【篇一】統計工作情況調研報告
加強鄉鎮統(tong)計(ji)工(gong)作(zuo)(zuo)規范化建設(she),直接決定統(tong)計(ji)源頭數據質(zhi)量,是全(quan)面(mian)推進統(tong)計(ji)“四大工(gong)程”建設(she)和全(quan)面(mian)提高統(tong)計(ji)工(gong)作(zuo)(zuo)整體(ti)水平(ping)的需要(yao)。近年來,鎮黨委政府(fu)按照縣委政府(fu)統(tong)計(ji)工(gong)作(zuo)(zuo)規范化建設(she)要(yao)求,立足鎮域(yu)工(gong)作(zuo)(zuo)實際,強化統(tong)計(ji)基(ji)層(ceng)(ceng)基(ji)礎,全(quan)面(mian)規范統(tong)計(ji)制度和責任(ren),努力從源頭確保統(tong)計(ji)工(gong)作(zuo)(zuo)的基(ji)層(ceng)(ceng)建設(she)和工(gong)作(zuo)(zuo)質(zhi)量,全(quan)面(mian)提升鎮統(tong)計(ji)工(gong)作(zuo)(zuo)整體(ti)水平(ping)。
一(yi)、主要(yao)做法及經驗(yan)
(一)建立統計機(ji)構
20××年(nian)以(yi)來,鎮(zhen)按照縣委政府統計(ji)(ji)工(gong)(gong)作統一(yi)部署,對(dui)照《關于成(cheng)立縣級(ji)統計(ji)(ji)機(ji)構規范化建(jian)設領(ling)導(dao)小(xiao)組及辦(ban)公(gong)(gong)室的(de)通(tong)知》,成(cheng)立了(le)由鎮(zhen)長(chang)任組長(chang),各分管(guan)領(ling)導(dao)為副(fu)組長(chang)、鎮(zhen)級(ji)各部門為成(cheng)員的(de)統計(ji)(ji)工(gong)(gong)作領(ling)導(dao)小(xiao)組。領(ling)導(dao)小(xiao)組下設辦(ban)公(gong)(gong)室,專門負責規范化建(jian)設及日(ri)常統計(ji)(ji)工(gong)(gong)作,并對(dui)統計(ji)(ji)站明確了(le)工(gong)(gong)作職責和(he)任務。
(二(er))健全統(tong)計制度
1、村級報(bao)表(biao)(biao)制度(du)。為使(shi)統(tong)(tong)(tong)計工(gong)作(zuo)更加(jia)規(gui)范(fan)化、嚴(yan)(yan)格化,鎮(zhen)建立(li)了(le)一系列統(tong)(tong)(tong)計工(gong)作(zuo)制度(du)。首先,明確(que)大小(xiao)春農作(zuo)物面積產量村級的(de)報(bao)表(biao)(biao)時(shi)間和(he)方法,由村統(tong)(tong)(tong)計員(yuan)向(xiang)鎮(zhen)統(tong)(tong)(tong)計站(zhan)報(bao)送(song)(song)手工(gong)報(bao)表(biao)(biao),鎮(zhen)統(tong)(tong)(tong)計站(zhan)經過匯總(zong)、審(shen)核(he)向(xiang)上(shang)級單位(wei)報(bao)表(biao)(biao);其次,實行統(tong)(tong)(tong)計培訓(xun)制度(du),在上(shang)報(bao)大小(xiao)春表(biao)(biao)及(ji)綜合(he)年報(bao)表(biao)(biao)前(qian),組織全(quan)鎮(zhen)統(tong)(tong)(tong)計員(yuan)培訓(xun),嚴(yan)(yan)格統(tong)(tong)(tong)計報(bao)表(biao)(biao)質量與報(bao)表(biao)(biao)時(shi)間。隨著制度(du)的(de)完善調動了(le)統(tong)(tong)(tong)計員(yuan)的(de)工(gong)作(zuo)積極(ji)性,規(gui)范(fan)了(le)統(tong)(tong)(tong)計工(gong)作(zuo)的(de)運行程序,使(shi)統(tong)(tong)(tong)計數據(ju)準(zhun)確(que)及(ji)時(shi)的(de)完成報(bao)送(song)(song),提高了(le)工(gong)作(zuo)效率(lv)。
2、日(ri)常統(tong)(tong)計(ji)(ji)工(gong)作指(zhi)(zhi)導制度(du)。為(wei)確保統(tong)(tong)計(ji)(ji)制度(du)的(de)(de)執(zhi)行力度(du),鎮開展了自查(cha)活動,一是(shi)統(tong)(tong)計(ji)(ji)站人(ren)員(yuan)定期進(jin)(jin)村入社進(jin)(jin)行業務檢查(cha)指(zhi)(zhi)導,及時總(zong)(zong)結推廣一些好(hao)的(de)(de)做(zuo)法(fa)和經驗,查(cha)擺工(gong)作中存在的(de)(de)問題并予(yu)以協調(diao)解(jie)決;二是(shi)對(dui)不(bu)(bu)重視統(tong)(tong)計(ji)(ji)工(gong)作,不(bu)(bu)能按時上報(bao)(bao)報(bao)(bao)表,延誤全鎮統(tong)(tong)計(ji)(ji)數據匯總(zong)(zong)的(de)(de)基層單位,給予(yu)通報(bao)(bao)批評,責令(ling)限期上報(bao)(bao)報(bao)(bao)表,否(fou)則依規追究(jiu)責任;三是(shi)要求(qiu)鎮村統(tong)(tong)計(ji)(ji)人(ren)員(yuan)對(dui)近(jin)期統(tong)(tong)計(ji)(ji)工(gong)作進(jin)(jin)行認(ren)真分(fen)析,指(zhi)(zhi)導其互(hu)相學習工(gong)作經驗,互(hu)相查(cha)找工(gong)作中的(de)(de)不(bu)(bu)足,通過認(ren)真對(dui)照總(zong)(zong)結,提高各自的(de)(de)業務水平(ping),不(bu)(bu)斷增強(qiang)統(tong)(tong)計(ji)(ji)工(gong)作人(ren)員(yuan)做(zuo)好(hao)本職工(gong)作的(de)(de)緊迫感和責任感。
(三(san))加強(qiang)統計工作保障(zhang)
1、人員(yuan)和(he)經(jing)費的(de)保障(zhang)。在(zai)統(tong)計(ji)(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)日(ri)趨完善和(he)深入過(guo)程中,統(tong)計(ji)(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)量(liang)大面寬,容易造成人員(yuan)的(de)經(jing)費不(bu)(bu)足(zu)的(de)現象,會(hui)一(yi)(yi)定程度(du)的(de)制約和(he)影響(xiang)統(tong)計(ji)(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)效率和(he)質量(liang)。為此,鎮(zhen)在(zai)干(gan)(gan)部編制有(you)限的(de)情(qing)況下(xia),明(ming)確(que)了一(yi)(yi)名專(zhuan)職統(tong)計(ji)(ji)(ji)干(gan)(gan)部和(he)一(yi)(yi)名協作(zuo)(zuo)(zuo)(zuo)統(tong)計(ji)(ji)(ji)干(gan)(gan)部,專(zhuan)門(men)負責全鎮(zhen)統(tong)計(ji)(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。建(jian)立了農業統(tong)計(ji)(ji)(ji)、專(zhuan)項(xiang)調(diao)查統(tong)計(ji)(ji)(ji)等隊(dui)伍,涉及人員(yuan)共計(ji)(ji)(ji)35人。對于(yu)鎮(zhen)統(tong)計(ji)(ji)(ji)站(zhan)的(de)經(jing)費實報實銷;預算(suan)經(jing)費不(bu)(bu)足(zu)部分,由鎮(zhen)財(cai)政調(diao)節支(zhi)付,專(zhuan)項(xiang)統(tong)計(ji)(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)專(zhuan)項(xiang)列(lie)支(zhi)。特(te)別針對每季(ji)度(du)的(de)統(tong)計(ji)(ji)(ji)業務培訓、專(zhuan)項(xiang)統(tong)計(ji)(ji)(ji)等工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo),涉及的(de)經(jing)費支(zhi)出,鎮(zhen)財(cai)政在(zai)有(you)限的(de)財(cai)力下(xia),做到足(zu)額(e)保障(zhang)。如2014年(nian)統(tong)計(ji)(ji)(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)超預算(suan)支(zhi)出約2萬元。
2、統(tong)(tong)計(ji)(ji)陣地建設的保障。鎮(zhen)統(tong)(tong)計(ji)(ji)工(gong)(gong)(gong)作隨著信(xin)息(xi)化的高(gao)速(su)發(fa)展而較為(wei)滯后,解決(jue)統(tong)(tong)計(ji)(ji)陣地問題,是做好統(tong)(tong)計(ji)(ji)基層基礎的關鍵。雖然(ran)政府辦公樓功能老化且場地不足,但(dan)經(jing)過鎮(zhen)黨委(wei)政府充分優化組合(he),專門(men)為(wei)統(tong)(tong)計(ji)(ji)站規(gui)劃出一(yi)間(jian)辦公室,安(an)裝互聯網(wang)及統(tong)(tong)計(ji)(ji)內網(wang),并進行了(le)(le)簡單裝飾,購(gou)置了(le)(le)的文件柜。為(wei)防止(zhi)統(tong)(tong)計(ji)(ji)數據“失秘”,對門(men)窗加(jia)固并安(an)裝了(le)(le)監控設備,讓統(tong)(tong)計(ji)(ji)工(gong)(gong)(gong)作適應現代化、信(xin)息(xi)化和保密化的工(gong)(gong)(gong)作要求。
3、部(bu)(bu)門(men)之(zhi)間(jian)通力(li)協作(zuo)。鎮政(zheng)府以統(tong)(tong)計(ji)(ji)工作(zuo)的(de)要求為基準(zhun),深入研究探討(tao)了部(bu)(bu)門(men)之(zhi)間(jian)因合作(zuo)不力(li)對(dui)統(tong)(tong)計(ji)(ji)工作(zuo)產生的(de)影響,分析(xi)總結出解(jie)決辦法,把各相關(guan)機構的(de)職責(ze)(ze)與統(tong)(tong)計(ji)(ji)工作(zuo)職責(ze)(ze)對(dui)接,找出了部(bu)(bu)門(men)不配合或協作(zuo)性不強的(de)根本原因,從內(nei)部(bu)(bu)解(jie)除了部(bu)(bu)門(men)的(de)質(zhi)疑和(he)顧慮。并通過《統(tong)(tong)計(ji)(ji)法》的(de)宣傳,使(shi)之(zhi)主動接受統(tong)(tong)計(ji)(ji)調查、配合統(tong)(tong)計(ji)(ji)工作(zuo),維護統(tong)(tong)計(ji)(ji)數(shu)據質(zhi)量。終從制度(du)和(he)職責(ze)(ze)上明確了部(bu)(bu)門(men)間(jian)的(de)責(ze)(ze)任(ren)。
(四(si))務實有效的開展統計工作
1、注重開(kai)展(zhan)統(tong)(tong)計工(gong)(gong)作(zuo)(zuo)的(de)(de)方(fang)式。統(tong)(tong)計工(gong)(gong)作(zuo)(zuo)既是(shi)經濟發展(zhan)的(de)(de)重要(yao)依(yi)據(ju)(ju),也是(shi)調(diao)(diao)查對(dui)(dui)象(xiang)的(de)(de)“機密”。對(dui)(dui)于一般群眾而(er)言(yan),不懂統(tong)(tong)計工(gong)(gong)作(zuo)(zuo)的(de)(de)重要(yao)性(xing),而(er)擔心“上當受(shou)騙(pian)”或“商業失秘(mi)”,造成諸多瞞報現象(xiang)。為(wei)更好地聯溝(gou)通調(diao)(diao)查對(dui)(dui)象(xiang),我們首(shou)先搞好了統(tong)(tong)計宣傳工(gong)(gong)作(zuo)(zuo),讓(rang)調(diao)(diao)查對(dui)(dui)象(xiang)了解統(tong)(tong)計工(gong)(gong)作(zuo)(zuo)重要(yao)性(xing)和流程;二是(shi)從(cong)內部著手,強化統(tong)(tong)計工(gong)(gong)作(zuo)(zuo)人員(yuan)素質,明確統(tong)(tong)計紀律,確保(bao)受(shou)調(diao)(diao)查對(dui)(dui)象(xiang)的(de)(de)合(he)(he)法信息得到保(bao)障;三是(shi)公開(kai)公示統(tong)(tong)計調(diao)(diao)查人員(yuan),實(shi)(shi)(shi)行亮證調(diao)(diao)查,依(yi)法依(yi)規(gui)統(tong)(tong)計。四是(shi)通過與個體戶及企業的(de)(de)交(jiao)流,以情感人、以行助(zhu)人,鎮統(tong)(tong)計人員(yuan)與他們和諧相處,建立了良(liang)好的(de)(de)合(he)(he)作(zuo)(zuo)關系,幫助(zhu)他們解決實(shi)(shi)(shi)際難題(ti),消(xiao)除各(ge)方(fang)面的(de)(de)顧慮,大(da)膽真實(shi)(shi)(shi)的(de)(de)上報統(tong)(tong)計數據(ju)(ju),從(cong)而(er)保(bao)證了統(tong)(tong)計工(gong)(gong)作(zuo)(zuo)的(de)(de)順利(li)開(kai)展(zhan)。
2、加強(qiang)分析(xi)引導(dao)(dao)、服務群(qun)眾。通過分析(xi)統計數據以及座談走訪等方式,傾(qing)聽群(qun)眾的(de)(de)(de)(de)心聲,了解各種(zhong)(zhong)農(nong)(nong)作物的(de)(de)(de)(de)面積、產(chan)量等變化,結(jie)合市(shi)(shi)場(chang)走向,積極把握當前的(de)(de)(de)(de)市(shi)(shi)場(chang)發(fa)展動態,為廣大農(nong)(nong)民提供及時、準確(que)的(de)(de)(de)(de)市(shi)(shi)場(chang)信息(xi),引導(dao)(dao)他(ta)們分析(xi)行情,看清(qing)市(shi)(shi)場(chang)形勢(shi),方便他(ta)們合理種(zhong)(zhong)植(zhi),避免因為市(shi)(shi)場(chang)信息(xi)的(de)(de)(de)(de)閉(bi)塞而影(ying)響(xiang)群(qun)眾的(de)(de)(de)(de)經(jing)濟收入(ru)和種(zhong)(zhong)植(zhi)積極性。
3、加(jia)強統(tong)計(ji)法(fa)制宣(xuan)傳(chuan)(chuan)。每年(nian)結(jie)合12月(yue)4日的法(fa)制宣(xuan)傳(chuan)(chuan)日,在場鎮(zhen)開展(zhan)《統(tong)計(ji)法(fa)》、《省(sheng)統(tong)計(ji)管理條例》的宣(xuan)傳(chuan)(chuan)。以(yi)發(fa)放香皂、毛巾(jin)等(deng)小禮品(pin)的形式(shi)吸引(yin)廣(guang)(guang)大群眾的注意力,對(dui)群眾進行政(zheng)策法(fa)規的宣(xuan)傳(chuan)(chuan)和教育,使其(qi)深入了解開展(zhan)統(tong)計(ji)工作的重要意義和目的。并通(tong)過廣(guang)(guang)泛發(fa)放傳(chuan)(chuan)單(dan),把(ba)統(tong)計(ji)知(zhi)識帶(dai)到了千家萬戶(hu)。
4、加強統(tong)計(ji)(ji)(ji)人員(yuan)(yuan)業(ye)務(wu)培(pei)(pei)訓(xun)(xun)。全鎮(zhen)統(tong)計(ji)(ji)(ji)人員(yuan)(yuan)除參加縣統(tong)計(ji)(ji)(ji)局的各類培(pei)(pei)訓(xun)(xun)之外(wai),鎮(zhen)綜合(he)統(tong)計(ji)(ji)(ji)站(zhan)還(huan)定(ding)期不定(ding)期組織全鎮(zhen)統(tong)計(ji)(ji)(ji)人員(yuan)(yuan)基(ji)(ji)層基(ji)(ji)礎統(tong)計(ji)(ji)(ji)業(ye)務(wu)知(zhi)識培(pei)(pei)訓(xun)(xun),提(ti)升基(ji)(ji)層統(tong)計(ji)(ji)(ji)人員(yuan)(yuan)業(ye)務(wu)素(su)養和能力,以(yi)便更好地投入到全鎮(zhen)的統(tong)計(ji)(ji)(ji)工作中去(qu)。
二、存在的不足及(ji)建議
1、統(tong)(tong)計(ji)力量有(you)(you)待進一步加強。在鎖(suo)定的(de)基(ji)層干部編(bian)制中,要做到統(tong)(tong)計(ji)專職(zhi)化,實非易事,更不用說統(tong)(tong)計(ji)干部的(de)業(ye)務能力和素質,難(nan)于保證。同(tong)時(shi),“三定”方案中對鄉鎮統(tong)(tong)計(ji)站沒有(you)(you)專門設(she)立,各項工作的(de)開展(zhan)多有(you)(you)不便。特(te)別是村級統(tong)(tong)計(ji)員(yuan)為(wei)村會計(ji)人員(yuan)兼(jian)職(zhi),人員(yuan)結構老化,難(nan)以(yi)確(que)保統(tong)(tong)計(ji)業(ye)務能力,稍有(you)(you)不慎,就有(you)(you)可(ke)能導(dao)致(zhi)統(tong)(tong)計(ji)數據(ju)“失(shi)真(zhen)”。建議上級統(tong)(tong)計(ji)部門針(zhen)對鄉鎮統(tong)(tong)計(ji)站設(she)立的(de)問(wen)題(ti)能否讓機構編(bian)制部門認(ren)可(ke)。
2、基(ji)(ji)層(ceng)統(tong)(tong)(tong)計經(jing)費不(bu)足,福利待遇需(xu)要進一步加強。基(ji)(ji)層(ceng)統(tong)(tong)(tong)計人(ren)(ren)(ren)員工(gong)作(zuo)環境艱苦,福利待遇不(bu)高(gao),按(an)縣財政預算的(de)統(tong)(tong)(tong)計工(gong)作(zuo)經(jing)費,僅保證(zheng)統(tong)(tong)(tong)計干部的(de)出差、報表都不(bu)足,更不(bu)用說(shuo)統(tong)(tong)(tong)計宣傳、業務(wu)培訓和會議(yi);就說(shuo)正常的(de)辦公支出,還得政府統(tong)(tong)(tong)籌支付(fu)。建議(yi)上級能(neng)多(duo)關(guan)心基(ji)(ji)層(ceng)統(tong)(tong)(tong)計人(ren)(ren)(ren)員,對基(ji)(ji)層(ceng)統(tong)(tong)(tong)計從員像其(qi)他基(ji)(ji)層(ceng)崗位一樣,給(gei)予(yu)統(tong)(tong)(tong)計人(ren)(ren)(ren)員專項補貼。
3、村級統計人員培訓量不足。雖然縣統計局對鄉鎮經常開展各種培訓,特別是今年將繼續加強對村級統計人員從業資格業務培訓,但由于部份村級統計人員年齡結構老化,文化知識水平不高,而全國統計從業資格培訓教材對于村級統計人員來說就太深,不便于他們更好的學習。建議一是國家編制專門培訓村級統計人員的培訓教材,從而確保對村級統計人員業務能力提升,二是基層統計人員取得統計師中級職稱后,沒有對應中級職稱崗位,不能與待遇掛勾,有待給予解決。

基層(ceng)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)是我國政府(fu)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)的(de)基礎,是政府(fu)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)數據(ju)的(de)源頭,由此(ci),基層(ceng)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)做得(de)好(hao)與壞,將直接關系到整(zheng)體統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)數據(ju)的(de)質(zhi)(zhi)量,影響到政府(fu)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)的(de)形象以及政府(fu)的(de)經濟決策問(wen)題。近幾年(nian)來,盡(jin)管縣(xian)(xian)級統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)有(you)了較(jiao)大(da)進展(zhan),按(an)照(zhao)縣(xian)(xian)委縣(xian)(xian)政府(fu)和上(shang)級統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)部門的(de)工(gong)作(zuo)要求,逐步完善(shan)了統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)流程,健(jian)全了相(xiang)關制度,縣(xian)(xian)級統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)數據(ju)質(zhi)(zhi)量不(bu)(bu)斷提高(gao)。但仍存在統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)人員業(ye)務(wu)水平不(bu)(bu)高(gao),責(ze)任心不(bu)(bu)強,縣(xian)(xian)級統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)機構法律意識淡薄等問(wen)題,使(shi)得(de)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)面臨挑戰(zhan)。
一、存在的問題
(一)責任意(yi)識(shi)普(pu)遍不(bu)(bu)(bu)強。一是(shi)部(bu)(bu)分(fen)縣(xian)級部(bu)(bu)門、鎮政(zheng)府和企(qi)業負責人(ren),對統(tong)計(ji)(ji)工作(zuo)(zuo)的重要性認識(shi)不(bu)(bu)(bu)夠(gou),工作(zuo)(zuo)中不(bu)(bu)(bu)重視、不(bu)(bu)(bu)關(guan)心、不(bu)(bu)(bu)過問(wen)等問(wen)題比較突(tu)出,在人(ren)員配備、經費保(bao)障、辦公環(huan)境改善等方面支(zhi)持力度不(bu)(bu)(bu)大(da),導致自身統(tong)計(ji)(ji)工作(zuo)(zuo)嚴重落后。二(er)是(shi)一些(xie)基層統(tong)計(ji)(ji)人(ren)員責任心不(bu)(bu)(bu)強,工作(zuo)(zuo)作(zuo)(zuo)風不(bu)(bu)(bu)實,調查摸底不(bu)(bu)(bu)深入浮在表(biao)面,分(fen)析研究不(bu)(bu)(bu)認真敷衍應付(fu)。三(san)是(shi)個別統(tong)計(ji)(ji)人(ren)員工作(zuo)(zuo)態度不(bu)(bu)(bu)端正,坐在辦公室搞調查、閉門造車的現象(xiang)也有(you)發生;填(tian)寫(xie)報表(biao)怕(pa)麻煩,粗枝大(da)葉;上報數據不(bu)(bu)(bu)及時(shi),推三(san)阻四。
(二)業務(wu)水(shui)平整體偏(pian)低。統(tong)(tong)計(ji)(ji)(ji)工(gong)(gong)作(zuo)專(zhuan)業性很強,涉及統(tong)(tong)計(ji)(ji)(ji)學、經濟學、會計(ji)(ji)(ji)學等多門(men)(men)學科,對縣(xian)級統(tong)(tong)計(ji)(ji)(ji)工(gong)(gong)作(zuo)人員(yuan)業務(wu)素質(zhi)要求比(bi)較高(gao)。一是(shi)(shi)縣(xian)級部(bu)門(men)(men)現有統(tong)(tong)計(ji)(ji)(ji)人員(yuan)中,“科班”畢業的(de)少,“半(ban)路出家”的(de)多,業務(wu)素質(zhi)整體不(bu)高(gao)。一些部(bu)門(men)(men)和(he)(he)企業都沒有配備專(zhuan)職統(tong)(tong)計(ji)(ji)(ji)員(yuan),往(wang)往(wang)以(yi)其他工(gong)(gong)作(zuo)為主,統(tong)(tong)計(ji)(ji)(ji)工(gong)(gong)作(zuo)為輔(fu)。二是(shi)(shi)隊伍不(bu)穩定,人員(yuan)更(geng)換頻(pin)繁(fan),特(te)別是(shi)(shi)鎮(zhen)綜合統(tong)(tong)計(ji)(ji)(ji)員(yuan)和(he)(he)企業統(tong)(tong)計(ji)(ji)(ji)員(yuan)有時一年幾(ji)換,工(gong)(gong)作(zuo)接續性不(bu)強,導致責任不(bu)實、數據不(bu)準、報送(song)不(bu)快,嚴重(zhong)影響全縣(xian)統(tong)(tong)計(ji)(ji)(ji)工(gong)(gong)作(zuo)的(de)質(zhi)量和(he)(he)水(shui)平,服務(wu)經濟社會發展(zhan)能力(li)不(bu)強。三是(shi)(shi)高(gao)素質(zhi)統(tong)(tong)計(ji)(ji)(ji)人才(cai)缺乏或流(liu)失嚴重(zhong),致使統(tong)(tong)計(ji)(ji)(ji)改(gai)革與創新能力(li)不(bu)強。
(三)基(ji)層基(ji)礎總體薄弱。一是辦(ban)公條(tiao)(tiao)件落(luo)后。統計(ji)設備總體老化(hua),雖然(ran)(ran)各(ge)鎮都建(jian)(jian)立(li)了(le)統計(ji)工作(zuo)站(zhan),但(dan)大(da)(da)部分鎮統計(ji)工作(zuo)站(zhan)是掛 靠在經(jing)(jing)發辦(ban)等辦(ban)公室,與其他站(zhan)所(suo)有(you)本(ben)質(zhi)上的區(qu)別,沒(mei)有(you)做到(dao)獨(du)立(li)運(yun)作(zuo),辦(ban)公條(tiao)(tiao)件落(luo)后的現狀(zhuang)沒(mei)有(you)根本(ben)改變。二是統計(ji)人員基(ji)本(ben)上是兼職,在編制安排上沒(mei)有(you)專(zhuan)崗專(zhuan)用,導致統計(ji)隊伍極不穩定(ding)。三是統計(ji)工作(zuo)經(jing)(jing)費(fei)大(da)(da)多數未列入財政年(nian)度經(jing)(jing)費(fei)預算,不利(li)于統計(ji)工作(zuo)正常(chang)開展。四是信(xin)息(xi)化(hua)程度低(di)。雖然(ran)(ran)近兩年(nian)我縣(xian)鄉(xiang)鎮規范化(hua)建(jian)(jian)設取得(de)一定(ding)進(jin)展,但(dan)各(ge)鄉(xiang)鎮統計(ji)工作(zuo)站(zhan)尚(shang)未完全建(jian)(jian)立(li)統計(ji)信(xin)息(xi)平臺,縣(xian)、鄉(xiang)數據庫建(jian)(jian)設尚(shang)處(chu)于起步(bu)階(jie)段,難以滿足經(jing)(jing)濟發展的需求。
(四)依法治統(tong)(tong)力度(du)不(bu)(bu)夠。一(yi)是一(yi)些(xie)企業和(he)個人為了(le)自身利益,特別是個別企業怕稅務(wu)加(jia)重,上報數據不(bu)(bu)真實、不(bu)(bu)準確(que)、不(bu)(bu)完整(zheng)、不(bu)(bu)及時(shi),漏報、瞞報、拒報以及源頭數據資(zi)料不(bu)(bu)全,統(tong)(tong)計(ji)臺賬混亂(luan)(luan)。二是一(yi)些(xie)調查對象主動配合意識較(jiao)差,甚至干擾和(he)破壞統(tong)(tong)計(ji)工作,嚴重擾亂(luan)(luan)了(le)統(tong)(tong)計(ji)工作秩序(xu)。三是我(wo)縣(xian)目前取(qu)得統(tong)(tong)計(ji)執法資(zi)格證人員較(jiao)少,開展執法只能依靠上級統(tong)(tong)計(ji)執法機構協助(zhu)進行,對開展我(wo)縣(xian)統(tong)(tong)計(ji)執法工作有(you)較(jiao)大(da)限制。
二、解(jie)決問題(ti),做好基層統計工作的幾(ji)點(dian)建議
統計(ji)就是要做(zuo)好(hao)大(da)(da)綜合,提出大(da)(da)主意,圖(tu)謀大(da)(da)發展。針對(dui)統計(ji)工作中(zhong)存在的一些問(wen)題,我們(men)需要精準施策。
(一(yi))強學(xue)(xue)習(xi)(xi),提升(sheng)能力。一(yi)是(shi)(shi)責任意識(shi)提升(sheng),二是(shi)(shi)統(tong)計制度(du)辦法(fa)規矩研學(xue)(xue)習(xi)(xi),加大(da)學(xue)(xue)習(xi)(xi)、宣(xuan)傳統(tong)計法(fa)和(he)統(tong)計執(zhi)法(fa)檢查力度(du)。定期組織專業人員、基(ji)層統(tong)計人員學(xue)(xue)習(xi)(xi)《統(tong)計法(fa)》《統(tong)計法(fa)實施條例》等相(xiang)關(guan)法(fa)規,并將(jiang)一(yi)些與日常統(tong)計工作的(de)密切相(xiang)關(guan)的(de)法(fa)條拿(na)出來重點解讀學(xue)(xue)習(xi)(xi),增強專業人員的(de)統(tong)計法(fa)制意識(shi)。三是(shi)(shi)政(zheng)治經(jing)濟形(xing)勢學(xue)(xue)習(xi)(xi),四是(shi)(shi)中省市縣(xian)領導講(jiang)話學(xue)(xue)習(xi)(xi)。
(二(er))重調(diao)查,摸清家底。一(yi)是(shi)經濟(ji)形(xing)勢調(diao)查,二(er)是(shi)自身區域產業(ye)(ye)經濟(ji)調(diao)查,三(san)是(shi)企業(ye)(ye)項目(mu)調(diao)查。四是(shi)勞動就業(ye)(ye)調(diao)查。
(三(san))深(shen)分析(xi),當(dang)好參謀。一是(shi)現狀(zhuang)目標分析(xi),二是(shi)發展方向分析(xi),三(san)是(shi)發展路徑分析(xi)。四是(shi)超前預(yu)計判斷,預(yu)測預(yu)警(jing)。
(四)抓項(xiang)目(mu),力促發(fa)(fa)展。一(yi)是(shi)包爭招引,二(er)是(shi)推(tui)進現有項(xiang)目(mu)企業,三是(shi)三新經濟發(fa)(fa)展。四是(shi)狠抓企業扶持。
(五)強協調,激發合力。一是(shi)區域協作(zuo)(zuo),平衡產(chan)業布局。二(er)是(shi)部(bu)門協作(zuo)(zuo),做好無縫對接。二(er)是(shi)企業協作(zuo)(zuo),暢通上(shang)下游(you)。
(六(liu))重監(jian)督(du),法治建設。一是(shi)應統(tong)盡(jin)統(tong)。二是(shi)數出有據。三是(shi)真實(shi)反映。四是(shi)執法監(jian)督(du)。定期開展統(tong)計(ji)執法檢查,分(fen)專業分(fen)批次按計(ji)劃開展統(tong)計(ji)執法檢查,切實(shi)杜絕統(tong)計(ji)日常報(bao)(bao)送工(gong)作(zuo)中遲報(bao)(bao)、漏(lou)報(bao)(bao)、瞞報(bao)(bao)等違(wei)法行為(wei),樹(shu)立(li)依法統(tong)計(ji)的威信。
(七)優環境,強化保障。一是政務服務環境,改善統計工作環境,創造和諧的工作氛圍。改善他們的辦公條件和工作待遇,提高他們的工作積極性和業務水平。二是融資環境。三是法治環境,利用各種機會在統計對象的不同層級宣傳統計法,從基層領導、企業法人、基層統計人員深入宣傳統計法、營造良好的依法統計,依法行政的統計環境。四是隊伍建設。
