cun)勞(lao)(lao)動力就(jiu)業(ye)服(fu)務、培(pei)訓(xun)和(he)(he)管理體系,有(you)(you)效地促進農(nong)(nong)(nong)村(cun)富余勞(lao)(lao)動力外出就(jiu)業(ye)。同時,要完(wan)(wan)(wan)善(shan)政策配套(tao),努力創造良(liang)好的(de)(de)社(she)會(hui)(hui)環境,完(wan)(wan)(wan)善(shan)土(tu)地承包責任制,加快土(tu)地有(you)(you)序流轉,實行土(tu)地承包權(quan)與(yu)耕作經營權(quan)的(de)(de)分離;支持農(nong)(nong)(nong)民進城打(da)工和(he)(he)就(jiu)業(ye),實行城鄉(xiang)(xiang)統(tong)籌(chou)就(jiu)業(ye)、平等(deng)就(jiu)業(ye);積極探索(suo)農(nong)(nong)(nong)村(cun)養老保(bao)(bao)險、醫療保(bao)(bao)險、失(shi)業(ye)保(bao)(bao)險等(deng),使農(nong)(nong)(nong)村(cun)勞(lao)(lao)動力能夠(gou)享(xiang)受到基本(ben)的(de)(de)社(she)會(hui)(hui)保(bao)(bao)障(zhang),并逐步過渡到城鄉(xiang)(xiang)勞(lao)(lao)動者統(tong)一的(de)(de)社(she)會(hui)(hui)保(bao)(bao)障(zhang)制度。
2、抓好(hao)培(pei)訓(xun),不斷提(ti)高農(nong)(nong)村(cun)勞(lao)(lao)動(dong)(dong)力(li)(li)素(su)質。首先要(yao)(yao)(yao)進行思想引導(dao)。引導(dao)農(nong)(nong)村(cun)勞(lao)(lao)動(dong)(dong)力(li)(li)不要(yao)(yao)(yao)盲目地擠大(da)學(xue)這張門,要(yao)(yao)(yao)認識職業技能(neng)(neng)教(jiao)育(yu)(yu)也(ye)是一條很好(hao)的(de)(de)(de)(de)(de)(de)謀(mou)生(sheng)之路。其次,要(yao)(yao)(yao)加大(da)培(pei)訓(xun)力(li)(li)度。隨著市場(chang)經濟的(de)(de)(de)(de)(de)(de)發展(zhan)和(he)增(zeng)長方式的(de)(de)(de)(de)(de)(de)轉變,社會各方面(mian)對勞(lao)(lao)動(dong)(dong)力(li)(li)素(su)質的(de)(de)(de)(de)(de)(de)要(yao)(yao)(yao)求越來越高,各級政府和(he)勞(lao)(lao)動(dong)(dong)培(pei)訓(xun)機構要(yao)(yao)(yao)加大(da)農(nong)(nong)村(cun)勞(lao)(lao)動(dong)(dong)力(li)(li)的(de)(de)(de)(de)(de)(de)培(pei)訓(xun)力(li)(li)度,在普及九年制義務(wu)教(jiao)育(yu)(yu)的(de)(de)(de)(de)(de)(de)基礎(chu)上,建立(li)和(he)完(wan)善農(nong)(nong)村(cun)勞(lao)(lao)動(dong)(dong)力(li)(li)職業技能(neng)(neng)的(de)(de)(de)(de)(de)(de)教(jiao)育(yu)(yu)和(he)培(pei)訓(xun)體系,按照市場(chang)需求,擴大(da)社會辦學(xue)的(de)(de)(de)(de)(de)(de)范圍,積極發展(zhan)職業教(jiao)育(yu)(yu)、電視(shi)教(jiao)育(yu)(yu)、函授教(jiao)育(yu)(yu)等多(duo)樣(yang)化的(de)(de)(de)(de)(de)(de)繼續教(jiao)育(yu)(yu)項目,通過多(duo)種形式的(de)(de)(de)(de)(de)(de)教(jiao)育(yu)(yu)和(he)培(pei)訓(xun),鼓勵和(he)幫助農(nong)(nong)民(min)學(xue)習掌握新技能(neng)(neng),提(ti)高勞(lao)(lao)動(dong)(dong)力(li)(li)的(de)(de)(de)(de)(de)(de)素(su)質,提(ti)升人力(li)(li)資(zi)本含量。
3、筑巢(chao)引鳳,努力(li)(li)實現農(nong)(nong)村(cun)富(fu)(fu)余(yu)勞(lao)動(dong)力(li)(li)就地(di)就近轉(zhuan)(zhuan)移。近年來,北(bei)湖區石(shi)蓋塘鎮(zhen)(zhen)通過狠抓招商引資工作,引來了一(yi)(yi)批企業(ye)(ye)(ye)(ye)(ye)落戶北(bei)湖區石(shi)蓋塘鎮(zhen)(zhen),吸納(na)了眾多農(nong)(nong)村(cun)富(fu)(fu)余(yu)勞(lao)動(dong)力(li)(li)轉(zhuan)(zhuan)移就業(ye)(ye)(ye)(ye)(ye)。如宇騰化(hua)工公司共安(an)置(zhi)農(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)561余(yu)人(ren)(ren),裕湘面業(ye)(ye)(ye)(ye)(ye)共安(an)置(zhi)農(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)519余(yu)人(ren)(ren),全鎮(zhen)(zhen)約(yue)有1080余(yu)人(ren)(ren)被園區企業(ye)(ye)(ye)(ye)(ye)吸納(na)安(an)置(zhi)。今(jin)后要營造(zao)良好(hao)的(de)投資、創業(ye)(ye)(ye)(ye)(ye)環境,進一(yi)(yi)步制定(ding)優惠(hui)政(zheng)策(ce)和(he)鼓(gu)勵(li)政(zheng)策(ce),積極(ji)招商引資,努力(li)(li)拓展二(er)、三產業(ye)(ye)(ye)(ye)(ye)的(de)發(fa)展空(kong)間,增(zeng)加(jia)就業(ye)(ye)(ye)(ye)(ye)崗位,促進農(nong)(nong)村(cun)富(fu)(fu)余(yu)勞(lao)動(dong)力(li)(li)的(de)就業(ye)(ye)(ye)(ye)(ye)轉(zhuan)(zhuan)移,支持縣(xian)外投資企業(ye)(ye)(ye)(ye)(ye)和(he)各種個體(ti)私營經濟的(de)發(fa)展,同(tong)時(shi)鼓(gu)勵(li)有一(yi)(yi)定(ding)資金(jin)基礎的(de)務工人(ren)(ren)員(yuan)回鄉創業(ye)(ye)(ye)(ye)(ye)發(fa)展,給(gei)予返鄉創業(ye)(ye)(ye)(ye)(ye)者以(yi)更多“看得見(jian)、摸(mo)得著(zhu)”的(de)實惠(hui)和(he)支持,如項(xiang)目(mu)建設的(de)支持、用(yong)地(di)、貸款等(deng)等(deng)。
4、搞好服務,切實維護外出務工者的合法權益。首先,要與司法等部門聯合加強勞動法、社會保險等相關法律法規、政策的宣傳,以提高廣大勞務人員的自我防范能力。其次,要積極尋求駐外辦事機構的支持,采用多種方式和途徑,在流動人員相對集中的地區或城市建立相應的管理、服務組織或機構,為農村勞動力提供相關法律政策咨詢、勞務信息、就業指導等一系列的就業跟蹤服務,幫助他們解決工作和生活上所遇到的一些實際困難,如勞資糾紛、勞動爭議、突發事件處理等等。

二、問題分析
從數(shu)據上(shang)看,至少有(you)(you)三個(ge)方(fang)面(mian)(mian)的(de)問(wen)題(ti)亟待引起各級關注:一是(shi)農(nong)(nong)業(ye)(ye)人(ren)(ren)(ren)口(kou)文化(hua)素質普遍(bian)偏(pian)低(di)。數(shu)據顯(xian)示,在農(nong)(nong)村(cun)(cun)人(ren)(ren)(ren)口(kou)中(zhong)(zhong)(zhong),每千人(ren)(ren)(ren)僅(jin)有(you)(you)7.3人(ren)(ren)(ren)擁有(you)(you)高中(zhong)(zhong)(zhong)以上(shang)文化(hua),文化(hua)素質偏(pian)低(di)、知(zhi)識(shi)(shi)面(mian)(mian)狹窄、掌握農(nong)(nong)業(ye)(ye)科學技(ji)(ji)術水平低(di)成(cheng)了制約農(nong)(nong)村(cun)(cun)發展、農(nong)(nong)民增收(shou)的(de)“瓶(ping)頸”。二(er)是(shi)農(nong)(nong)村(cun)(cun)中(zhong)(zhong)(zhong)有(you)(you)一技(ji)(ji)之長的(de)人(ren)(ren)(ren)員(yuan)非(fei)常少,農(nong)(nong)村(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)嚴重(zhong)匱乏。在市(shi)場(chang)經濟條件下,大部(bu)分有(you)(you)知(zhi)識(shi)(shi)、有(you)(you)技(ji)(ji)術的(de)鄉土人(ren)(ren)(ren)才(cai)都把“觸角”伸到了城市(shi)、城鎮(zhen)的(de)工(gong)業(ye)(ye)、商(shang)業(ye)(ye)領域,對發展農(nong)(nong)業(ye)(ye)產業(ye)(ye)興趣不(bu)大,導致農(nong)(nong)村(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)過(guo)量外流,影響了農(nong)(nong)村(cun)(cun)發展。三是(shi)勞(lao)務(wu)輸(shu)出不(bu)夠。我鎮(zhen)農(nong)(nong)村(cun)(cun)人(ren)(ren)(ren)口(kou)中(zhong)(zhong)(zhong),每100人(ren)(ren)(ren)只有(you)(you)12.5人(ren)(ren)(ren)外出務(wu)工(gong),每2戶只有(you)(you)1人(ren)(ren)(ren)外出務(wu)工(gong)創業(ye)(ye)。農(nong)(nong)村(cun)(cun)中(zhong)(zhong)(zhong)出現了“鄉土人(ren)(ren)(ren)才(cai)匱乏、勞(lao)動力資源(yuan)浪費(fei)”的(de)怪現象。
農(nong)(nong)(nong)(nong)村(cun)(cun)鄉土人(ren)才(cai)隊伍的(de)(de)“畸形”帶來了(le)(le)農(nong)(nong)(nong)(nong)村(cun)(cun)經(jing)濟(ji)(ji)(ji)社會發(fa)展的(de)(de)一系列問題:一是(shi)農(nong)(nong)(nong)(nong)村(cun)(cun)經(jing)濟(ji)(ji)(ji)增(zeng)長缺(que)乏(fa)智力(li)(li)(li)(li)支持。農(nong)(nong)(nong)(nong)村(cun)(cun)人(ren)口文化知識程(cheng)度低,必(bi)將導致農(nong)(nong)(nong)(nong)村(cun)(cun)農(nong)(nong)(nong)(nong)業發(fa)展能(neng)力(li)(li)(li)(li)不(bu)(bu)強、農(nong)(nong)(nong)(nong)民(min)(min)致富技(ji)(ji)術本領不(bu)(bu)高、市場把握不(bu)(bu)準等種種弊病(bing),進而阻礙農(nong)(nong)(nong)(nong)村(cun)(cun)經(jing)濟(ji)(ji)(ji)增(zeng)長進程(cheng)。二是(shi)農(nong)(nong)(nong)(nong)民(min)(min)接受新生事物發(fa)展生產的(de)(de)動力(li)(li)(li)(li)不(bu)(bu)足(zu)。關鍵(jian)是(shi)農(nong)(nong)(nong)(nong)民(min)(min)的(de)(de)思想(xiang)意識問題。受封建(jian)殘余影(ying)響,農(nong)(nong)(nong)(nong)民(min)(min)大(da)都有“小富即安、平穩度日”的(de)(de)思想(xiang),加(jia)上平時對農(nong)(nong)(nong)(nong)業市場調查少、了(le)(le)解(jie)少,信息把握不(bu)(bu)準確、不(bu)(bu)及時,怕(pa)擔風險、怕(pa)出問題,怕(pa)“蝕(shi)了(le)(le)本”,對一些新科(ke)(ke)技(ji)(ji)、新項目發(fa)展不(bu)(bu)熱心、不(bu)(bu)關注,發(fa)展動力(li)(li)(li)(li)存在不(bu)(bu)足(zu)。三(san)是(shi)農(nong)(nong)(nong)(nong)村(cun)(cun)政(zheng)策(ce)(ce)、法(fa)制(zhi)宣(xuan)傳(chuan)效(xiao)果不(bu)(bu)佳(jia)。農(nong)(nong)(nong)(nong)民(min)(min)普遍對國家(jia)法(fa)規政(zheng)策(ce)(ce)了(le)(le)解(jie)不(bu)(bu)多,知之甚少,宣(xuan)傳(chuan)更少。缺(que)乏(fa)一支懂(dong)法(fa)、有知識的(de)(de)鄉土人(ren)才(cai)隊伍,及時在農(nong)(nong)(nong)(nong)村(cun)(cun)中宣(xuan)傳(chuan)黨和政(zheng)府(fu)各個時期(qi)政(zheng)策(ce)(ce)、方針以及法(fa)制(zhi)、科(ke)(ke)學知識,農(nong)(nong)(nong)(nong)村(cun)(cun)政(zheng)策(ce)(ce)、法(fa)制(zhi)宣(xuan)傳(chuan)明顯跟不(bu)(bu)上形勢,滿足(zu)不(bu)(bu)了(le)(le)農(nong)(nong)(nong)(nong)村(cun)(cun)的(de)(de)需求。同時,在農(nong)(nong)(nong)(nong)村(cun)(cun)鄉土人(ren)才(cai)和相對有發(fa)展能(neng)力(li)(li)(li)(li)的(de)(de)人(ren)員中,還存在著知識面不(bu)(bu)寬(kuan)、覆蓋率不(bu)(bu)廣,影(ying)響力(li)(li)(li)(li)不(bu)(bu)強,對農(nong)(nong)(nong)(nong)村(cun)(cun)經(jing)濟(ji)(ji)(ji)社會發(fa)展推(tui)動力(li)(li)(li)(li)不(bu)(bu)夠(gou)等問題。
三、工作建議
(一(yi))必(bi)須(xu)要高(gao)度重視(shi)農村人才隊伍建設(she)。
一(yi)(yi)(yi)是(shi)(shi)要(yao)(yao)(yao)切(qie)實增強(qiang)黨委、政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)對人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)必(bi)要(yao)(yao)(yao)性和(he)(he)重(zhong)(zhong)要(yao)(yao)(yao)性的認(ren)識(shi)。鄉鎮政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)是(shi)(shi)行政(zheng)(zheng)(zheng)(zheng)編制中低一(yi)(yi)(yi)層(ceng)的國家政(zheng)(zheng)(zheng)(zheng)權(quan)機構(gou),工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)重(zhong)(zhong)點在農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun),主要(yao)(yao)(yao)領導(dao)必(bi)須(xu)要(yao)(yao)(yao)在思想上(shang)引(yin)起高度重(zhong)(zhong)視,真正了解(jie)、理解(jie)、支(zhi)持并(bing)抓好農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)隊伍。二是(shi)(shi)必(bi)須(xu)要(yao)(yao)(yao)把人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)納入(ru)重(zhong)(zhong)要(yao)(yao)(yao)議事日(ri)程。要(yao)(yao)(yao)制訂切(qie)實可行、強(qiang)有(you)力(li)的工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)措施(shi)和(he)(he)制度,全面(mian)加強(qiang)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。在宣傳、組(zu)織各(ge)方面(mian)加強(qiang)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)建(jian)設(she)(she),同時,建(jian)立農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)激勵機制,制訂優惠政(zheng)(zheng)(zheng)(zheng)策(ce),鼓勵農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)鄉土人(ren)(ren)(ren)才(cai)和(he)(he)有(you)發展能力(li)的人(ren)(ren)(ren)員在家鄉創業。同時,要(yao)(yao)(yao)把農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)納入(ru)村(cun)(cun)(cun)(cun)支(zhi)部黨建(jian)組(zu)織工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)考核的一(yi)(yi)(yi)項重(zhong)(zhong)要(yao)(yao)(yao)內容(rong)。三是(shi)(shi)把農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)納入(ru)社(she)(she)會主義新農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)建(jian)設(she)(she)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)之中。建(jian)設(she)(she)社(she)(she)會主義新農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun),首先必(bi)須(xu)要(yao)(yao)(yao)有(you)高素質的新型農(nong)(nong)(nong)(nong)(nong)(nong)民和(he)(he)鄉土人(ren)(ren)(ren)才(cai),他們是(shi)(shi)新農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)建(jian)設(she)(she)的領軍(jun)人(ren)(ren)(ren)。要(yao)(yao)(yao)將農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)(zuo)(zuo)為社(she)(she)會主義新農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)建(jian)設(she)(she)的一(yi)(yi)(yi)項重(zhong)(zhong)要(yao)(yao)(yao)內容(rong),通(tong)過加強(qiang)農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)(ren)(ren)才(cai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),提升農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)建(jian)設(she)(she)社(she)(she)會主義新農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)的“造血(xue)”功(gong)能。
(二(er))建立(li)長(chang)效、實用、針(zhen)對性強,群眾樂于接受的鄉土人才(cai)培訓體系。
加(jia)(jia)(jia)強農(nong)村(cun)人(ren)(ren)(ren)(ren)才(cai)(cai)建設,不光要(yao)(yao)留得住(zhu)人(ren)(ren)(ren)(ren)才(cai)(cai),還要(yao)(yao)善于培(pei)養“人(ren)(ren)(ren)(ren)才(cai)(cai)”,讓農(nong)民(min)能在自(zi)己(ji)的(de)家(jia)園,結合(he)當地實際掌握適合(he)的(de)致富(fu)技能,形成自(zi)己(ji)的(de)發展優勢和特(te)(te)色。一是要(yao)(yao)制訂(ding)適合(he)本地區特(te)(te)色,能讓農(nong)民(min)盡快受益得實惠的(de)人(ren)(ren)(ren)(ren)才(cai)(cai)培(pei)訓(xun)體(ti)系(xi)。要(yao)(yao)切實把(ba)握好(hao)(hao)針對(dui)(dui)性(xing)、加(jia)(jia)(jia)強引(yin)(yin)導,引(yin)(yin)導農(nong)民(min)“靠(kao)山吃(chi)山、靠(kao)水吃(chi)水、靠(kao)路(lu)吃(chi)路(lu)”,幫(bang)助他們掌握技術(shu),發展適合(he)自(zi)己(ji)的(de)生(sheng)產項目。二(er)是要(yao)(yao)加(jia)(jia)(jia)大與市場(chang)(chang)(chang)鏈(lian)接的(de)勞(lao)(lao)動力(li)轉移工作力(li)度(du)。要(yao)(yao)通(tong)過(guo)熟悉掌握市場(chang)(chang)(chang)勞(lao)(lao)務信(xin)息,有(you)在針對(dui)(dui)性(xing)地對(dui)(dui)農(nong)民(min)進行培(pei)訓(xun),讓農(nong)民(min)能夠根據市場(chang)(chang)(chang)需(xu)求及時學到一技之(zhi)長,避免(mian)“盲目性(xing)”和“一鍋(guo)蜂(feng)”。同時,針對(dui)(dui)市場(chang)(chang)(chang)需(xu)求發展好(hao)(hao)“訂(ding)單農(nong)業(ye)”和“勞(lao)(lao)務訂(ding)單”,使農(nong)村(cun)農(nong)業(ye)生(sheng)產、勞(lao)(lao)動力(li)培(pei)訓(xun)與市場(chang)(chang)(chang)實現有(you)序對(dui)(dui)接。
(三)進一步健全人才培育保障體系。
一是要健絡機構。要明確落實農村人才培育工作各項保證措施,如培訓教師、課程安排、資金、場地、計劃等,確保農村人才培訓“有人管事、有錢辦事、辦到實處”。鎮級農村人才培訓學校可設在鎮黨校,各村明確支部書記具體負責各村人才培育工作。二是要加大人才隊伍之間的交流。通過建立信息平臺,暢通信息渠道,促進農民和農村鄉土人才、農村鄉土人才之間的交流,進而提高他們農業、科技信息知識水平,了解供求信息、互通有無、相互交流。我鎮從去年開始就在全鎮28個村、2個社區建起了“致富信息通道”,鎮農辦負責不定期制作簡報,發布相關農業信息,村支部負責接收、張貼、宣傳到戶,取得了較好效果。至今年5月份,全鎮“致富信息”簡報已編發各類農業信息30多期,共220多篇,受到了群眾歡迎。
